WASH Consultant (Scheduled Desludging)

A. Background

Since 2021, UNICEF and BMGF has been supporting DNCC and DWASA to design and explore “safely managed onsite sanitation” option /scheme for Dhaka North City. As a process, there are three onsite sanitation source blackwater treatment (2) Nature Based solution for Low-income community and (3) Scheduled desludging scheme. The proposed onsite sanitation options will ensure safely managed sanitation of Dhaka North City until and unless households are not connected with DWASA’s centralized sewerage system.      The unsewered areas of the city are mostly covered by septic tank system (ideally, consisting of septic tank and soakage pit). However, with increasing population density in these areas brought about by vertical extension of dwellings, the septic tank system is barely functioning. Consequently, people are illegally discharging generated sewage/septic tank effluent into the existing storm drains. Households and condominium builders found it a cheaper and easier solution to dispose of sludge directly into the storm drainage. In many instances, sanitary sewage/wastewater is directly discharged into storm drains without carrying them through septic tanks. The implies that letting sewage pass through the septic tank before internal treatment is an acceptable practice. Through the storm drainage system therefore the raw sewage generated from these areas is eventually being discharged 223,000 kg BOD/per day into lakes/khals (water bodies)/low-lying areas within the city and eventually draining into surrounding rivers. High BOD (Biological oxygen demand) is harmful to ecosystems as fish and other aquatic life may suffocate in oxygen-depleted waters. This is causing massive environmental pollution and creating serious health hazards for city dwellers, city tourism and waterbody conservation.

On 10th October 2023, Dhaka North City Corporation and Dhaka Water and Sewerage Authority (DWASA) signed Memorandum of Understanding (MoU). Through MoU, the Parties have expressed their willingness to cooperate with the aim of improving on-site sanitation services in the Dhaka North City Corporation area.To improve the on-site sanitation services, DNCC and DWASA agreed to initiate “Scheduled Desludging”Scheme in Dhaka City from 2024. The incumbent will support DNCC Chief Waste Management Officer(CWMO) and his team to prepare operational documents to kick off “Schedule Desludging” Scheme at DNCC Zone -3. Here this is worthwhile to mention, operationalization of “Schedule Desludging” Scheme would be a landmark for national and international sanitation sector. 

B.  Objectives, Purpose and Expected Results

Objective: Ensure safely managed sanitation service chain through schedule desludging in Dhaka City 

Purpose: DNCC and DWASA is initiate executing “Schedule Desludging Scheme” from DNCC Zone 3

Expected Results:

  1. 100% household sanitation facility mapping, and schedule desludging customer registration completed by June 2024
  2. DNCC engaged Private operators to operate schedule desludging scheme at DNCC Zone 3 by April 2024
  3. DNCC has fully functional Safely managed onsite sanitation Unit under Waste Management Division by August 2024

C. Key Tasks and Responsibilities

  1. Prepare ToR and float RFP from DNCC to engage private sector operator for DNCC-DWASA scheduled desludging Develop a detailed work plan
  2. Supervise DNCC field surveyor to complete Zone 3 Households sanitation facility mapping 
  3. Developed Schedule desludging “Standard operating procedure”.

    3.1 Worker Health Safely

    3.2 Septic Tank Emptying

    3.3 Safely faecal sludge Transportation

    3.4 Safely disposal to DWASA centralize STP

    3.5 Customer Management Ensure they can transfer the knowledge of handicrafts to others.

  5. Trained DNCC Waste Management Division and DWASA CWIS Cell official on “Schedule Desludging”     operating procedure
  6. Finalize IMIS (Integrated Management Information System) implementation plan at DNCC

E. Payment

  • The consultant will get BDT 1,756,666.00 BDT for 06 Months including DSA (internal Travel)-90,000 BDT (Estimated amount); other cost, Office IT Equipment(laptop) etc. are to be borne by the consultant.
  • The contractor/consultant will be responsible for paying all taxes as per government rules.

F. Administrative Issues:

  • For payment by E-Zone on due time, the Supervisor will forward the certified attendance sheet and confirmation of receiving expected deliverables for the respective period.
  • Stationery and other office equipment will be borne by the consultant.

G. Qualification Requirement

  • At least Bachelor's degree in public health, Business Management, Social Sciences from any recognized university.
  • Minimum 5 Year of experience working with City Authority on sanitation service chain management and URBAN WASH programming.
  • Previous experience in similar activities with the UN or INGOs will be an added advantage
  • Previous work experience with government (national and/ or sub-national level) is desirable
  • Demonstrate knowledge, experience understanding of the Bangladesh context (rural areas), especially in social protection will be an added advantage
  • Sound knowledge of Social Protection, CRC, PSEA, child safeguarding, gender sensitivity, etc.
  • Good background and skills in facilitating training, workshops, coaching, and mentoring others
  • Proficient in Word, PowerPoint, and Excel or other statistical analysis software
  • Ability to work in a multi-disciplinary team and support unexpected tasks.

H. Language Requirements 

  • Fluency in Bangla and good English communication skills are required.
