E-Zone HRM Limited is now accepting applications from Bangladeshi Nationals for the following vacancies under third party outsourcing contract modality:

National Consultant (System Engineer for BDRIS)

Duty Station: Dhaka-Office of Registrar General for Birth and Death Registration and field mission to all over the country including at Cox’s Bazar

Contract Duration: One year

Contract Type: Contract with E-ZONE.

Contract Start Date: 1st November

Reporting to: Child Protection Specialist, Child Protection Section of the concerned UN Agency, Bangladesh

A. Purpose

The purpose of this assignment is to support the Office of Registrar General for Birth and Death Registration to:

• Ensure proper network segmentation and security measures are in place.
• Develop and maintain the network architecture, including LAN, WAN, and Data Centre networks.

B. Background:

Birth registration is part of the fundamental rights of every human being and provides the legal identity and documentation warranted to every individual. Birth registration offers the right to nationality, school admission, health care, and access to different services like banking, issuance of national passport, property ownership, and voting rights. These statistics are critical to national planning and provide the best source of the denominator for all population-based targets and indicators.

UNICEF supports the Office of Registrar General (ORG) for Birth and Death Registration in Bangladesh to strengthen the birth registration system as well as to promote and create demand for the service within 45 days of birth of children. Currently the ORG developed a new online birth and death registration information system to simplify business process and better data management. It is a web-based software to manage data centrally. UNICEF is supporting the ORG to make the system user friendly and efficient. The ORG’s system needs to be linked with other data bases such as vaccination database under EPI, database of pregnant and lactating mothers and education database. These linkages will leverage the rate of birth registration within 45 days of birth as it will not require additional effort from service providers as well as parents will not have to visit local registration offices several times to do registration. In addition, UNICEF is also supporting the ORG to build capacity of the user of the system and other key stakeholders at local level for smooth registration. The consultant to be hired under this TOR will support the ORG for maintenance of the BDRIS under the ORG and will work as per the guidance and instruction from the ORG and UNICEF.

C. Objectives, Purpose and Expected Results:

The consultant will start working from 1st November 2023 to 31st October 2024 (12 months). The Systems Engineer’s role is to ensure the stability, integrity, and efficient operation of the information systems that support core organizational functions. This is achieved by monitoring, maintaining, supporting, and optimizing Hardware and network infrastructure, servers, virtualization, software as services and associated operating systems. This role requires in-depth technical expertise, strong problem-solving skills, and the ability to collaborate effectively with cross-functional teams.

The Systems Engineer will apply proven communication, analytical, and problem-solving skills to help identify, communicate, and resolve issues to maximize the benefit of IT systems investments.

D. Description of Assignment

The consultant during the contracting period will support the the ORG for maintenance of the system and ensuring smooth operation of the ORG’s database. The assigned person will collaborate with BCC to ensure smooth operation of the software and the system to fulfil the business objectives and process. The person will work with technical team members at the ORG to define business requirements and system goals and accordingly to resolve business system issues. He or she will have to ensure system connectivity of all servers, shared software, groupware, and other applications. .

E. Deliverables

• Develop and implement strategies for improving or further leveraging these systems.
• Ensure compliance with industry standards and regulations related to network security.
• Provide technical support to resolve complex network issues.
• Ensure compatibility and interoperability of in-house computing systems such as:
• iLO, Virtualization VMware (vCenter, vRealize, NSX-T)
• Linux and windows environments, Microsoft Azure
• F5 (WAF, Load Balancer, DNS Security, SSL Off loader), Nginx Plus
• Network monitoring and scalability
• Micro segmentation in Application security
• Router, Firewall & Switch configuration
• Apache Tomcat, IIS server configuration
• Active Directory, Exchange Server, mail server.
• Monitor and test system performance; prepare and deliver system performance statistics and reports.
• Manage and monitor all installed systems and infrastructure.
• Install, configure, test and maintain operating systems, application software and system management tools.
• Proactively ensure the highest levels of systems and infrastructure availability.
• Develop and maintain the network architecture, including LAN, WAN, and Data Centre networks.
• Design scalable and resilient network solutions to meet business requirements.
• Implement and maintain network documentation and diagrams.
• Deploy, configure, and manage network hardware and software components such as routers, switches, firewalls, load balancers, and wireless infrastructure.
• Ensure proper network segmentation and security measures are in place.
• Collaborate with vendors and service providers to procure and implement network solutions.
• Implement network monitoring tools and processes to proactively identify and address performance issues.
• Analyze network traffic patterns and optimize network performance for maximum efficiency.
• Troubleshoot and resolve network-related incidents and outages promptly.
• Implement and enforce network security policies and best practices.
• Stay updated with emerging security threats and protect the network against them.
• Lead the day-to-day operational support for server, storage, or network infrastructures.

F. Consultancy Cost:

• The Consultant will get BDT 100,000.00 per month as a consolidated package.
• Consultant will be responsible to pay all taxes as per government rules and regulations. E-Zone will make statutory deductions towards income tax as per government rules and regulations.

G. Administrative Issues:

• The consultants will report to the Child Protection Specialist, UN Agency and the ORG to submit the deliverables outlined under reporting requirement.
• For payment by E-Zone on due time, the Supervisor will forward the certified attendance sheet and confirmation of receiving expected deliverables for the respective period.
• If the consultant required to travel outside their duty station, prior approval will be required, then travel and DSA costs will be reimbursed at actuals.

H. Profile Requirements & Qualification Skills:

• Applicants must have a minimum bachelor's degree in EEE/CSE/CS or higher in Technology Management or a similar field. Masters is preferable.

• Applicants must have at least five years of experience in network engineering and administration, focusing on complex network infrastructures.
• Experience with virtualization and containerization (e.g., VMware, Virtual Box).
• Thorough LAN switch and router management knowledge via telnet and web interfaces.
• Knowledge of router protocols and setup thereof.
• Thorough knowledge of TCP/IP communication.
• Effective team leader and coordinator.
• Exceptional problem-solving skills and a demonstrated ability to communicate effectively.
• Excellent understanding of the organization’s goals and objectives.
• Good project management skills.
• Excellent written, oral, and interpersonal communication skills.
• Self-motivated with the capacity to work independently and collaboratively within a team.
• Proven analytical and creative problem-solving abilities.
• Able to priorities and execute tasks in a high-pressure environment.

• Proficiency in networking protocols and technologies (BGP, OSPF, RIP, MPLS, etc.).

In addition to this the applicant should have experience and knowledge in following areas:

• Basic Cisco IOS. VPN connectivity troubleshooting and configuration (Cisco, MikroTik, OpenVPN, IPSec). Security software such as Anti-virus, Anti-SPAM, Anti-Spyware, and other security-related technologies.
• Competency in network monitoring and management tools (e.g., SNMP, NetFlow, Wireshark).
• Basic Cloud experience, preferably in Microsoft Azure, AWS
• Proven working experience installing, configuring, and troubleshooting UNIX / Linux-based environments.
• Hardware, software and networking protocols are utilized in LAN, WAN and related data communication systems, including fiber optics and peripheral equipment.
