Coordinator for MOHFW  Coordination Cell in Cox's Bazar

Recipient: Line Director, Health and Gender Support at Cox's Bazar District (LD, HGS-CXB)

A. Background:

The  Health  Services  Division  (HSD)  of the  Ministry  of Health  and  Family Welfare (MoHFW) is implementing  the "Health  and Gender Support in Cox's Bazar District (HGS-CXB)" OP to provide Health, Nutrition and Family Planning (HNP) services and Gender• Based Violence (GBV) including PSEA response services to the host community as well  as the Forcibly Displaces Myanmar Nationals (FDMNs) living in the Cox's Bazar district. As per the Project  Appraisal  Document  (PAD)  of the  World Bank  as  well  as the  financing  agreement signed between  the  Government  and the  World  Bank,  four  UN  agencies  (WHO,  UNFPA, UNICEF, and IOM) are implementing the Direct Project Aid (DPA) funded activities of the OPs.

There is separate agreement between Mol-IFW  and each of the UN Agencies coordinating the roles of responsibilities  of the agencies.  As per the agreement  signed between  MoHFW  and WHO,    WHO  is  designated  for  surveillance  and  coordination-related  activities.  There  is a provision for establishing a MOHFW Coordination Cell in Cox's Bazar comprising a group of Consultants  including  two  Field  Coordinators  under  the  HGS-CXB  OP.  To  implement  the activity, WHO Bangladesh is providing technical assistance and recruitment support to hire the contractual staff for the MOHFW coordination team in Dhaka and Cox's Bazar.

B. Scope of work:

The Coordinator will be accountable to the Line Director (LD) of Health and Gender Support at Cox's Bazar District (LD, HGS-CXB) and Head of Sub-Office,  WHO-CXB. The Coordinator will work under the direct supervision of the Joint Secretary (Planning), HSD, MOHFW and Program Manager, HGS-CXB OP and will perform the following functions:

C. Terms of Reference (TOR):

  1. The   Coordinator   will   be  based   in   Cox's   Bazar   to  maintain   constant   liaison, coordination,  and  collaboration  and provide  technical  assistance  to  the  CS, DDFP; Superintendent, UH&FPOs, and UFPOs to implement the activities of HGS-CXB OP;
  2. S/he will support the LD or his nominated representative to ensure effective planning, implementation, resource management, and operations of health and Family Planning facilities under HGS-CXB OP;
  3. S/he will provide  necessary  technical. assistance  to local health  authorities  in HGS• CXB OP and  related meetings, Strategic Advisory Group meetings, other health, and family planning sector meetings;
  4. S/he will represent  LD,  HGS-CXB  OP in different  meetings  and provide  necessary suggestions   including monthly Upazila Coordination meetings;
  5. S/he will undertake regular field visits to supervise and monitor the implementation of the activities under HGS-CXB  OP   and visit the different  health  facilities to ensure standard HNP and GBV services to identify gaps, assess progress,  coordinate health interventions,   monitor  and  support  program  implementation,   and  take  appropriate action based on the findings;
  6. Ensure  required  data  collection,  collation,  management  and  analysis,  interpretation, timely  reporting,  feedback,  and actions required  in the  implementation of HGS-CXB OP;
  7. Provide technical, operational, and coordination support on community engagement throughout all phases of the incident management cycle under HGS-CXB OP ;
  8. Provide support to prepare different reports and timely reports under HGS-CXB OP;
  9. Support ongoing Immunization  activities and Supplementary Immunization Activities(SIAs) ofHGS-CXB OP for host communities as well as FDMNs.
  10. Provide  support  in capacity  building  and training  on disease  surveillance,  outbreak response under HGS-CXB OP ;
  11. Provide   technical   support   in   strengthening   AFP,   Measles,   and   other   vaccme• preventable  diseases  (VPD)  surveillance  activities,  assess  the  requirement  of EPI vaccine and other logistics under HGS-CXB OP;
  12. Support MOHFW leadership  in case of any emergencies in Cox's Bazar;
  13. Perform any other responsibilities/duties assigned by the LD, HGS-CXB and HOSO, WHO-CXB.

D. Required Qualifications:

Education:
Essential:  MBBS Degree with Master's of Public Health (MPH) from any recognized University or Institution.
Desirable:  Master of Public Health (MPH) with a major in Epidemiology or any relevant field would be an added advantage

Experience:
Essential: At least Eight years of relevant working experience;
Desirable: Experience in working with Government/Development Partner agencies.

Skills:

E. Remuneration:

Monthly salary:  BDT 212,199 per month.

F. Administrative Issues:

The Public Health Officer will be responsible to pay all taxes as per government rules and regulations. E-Zone will make statutory deductions towards income tax as per government rules and regulations.
