Messenger - MOHFW Coordination Centre, Cox’s Bazar

Recipient: Line Director, Health and Gender Support at Cox's Bazar District (LD, HGS-CXB)

A. Background:

The Health Services Division (HSD) of the Ministry of Health and Family Welfare (MoHFW) is implementing the "Health and Gender Support in Cox's Bazar District (HGS-CXB)" OP to provide Health, Nutrition and Family Planning (HNP) services and Gender-Based Violence (GBV) including PSEA response services to the host community as well as the Forcibly Displaces Myanmar Nationals  (FDMNs) living in the Cox's Bazar district. As per the Project Appraisal Document (PAD) of the World Bank as  well as the financing agreement  signed between the Government and the World Bank, four UN agencies (WHO, UNFPA, UNICEF, and IOM) are implementing the Direct Project Aid (DPA) funded activities of the OPs.

There is separate agreement between MoHFW and each of the UN Agencies coordinating the roles ofresponsibilities of the agencies. As per the agreement signed between MoHFW and WHO, WHO is designated for surveillance and coordination-related activities. There is a provision for establishing a MOHFW  Coordination  Cell in Cox's Bazar comprising a group of Consultants including two Field Coordinators  under the HGS-CXB  OP. To implement the activity, WHO Bangladesh is providing technical assistance and recruitment support to hire the contractual staff for the MOHFW coordination team in Dhaka and Cox's Bazar.

B. Scope of work:

The Messenger  will be accountable to the Line Director (LD) of Health and Gender Support at Cox's  Bazar District (LD, HGS-CXB) and Head of the Sub-Office,  WHO• CXB.  The  Messenger  will  work  under  the  direct  supervision  of the  Coordinator,  MOHFW Coordination Cell in Cox's Bazar, and will perform the following functions:

  1. The Messenger will be based at MOHFW CC-CXB Office to assist in the filling of official correspondences/documents.
  2. Set up and maintain the office filing system and maintain the register
  3. Receive, documentation and preservation of official letters and filing
  4. Distribute letters and documents to different local offices and by courier/ post as well as per directed by the local authority;
  5. Maintain stores, including delivery/ collection of various items, mailing services, and payment of bills to provide administrative support to the office, including photocopying and other services;
  6. Maintenance of office furniture and equipment
  7. Provide services within the respective field of responsibility and competence and requested by Coordinators
  8. Maintain cleanliness of the office regularly and as required.
  9. Perform any other responsibilities/functions assigned by the supervisor.
  10. Any other duties assigned by the supervisor and HOSO, WSO-CXB

C. Required Qualifications:

Education:
Essential: Secondary School Certificate (S. S.C) from any Educational Board.
Desirable: Higher Secondary Certificates (HSC) with training on office filing

Experience:
Essential: At least two years of relevant working experience. 
Desirable: Experience in working with Government/Development Partner agencies.

Skills:

  • Computer skills in MS Word, Excel;
  • Ability to work in a team;
  • Excellent Coordination, Communication and interpersonal, etc skills.

D. Remuneration:

Monthly salary:  The Messenger will get BDT 37,496 per + living allowance (BDT 17,600) per month (consolidated).

E. Administrative Issues:

Each Messenger will be responsible to pay all taxes as per government rules and regulations. E-Zone will make statutory deductions towards income tax as per government rules and regulations.
