Reporting to: Technical Supervisor - UH&FPO - Upazila Health Complex at Upazila level, Technical support from Nutrition Specialist/ Nutrition Officer - Nutrition Section, Cox’s Bazar Field Office

The purpose of the Upazila Nutrition Supervisor (UNS) is to ensure quality Nutrition services (including nutrition specific and sensitive) are scaled up and implemented. The UNS will help ensure accessibility of the services by the children, mothers and adolescent in the host communities of Cox’s Bazar District. S/He will work at each Upazila level and will act as a mentor for on the job capacity building of government staff and community structures (Line ministry of Health and Family Welfare staff at District and Upazilla level, relevant stakeholders and frontline workers). S/He will also support community-level activities and will be involved in monitoring and supervision.

Cox’s Bazar (CXB) District has among the worst Health, Nutrition and Population (HNP) indicators in Bangladesh. The Multiple Indicator Cluster Survey (2012-2013) found a higher than average infant mortality rate (61 in CXB compared with the national rate of 47 per 1000 live births) and a higher prevalence of stunting among children under 5 (49.5 per cent in CXB compared with 42 per cent at the national level). The latest SMART surveys in the FDMN camps and host community reported a global acute malnutrition rate of more than 10 percent which gets categorized as “high” based on UN AGENCY global threshold recommendations. Similarly, the prevalence of chronic malnutrition is above 30 percent for both the camps and host community and the gets categorized as “very high” based on UN AGENCY global threshold recommendations. The 2019 MICS showed a prevalence of Severe Acute Malnutrition (SAM) of 1.8 per cent for children under 5 in the host community of Cox’s Bazaar. The Global Acute

Malnutrition (GAM) was 9.7 per cent and stunting prevalence was 34.6 per cent (which places the district in the 11th highest prevalence of stunting in the country) as compared to the national average of 28 per cent. Stunting causes developmental delays, diminished ability to learn and lower school achievement, and reduced lifelong productivity.

Shortages of human resources (HR) and an inappropriate skill-mix have led to the constraints in the provision of HNP services in CXB. Only 55 per cent of the positions established under DGHS are filled.1 HR shortages can be attributed to issues of distribution, deployment and retention, as well as protracted recruitment timelines through the centralized government system. The limited HR available is almost entirely focused on the Forcibly Displace Myanmar Nationals (FDMN) crisis, leading to inadequate attention available for routine services for the local population.

In order to address the complex emergency situation in Cox Bazar due to influx of Rohingya from August 2017, UN AGENCY is providing technical, logistical, programmatic as well as Human Resource support to Government of Bangladesh to establish and scale up Emergency Nutrition services and simultaneously strengthen the government health system to ensure accessibility of the services by the recently arrived Undocumented Myanmar Nationals along with those living in Registered camps and host community.

Under the Health and Gender Support Project (HGSP) in CXB district, UN AGENCY will strengthen nutrition services in the 183 Community Clinics, 62 union health and family welfare centres (UH&FWCs), 7 Upazila Health Complexes (UHCs) and 1 the District Hospital in the host community. UN AGENCY will focus on providing essential nutrition services and supporting the implementation of preventive activities as per government guidance with a strong community engagement component. Community engagement in the host community will be strengthened by building the capacity of existing government cadres and structures like Community Support Groups.

Additionally, UN AGENCY will support community mobilization and engagement with behaviour change communication at community level. Social mobilization strategies will be strengthened to act as a platform to deliver services such as GMP, IYCF counselling, cooking demonstrations and, timely initiation of complementary feeding by organizing Mukhe Bhaat ceremonies. Coordinating efforts at field-level and maintaining strong partnerships with key government institutions at sub-national level is also another key approach to ensure effective implementation of the project. As a part of human resource support, UN AGENCY proposes to provide the services of the eight Upazila Nutrition Supervisors (UNSs) from April 15th, 2021 to April 15th, 2023 to continue providing the technical support.

UN AGENCY Bangladesh office is seeking 8 Nutrition consultants with supervisory role with the skills to integrate nutrition services in Cox’s Bazar and will strengthen the implementation of nutrition programme in the District Hospital, Upazilas Health Complexes, Union Health & Family Welfare Centres and Community Clinics. The UNSs will extend the technical support on the prevention of malnutrition including addressing existing gaps in effective curative and preventive approaches by focusing the promotion of breastfeeding and complementary feeding, improved maternal and adolescent nutrition

with a strong community engagement component. They will closely work with UH&FPO, Civil Surgeon Office, Cox’s Bazar to strengthen essential nutrition services in Community Clinics, Union Health and Family Welfare centres (UH&FWCs), Upazila Health Complexes (UHCs) and District Hospital in the host communities. They will provide technical and managerial support to UH&FPO and Civil Surgeon Office, Cox’s Bazar for scaling up of IYCF counselling, GMP programme strengthening in the UHC/UH&FWC/community clinic/IMCI-N corners/ as well as upazila level to support NVAC, National Nutrition Week, World Breastfeeding Week etc. national nutrition programs of NNS and coordination under BNNC. UNS also support in organising Upazila Nutrition Coordination Committee meeting with the leadership of UH&FPO and UNO by engaging all other GoB stakeholders of UNCC as per BNNC guideline. UNS will work to improve the overall priority nutrition result indicator (PNRI) data improvement result of assigned upazila which reflects in the monthly NNS score card using the CI based on the four functionality indicators. UNSs will work at each Upazila level and will act as a mentor for on the job capacity building of government staff and community structures (Line ministry of Health and Family Welfare staff at District and Upazilla level, relevant stakeholders and frontline workers), and Nutrition Counsellors. UNS will provide supportive supervision and monitoring support for Nutrition services in their respective Upazilas. The UNSs will be the first line of support for MOHFW at Upazila level, they will identify the bottlenecks, will provide corrective actions, and feedback to UHNFPO on results achieve against key indicators.

The UNS will perform the specific defined tasks within the timeline, in collaboration with Upazila Health Complex, Civil Surgeon Office, UN AGENCY Cox’s Bazar Nutrition Section, and other relevant Government institutions at Upazila-level. S/He will report to the supervisor every month focusing on the progress of the overall indicated activities. S/He will ensure timely quality accomplishment of the tasks to perform.
Under the technical supervision and in close collaboration with UHC, CS-Office, UN AGENCY’s Nutrition Section, Cox’s Bazar and relevant government institutions at Upazila-level, each UNS will undertake the following tasks:

Based on the project annual workplans, develop budgeted Upazila-level annual workplans, in close collaboration with stakeholders at Upazila level and UN AGENCY Cox’s
Facilitate and coordinate project-related activities at Upazila level, including meetings, trainings and field activities, monitoring and supportive supervision, ensuring alignment with workplans and synergies
Support planning and implementation of community mobilization and social behaviour change communication at community level to deliver services such as GMP, IYCF counselling, cooking demonstrations and, timely initiation of complementary feeding by organizing Mukhe Bhaat ceremonies.
Support capacity building activities; provide on the job capacity building of government staff at Upazila level and community level.
Provide technical and day to day support to nutrition counsellor, community nutrition volunteer and Multipurpose Health Volunteer (MHV) for the execution of screening, referral and treatment of acutely malnourished children, conducting GMP, organizing cooking demonstrations sessions and timely initiation of complementary feeding by organizing Mukhe Bhaat ceremonies, strengthen MIYCF counselling, micronutrient supplementation and adolescent nutrition services.
Support the implementation of the CBNP at Upazila-level (technical support, mentoring and supervision of community workers and their supervisors)
Support GoB counterpart for organizing orientation on comprehensive package of nutrition, MNCH and SBCC services for CG & CSG
Act as facilitators for the trainings of various cadres on nutrition.
Monitor the quality of comprehensive training on nutrition (including GMP, IYCF, micronutrient supplementation, counselling) and MNCH services facilitate by selected stakeholders
Ensure all 183 Community Clinics, 62 union health and family welfare centers (UH&FWCs), 7 Upazila Health Complexes (UHCs) and 1 the District Hospital are equipped with required nutrition supplies and equipment’s and SBCC materials
Participate in NAW & NVAC and any nutrition related event
Participate to the Project Management Committee meetings and internal project coordination meetings
Support functioning of the Upazila Nutrition Coordination Committee (UNCC) and attend the District Nutrition Coordination Committees (DNCC) meetings
Support to organise UNCC meeting and to disseminate Upazila level performance based on the both project implementation and improvement data analysis and as well as the PNRI data analysis using the CI value of the functionality indicators (according to NNS).
Support better coordination with other nutrition-related projects in the implementation areas
Provide support in organizing GOB/ Donor visits.
Elaborate monthly activity reports
Document success stories at Upazila level
Perform any other task as required

The UNS will report to the UH&FPO as a first line supervisor and will have indirect reporting line to Nutrition Unit in CS office and Nutrition Officer of UN AGENCY, Cox’s Bazar and will provide following deliverables:

Monthly activity reports with detailed information on activities implemented (targets vs. achievements).
UH&FWCs and CC wise monthly progress analysis, gaps and way forward.
Monthly PNRI data analysis report based on CI value according to monthly NNS score card.
The UNS’s specific tasks (coordination, technical support, supervision, etc.) (to be submitted by first week of following month). Upon submission and verified by Technical Supervisor, the monthly payment will be processed.
Field Visit report and follow-up actions report
Specific deliverables such as training reports will be submitted on a need-base
NAW, NVAC and other related events report on their involvement and support
Other assigned task/s report as needed and requested by supervisor

The UNS will report to the UH&FPO as a first line supervisor and will have indirect reporting line to Nutrition Unit in CS office and Nutrition Officer of UN AGENCY, Cox’s Bazar to submit the deliverables outlined under reporting requirement.
The UNS will get BDT 216,000 per month as a consolidated package.
For payment by E-Zone on due time, the Supervisor will forward the certified attendance sheet and confirmation of receiving expected deliverables for the respective monthly period.
If the consultant required to travel outside their duty station, prior approval will be required, then travel and DSA costs will be reimbursed at actuals.
UN AGENCY will not provide consultant with computer/laptops/printers/office space.
Stationery, communication and other office equipment costs will have to be borne by the Consultant;
Consultant will be responsible to pay all taxes as per government rules and regulations.
