A. Purpose

The purpose of this assignment is to contribute to the development and enhancement of the Nutrition Information System (NIS) by providing technical support and developing customized software solutions that ensure smooth functioning of NIS in the DGHS-MIS servers.

B. Background

Chronic undernutrition continues to be a significant issue in Bangladesh, particularly among children under the age of 5. According to the Multiple Indicator Cluster Survey (MICS) conducted in 2019, 28 percent of children in this age group suffer from stunting, indicating a failure to achieve optimal growth and development. The problem of stunting is even more prevalent in urban slums and tea gardens, where rates reach 40 percent and 45 percent, respectively, as indicated by the Child Well-being Survey in Urban Areas (2016) and the Tea Garden Survey conducted by the Bangladesh Bureau of Statistics (BBS) in 2018. To address undernutrition systematically and at scale, under the Health, Population and Nutrition Sector Development Programme (HPNSDP), the Government of Bangladesh launched the National Nutrition Services - Operation Plan (NNS-OP), which is comprised of a set of child and maternal nutrition interventions focusing on the critical 1,000-day window of opportunity from pregnancy to a child's second birthday.

The NNS was introduced in June 2011, was merged with two Operational Plans, namely National Nutrition Program (NNP) and Micronutrient Supplementation. Unlike NNP, NNS was implemented universally throughout the country through PHC in both DGHS and DGFP service delivery platforms and program management. The NNS encompassed a range of interventions and activities, including growth monitoring and promotion, behaviour change communication, micronutrient supplementation, control of iodine deficiency disorder, management of Severe Acute Malnutrition (SAM) and community management of acute malnutrition, training and capacity building, nutrition surveillance, etc. At the establishment of NNS, however, it was realized that it lacked availability of routine information and data from the health sector to monitor direct progress and impact of nutrition programs. A need for consolidation and utilization of information from diverse sources to support more comprehensive nutrition situational analysis was also identified. As such, one of the mandates of NNS was to put in place a nutrition information system to support the Monitoring and Evaluation (M&E) framework of the NNS and allow for monitoring of nutrition services on a regular basis at national, district and sub-district levels.

In 2013, after a joint workshop organized by NNS and UN AGENCY, NNS requested support from UN AGENCY, DFID, MI (now NI), and other partners in establishing a Nutrition Information Planning Unit (NIPU) to strengthen IPHN/NNS’s capacity for nutrition information management and planning. Later, more partners joined in supporting NNS through NIPU such as the World Bank and the Global Alliance for Improved Nutrition (GAIN).

The aim was to coordinate the review, standardize and streamline indicators under the NNS-OP and to create an integrated single information platform in which nutrition indicators from both DGHS and DGFP could be collected. NIPU was established to analyze the nutrition situation, monitor the coverage and performance of nutrition interventions delivered through the health system, and report on them regularly to improve decision-making, strategic planning and measurement of results towards achieving national nutrition goals.

The overall purpose of NIPU is thereby to contribute to the development of an M&E System for NNS, and to provide technical input for the execution of the M&E process, by developing a monitoring system for nutrition specific interventions carried out by NNS, with a group of mixed-skill people. Moreover, NIPU was established to support NNS in extracting data from DHIS2 and DGFP MIS, and in collecting data from districts, as well as to compile and analyze data and provide analytical reports with dashboards for sub-national managers to support decisions to improve coverage and quality. NIPU developed its own strategic plan for capacity building of NNS DPMs and PMs, developed an action plan and supported implementation of the action plan.

C. Objectives and Expected Results

The consultant will start working from 1 August 2023 until 31 January 2024. Assigned workstation will be in Dhaka, Bangladesh at NIPU, NNS and the consultant will work closely with the Line Director, NNS under the direct supervision of Nutrition Specialist, Nutrition Section in UN AGENCY Bangladesh. Under the guidance of Nutrition Section - UN AGENCY, the consultant will support the development and enhancement of the Nutrition Information System (NIS) by providing technical support to the NNS and the DGHS-MIS.

D. Description of Assignment

The role of the MIS specialist for the Nutrition Information System (NIS) includes:

a) Data generation

  • Carry out periodic register check through spot checks
  • Carry out periodic checks whether all CHCPs are reporting data from the register into DHIS2 through spot checks
  • Plan periodic register and DHIS2 reporting checks
  • Periodically review data collection tools (both recording and reporting) for accuracy and completeness
  • Propose appropriate numerators and denominators to record quality and coverage of service provision (both with DGHS and DGFP to ensure harmonization)
  • Propose appropriate tools for data collection on proposed numerators and denominators
  • Develop questionnaires for Real-Time Monitoring and Reporting (RTMR) and supervision
  • Develop micro plans for RTMR supervision training, implementation, and monitoring
  • Orient and train Government officials at all levels on RTMR implementation, supervision, and monitoring
  • Conduct periodic monitoring visits and report monitoring findings
  • Develop and refine data quality assessment tools
  • Conduct quality assurance for nutrition survey and surveillance (reviewing data collection tools, and conduct spot checks on data collection)
b) Data compilation
  1. Identify nutrition data from different data platforms
  2. Collect data from different data platforms, both periodic and routine into one format
  3. Design data compilation formats (e.g., refining existing nutrition profiles)
  4. Identify and extract the nutrition-related data from DHIS2 and eMIS
  5. Clean up, categorize and prepare data extracted from data platforms for analysis

A. Strengthen Nutrition Information System (60%)

  • Providing technical support to the National Nutrition Services (NNS) and assisting in the implementation of the relevant components of NNS-OP. This involves accelerating the implementation process and contributing to the development and improvement of the NIS.
  • Developing or customizing software solutions tailored to the specific requirements of the nutrition program. These solutions ensure that data is accurate, secure, and maintained with integrity throughout the system.
  • Overseeing the collection, storage, and organization of nutrition-related data within the NIS. This includes developing and managing databases to ensure high-quality, consistent, and confidential data. Implementing processes for data standardization and cleaning to enhance data accuracy and reliability.
  • Ensuring the smooth functioning of the NIS through regular system maintenance within the DGHS-MIS, such as software updates, bug fixing, and security patches. Providing technical support to end-users, addressing any system-related issues, and conducting training sessions to enhance their capacity in effectively utilizing the NIS.
  • Providing technical support to improve the availability and quality of routine data and enhancing the interconnectivity of nutrition services under the Directorate General of Health Services (DGHS) and Directorate General of Family Planning (DGFP). This support aims to enhance data accessibility and facilitate the exchange of information between these directorates to strengthen the overall nutrition services.
  • Provide senior level technical expertise and oversight to support the application of evidence-based nutrition interventions and adherence to quality standards and benchmarks.
  • Establish and operationalize monitoring and reporting mechanisms to track implementation progress on a monthly, quarterly and annual basis as part of the Government routine review and appraisal process. Also, improvement of the system by addressing all the bottlenecks and challenges.
  • Work with DGHS and DGFP and other nutrition bodies and partners to identify critical bottlenecks in existing nutrition information systems and identify means through which corrective actions can be implemented.
  • Participate in different national level meetings to discuss performance and programmatic areas that need strengthening and address with priority basis and also to support on strategic planning to mitigate challenges and establish sustainability.

B. Generating evidence and documentation of all events to replicate and modify in future and also will enhance programme efficiency, effectiveness and accountability (20%)

  • Serve as the technical lead in introducing innovative technological and learning tools to enhance the functionality and effectiveness of the NIS. This involves exploring and implementing new technologies, software, and tools that can improve data collection, analysis, and reporting processes within the NIS.
  • Designing and implementing standardized procedures for data collection, validation, and verification to maintain the integrity of the information within the NIS.
  • Generating an automated national nutrition service scorecard and disseminating it to district levels on a regular basis. This scorecard will provide a comprehensive overview of the performance and progress of nutrition services, enabling stakeholders to track key indicators and identify areas for improvement
  • Orienting all relevant stakeholders and nutrition managers about the use and implications of NIS tools. This includes conducting training sessions, workshops, and awareness programs to ensure that stakeholders understand the value and benefits of the NIS in supporting nutrition programs.
  • Establishing and regularizing the revision of NIS tools for the sustainability and continuous improvement of the system. This involves evaluating and updating the existing tools based on feedback, emerging needs, and technological advancements to ensure that the NIS remains relevant and effective.
  • lead the engagement with the Directorate General of Health Services (DGHS) and Directorate General of Family Planning (DGFP) - Management Information Systems (MISs) to identify areas of collaboration and strengthen their Information Management Systems for Nutrition. This collaboration aims to enhance data integration, interoperability, and information sharing between the NIS and the respective MISs.
  • Engaging with DGHS and DGFP - MISs to resolve data discrepancies between the NIS dashboards and their respective Health Information Systems (DHIS2 and eMIS). This involves identifying and addressing data inconsistencies, ensuring data synchronization, and implementing mechanisms to maintain data integrity and accuracy across systems.

C. Support NNS and UN AGENCY in program development and planning (20%)

  • Provide support to the digitalization of the Mother & Child Card for the implementation of community-based engagement (CBE) initiatives. This will involve collaborating with the eMIS/DGFP-MIS to develop digital solutions and platforms that allow seamless integration between the NIS and the digital Mother & Child Card system, facilitating efficient data capture, storage, and retrieval.
  • Preparing the necessary documentations and materials to facilitate the program review and approval process. This involves compiling relevant data, reports, and documentation to support program evaluation, monitoring, and decision-making.
  • Identifying areas for improvement and innovation within the NIS, conducting research and analysis, and collaborating with stakeholders to develop and implement new strategies, tools, and technologies. Your role is to ensure that the NIS remains up-to-date, effective, and aligned with the goals and objectives of the program.
  • Lead institutionalization of Totthyo System (DTS) using SMS Gateway platform (Rapid Pro) to gather accurate real time program information and supply data and use the data to reach those most in need.
  • Conduct regular programme field visits and surveys, and exchange information with partners and stakeholders to assess progress and provide technical support. Report on critical issues, bottlenecks and potential problems for timely action to achieve results.
  • Build and sustain effective close working partnerships with government counterparts and national stakeholders (BNNC, NNS, DGHS-MIS, eMIS, ICMH, NIPSOM) through active sharing of information and knowledge to facilitate program implementation and build capacity of stakeholders

F. Administrative Issues

  • The consultant will report to the Nutrition Specialist, Nutrition section, UN AGENCY Bangladesh and submit the deliverables outlined under-reporting requirement.
  • Consultant will receive a consolidated BDT 150,000 per month including travel and DSA, any other expenses such as communication, stationary equipment, laptop etc. will bare by the consultant.
  • Working place will be in Nutrition Information & Planning Unit (NIPU), National Nutrition Services.
  • For payment by E-Zone on due time, the Supervisor will forward the certified attendance sheet and confirmation of receiving expected deliverables for the respective period.
  • Consultant will be responsible to pay all taxes as per government rules and regulations.

G. Qualification Requirement

  • Advanced university degree in CSE/EEE/IT engineer, Networking, security and automation or any relevant field
  • At least 5 years’ work experience in MIS is required
  • Experience in working with DGHS-MIS is considered an asset for this assignment
  • Demonstrated competency with working with people
  • IT skill in system development (Laravel, PHP, JIRA, etc.)
  • DHIS2 programmer and Open SRP
  • Python, R will be asset/ML, Big data
  • Web and Mobile API development
  • Server management (DGHS-MIS)
  • Experience of planning and coordination
  • Knowledge of health system is a priority
  • Efficient in communication both in Bangla and English language (oral and written form)
  • Willingness to travel as per assignment and field travel frequently, including hard to reach and remote areas all over the country

H. Consultancy Cost:

  • The consultant will get BDT 150,000.00 per month as a consolidated package.
  • Consultant will be responsible to pay all taxes as per government rules and regulations. E-Zone will make statutory deductions towards income tax as per government rules and regulations
