E-Zone HRM Limited is now accepting applications from Bangladeshi Nationals for the following vacancies under third party outsourcing contract modality:

Health Facility Safety and Resilience Officer (HFSR)

Duty Station: Cox’s Bazar

Contract Duration: Till 31st August (possibility of extension)

Contract Type: Contract with E-Zone/Special Agreement with E-Zone

Contract Start Date: August 1, 2023

A. Terms of Reference

Under the overall guidance of Head of Sub Office, Cox’s Bazar and the direct supervision of the Public Health Officer; the incumbent is expected to effectively discharge the technical, administrative and financial responsibilities in her/his assigned area of work as outlined below.

  • Assist to roll out the contextualized fire safety toolkit for all the health facilities in the Rohingya camp
  • Coordinate with the Health Sector to roll out the contextualized Health Facility Safety & Resilience Toolkit for all the health facilities in the Rohingya camp
  • Assist in the development of health facility specific contingency plan for priority hazards identified for the Rohingya camps
  • Support the process to develop and update relevant technical guidance on contextualized toolkit on health facility safety and resilience and hospital emergency response planning toolkit
  • Compile information related to Disaster Risk Reduction activities and generated reports on request
  • Assist in the development of communication materials and visibility materials appropriate for the WHO on the social media platform
  • Draft, format and edit policy briefs, tool kits, guides/manuals, hand-outs, brochures and reports related to Disaster Risk Reduction tools and guidance
  • Collaborate in the planning, coordinating, and monitoring of activities related to the Emergency Risk Management
  • Participate as a resource person in training/ orientation programs in the related areas and organize such events as required
  • Support the organization of meetings, workshops, and consultations and prepare their corresponding reports
  • Support the mainstreaming of cross-cutting themes of gender, ethnicity, disability, and equity into the work of the Health Emergencies
  • Assist in meetings, presentations, documents, and reports when needed
  • Undertake any other tasks/duties as assigned by supervisor(s)

B. Required Qualifications:

Education:

Essential:

  • First degree i.e. MBBS and Post-graduate/Master’s degree in Public Health, Environmental Health Sciences, or any other relevant field from a recognized university.

Desirable:

  • An advanced university degree in Disaster Management or other relevant disciplines
  • Training in Emergency Risk Management and International Health Regulations 2005
  • Specialized training on Health Facility Safety and Resilience toolkit for Cox’s Bazar

Experience:

Essential:

  • At least 5 (five) years of professional experience in health emergency preparedness, or health disaster risk reduction, or public health programs

Desirable:

  • Proficient in using analytical software and report writing
  • Working in the low resource settings, and outbreaks and/or humanitarian or health emergency response
  • Minimum 2 (two) years of working experience within the INGO and UN System

D. Consultancy Costs:

Monthly salary: 

  • Each Consultant will get BDT 1,44,044/- per month (consolidated).
  • Consultant will be responsible to pay all taxes as per government rules and regulations. E-Zone will make statutory deductions towards income tax as per government rules and regulations.
