Camp Health & Disease Surveillance Officer (CHDSO)

Duty Station: Cox’s Bazar

Contract Duration: Till 31st August (possibility of extension)

Number of Vacancies: 4 (Four)

Contract Type: Special Agreement with E-Zone

Contract Start Date: July 1, 2023

A. Terms of Reference

Under the overall supervision of UN AGENCY Epidemiology team lead, the camp health & disease surveillance officer will be responsible mainly for implementing the disease surveillance and outbreak response strategy. They will also be responsible for strengthening camp level health coordination and implementation of public health measures. The TORs of CHFDOs are given below -

  • Strengthen epidemic-prone infectious diseases (Diphtheria, Dengue, Measles etc.) surveillance and response including COVID-19 by establishing the surveillance SOP at the camp level under the guidance of the UN AGENCY Epidemiology Team
  • Under the guidance of the UN AGENCY epidemiology team, the CHDSO will provide supportive supervision to health partners in implementing UN AGENCY’s earing and alert response system (EWARS) for camp-level routine syndromic surveillance.
  • Provide technical support to health partners in implementing event-based surveillance (EBS) and reporting.
  • Overall supervision of enhanced community-based surveillance (CBS) for epidemic-prone infectious diseases (Diphtheria, Dengue, Measles, etc.) including COVID-19.
  • Provide surge support to the Rapid Response Team (RRT) by leading rapid risk assessment, investigation, and response in acute public health events alerts including epidemic-prone infectious disease-related health events.
  • To support and coordinate mortality surveillance (i.e. notification and reporting) and investigation in liaison with CHWG and MPMSR
  • Participate and contribute at epidemiological surveillance meetings and share update/feedback on a regular basis
  • Organize training on disease reporting, revision of format, case definition, and other essentials for the healthcare providers
  • Provide supportive supervision in EWARS implementation sites
  • Camp-level Health Sector Coordination meetings and routine engagement with camp authorities: Organize, coordinate, and represent the health sector in CIC camp coordination meetings, camp health coordination meetings, represent health at other sectoral meetings (multi-sectoral coordination), CHFP review meetings, routine engagement with camp authorities
  • Health service monitoring, quality improvement, data collection, reporting, and troubleshooting issues with health facilities: Conduct routine health service monitoring at each facility, quality improvement coaching where needed, strengthening completeness of reporting (DHIS-2, EWARS, 4Ws, others), development of the quarterly camp report
  • Emergency preparedness and response for health facilities/health hazards at the camp level: Coordinate and scale up field-level Emergency preparedness in line with AWD multisectoral response plan, Cyclone/Monsoon contingency plan, and other EPR activities in the camp level
  • Facilitate Accountability to affected populations, PSEA mainstreaming
  • Perform any other related duties as assigned by the supervisor

B. Required Qualifications:

Education:

  • Essential: Medical Degree (MBBS/BDS)
  • Desirable: Master’s degree in Public Health or Training in outbreak investigation

Experience:

  • Essential: 3 years of work experience in the related field
  • Desirable: Working experience in the emergency context

  • Desirable: Bangla

IT Skills

  • Knowledge of software programs such as Microsoft Excel, Outlook, OneDrive, PowerPoint, Teams, SharePoint, and Word are considered essential.

D. Consultancy Costs:

Monthly salary:  Each Consultant will get BDT 1,12,710 per month (consolidated).

Other benefits:

  • Annual Leave (18 days per year)/Sick leave (14 days per year)/Casual Leave (10 days per Year).
  • Government Holidays.

E. Administrative Issues:

  • Office place, the working station will be in Cox’s Bazar.
  • Consultant will be responsible to pay all taxes as per government rules and regulations. E-Zone will make statutory deductions towards income tax as per government rules and regulations.
