Background:
Health Services Division (HSD) of the Ministry of Health and Family Welfare is implementing the ‘Health and Gender Support at Cox’s Bazar District (HGS-CXB)’ OP to provide Health, Family Planning, Nutrition (HNP) and Gender-Based Violence (GBV) including PSEA response services to the host community as well as the Forcibly Displaces Myanmar Nationals (FDMNs) living in the Cox’s Bazar district. As per the Project Appraisal Document (PAD) as well as the financing agreement signed between the Government and the World Bank, the four UN agencies (WHO, UNFPA, UNICEF, and IOM) are implementing the Direct Project Aid (DPA) funded activities of the OPs. As per the signed agreement, UNICEF is designated to implement Maternal, Neonatal, Child, and Adolescent Health, Nutrition, and EPI related activities and repair & renovation of the Upazilla Health Complexes and adjacent residential buildings, UNFPA is assigned to implement the Family Planning and Gender-based violence prevention and response services related activities and repair & renovation of the Union Health and Family Welfare Centers and MCWCs, IOM is designated mainly for reconstruction, renovation, and repair of the Community clinics and District Sadar Hospital and to provide support to Cox’s Bazar district hospital. WHO is designated for surveillance and coordination-related activities. There is a provision for establishing a Coordination Cell in Cox’s Bazar comprising of a group of Consultants including a Monitoring and Reporting Officer under the HGS-CXB OP. To implement the activity, WHO Bangladesh is providing technical assistance to the MOHFW coordination team in Dhaka and Cox’s Bazar.
Recipient: Line Director, Health and Gender Support at Cox’s Bazar District (LD, HGS-CXB)
Scope of work:
The Monitoring and Reporting Officer (M&RO) will be accountable to the Line Director (LD) of Health and Gender Support at Cox’s Bazar District (LD, HGS-CXB) and Head of Sub-Office, WSO-CXB. The Monitoring and Reporting Officer will work under the direct supervision of the Chief Coordinator, MOHFW Coordination Cell in Cox’s Bazar, and will perform the following functions:
Terms of Reference (TOR):
- The Monitoring & Reporting Officer will be based in the MOHFW cell at Cox's Bazar to support to monitor project activities and progress towards achieving the project output under HGS-CXB OP at the local level and contribute to strengthening monitoring, inspection and evaluation procedures if needed;
- Manage project monitoring information system/databases to ensure efficient, effective and quality data, and prepare report of the project activities under HGS-CXB OP;
- Maintain liaise and coordinate closely with CS office, DDFP office, UFPOs, UH&FPOs, RREC office and 4 UN agencies, to collect and collate data to generate various reports about Host Communities and FDMNs and their health-related activities under HGS-CXB OP;
- Support to strengthen information management related to DHIS2, EWARS and other reporting mechanisms under HGS-CXB OP;
- Consolidate and analyze data on programme implementation and indicators (e.g. nutrition, health, family planning, GBV, water, and sanitation) to facilitate the preparation of periodic reports under HGS-CXB OP;
- Keep abreast of all developments in the activity to prepare appropriate reports, briefing, background notes, and other documentation as required under HGS-CXB OP;
- Prepare draft correspondence on routine matters on own initiative or from brief instructions, take notes, and assist in providing interpretation, as and when required under HGS-CXB OP;
- Provide support to the program team in compiling reports, indicator-based reporting, analysis of trends and the achievements in compliance with HGS-CXB OP requirements;
- Support and facilitate training for health facility level staff on digital health, diseases Surveillance, alert, response, and electronic data management for both communicable and non-communicable diseases under HGS-CXB OP.
- Facilitate developing IINP and GBV -related communication materials, advocacy materials, training modules, lesson plans, supervision/ monitoring materials, and recording/reporting forms under HGS-CXB OP.
- Prepare information and provide assistance during the preparation of different technical reports for the Ministry of Health and Family Welfare, UN Agencies, World Bank, and other relevant authorities, and assist in providing visibility for government contributions to IINP and GBV interventions under HGS-CXB OP;
- Perform any other responsibilities/duties assigned by the Chief Coordinator as well as by the LD, HGS-CXB OP and HOSO-WHO, CXB
Required Qualifications:
Education:
Essential: Master' s degree in Social Science/Development Studies/Statistics/ Economicsreio-
Statistics or equivalent any subject from any recognized University or Institution.
Desirable: Master’s in Statistics/ Social Science would be added an advantage.
Experience:
Essential: At least five years of relevant working experience;
Desirable: Experience in working with the Government/Development Partner agencies.
Skills:
- Computer skills in MS Word, Excel and Powerpoint, etc;
- Ability to work in a team;
- Excellent Coordination, Communication and interpersonal, etc skills.

Consultancy Costs:
Monthly salary: The M&RO will get BDT 120,263 per month (consolidated).

Administrative Issues:
