Enterprise Content Management (ECM) Consultant

Duty Station: Dhaka and home-based

Background:

UN agency Bangladesh Country Office (BCO) has transformed its content management system from TeamSite to SharePoint as part of the global initiative called Enterprise Content Management (ECM). The new SharePoint has been published in early 2020. All relevant documents were migrated from local server/TeamSite to SharePoint already. As part of this new generation’s content management system, new file naming convention, global document type and topic, as well as the local metadata has been introduced to provide users with the easy access to relevant documents around the globe.

BCO has rolled out eTools in a phased manner in 2017. The eTools is the platform to strengthen efficiency and results in UN agency's core work processes – work planning, partnership management, implementation monitoring – in development and humanitarian contexts. It links data between results monitoring, implementation monitoring and partnership management, aiming at improving common processes. The system augmented VISION (SAP and InSight) by providing tools for collection and storage of additional information needed for day-to-day programme & operational management.  

In order to ensure the proper data entry and management, BCO needs to ensure that all relevant electronic records are uploaded/revised in the systems with appropriate naming convention and correct global and local metadata. Considering the volume of data required for the better management, external support is required to support the PMR section for six months.

Purpose of Activity/Assignment:

The purpose of the consultancy is to support PMR section to:

  • Validate file names as per agreed naming convention and reflect the content in the document on SharePoint. If required, correct the name of the file in SharePoint libraries.
  • Check the global and local metadata whether it corresponds to the content. If required enter/validate/update global and local metadata in the SharePoint libraries.
  • Scan, organize and file the Partnership Management data in accordance with the prescribed BCO PMR requirements and standards. Upload them as appropriate in eTools system.
  • Flag any missing data or discrepancies/gaps in the documentation.
  • Enter PD information in eTools when requested.
  • The scope of the SharePoint is around 10,000 files of different types spread across (1) Country Program 2017-2020, (2) Country Program 2021-2025, (3) Internal Documents, (4) Management Meetings, (5) Resource Mobilisation, (6) Planning, (7) PMR Document Library, (8) eTools, (9) Planning, (10) Reporting, (11) Budget, (12) HACT, (13) Partnerships, (14) Monitoring, (15) Media, (16) Temp, and (17) Grants libraries.
  • Any relevant/analytical tasks requested by the supervisor.

Terms of payment

Following each of the above deliverables, based on the invoice provided by the consultant and certified by the supervisor.

  •  Payment, upon completion of each deliverable according to schedule.
  • Payment, upon completion of all deliverables at the end of assignment.
  •  Fee advance, percentage (up to 30 % of total fee)
 
Monthly payment of USD 500

The shortlisted applicants in the technical evaluation process will be asked to provide financial offer which will contain daily rate, number of days and payment terms. Travel cost will be paid as per UN agency policy.

Minimum Qualifications required:

University Degree in Development, Social Sciences, Information Management or any other relevant subject.

Knowledge/Expertise/Skills required:

  • Experience in data management
  • Familiarities in IT based systems, familiarities with Microsoft solutions is an asset
  • Good oral and written skills in English
  • Team player - interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with colleagues
  • Self-motivated, ability to work with minimum supervision; ability to work to tight deadlines
