E-Zone HRM Limited is now accepting applications from Bangladeshi Nationals for the following vacancies under third party outsourcing contract modality:

Violence Against Children and Women Program Coordinator

Duty Station: Base in Dhaka but mandatory two weeks travel in different division for field mission on rotation basis including Mymensingh, Khulna, Barishal, Sylhet, Rangpur, Rajshai and Chattogram

Contract Duration: 12 months

Number of Vacancies: 04 (Four)

Contract Type:  Contract with E-Zone.

Contract Start Date: 1st January, 2023

Reporting to: Child Protection Manager (Harmful Practices), UN Agency, Dhaka.

Purpose:

The objective of this ToR is to hire contractors to provide support and ensure regular monitoring and implementation of child protection (harmful practices and violence against children) programs under the direct supervision of the child protection manager (harmful practices and violence against children) In Dhaka. The contractor will be responsible to build the capacity of government officials and other relevant stakeholders. S/he will provide technical support in close coordination with other sector focal points and will be accountable for reporting the program’s progress.

The specific objectives are as follows:

  • To provide technical support to roll-out child protection resource packages, including Positive Parenting, Online Safety, COVID-19 handouts, End Child marriage, Gender Based Violence (GBV), Violence against Children and Women (VACW), use of toll-free child helpline (1098) to- i) MoWCA including Bangladesh Shishu Academy (BSA); ii) Division of Women Affairs (DWA) field officials, Kishor Kishori clubs (KKCs) and Gender Promoters and Accelerated Protection for Children (APC) clubs; iii) Front line workers of APC and KKC project; iv) Parents, caregivers and CBCPC members; v) Social Workers and other relevant CP actors; vi) health facilities; vii) school premises.
  • To ensure monitoring and implementation of the child protection -harmful practices (HP) and violence against children and women- (VACW) program in coordination and collaboration with government and other relevant stakeholders.
  • To enhance coordination and capacity building of social workforce and community volunteers and to ensure identification and referral of cases of violence are established and fully functioning.

Description of the major assignments:

  • Capacity building in line with national sustainability strategy and violence against children UN Agency internal strategy, Child Protection Program Strategy Note (CP PSN) and national VAC action plan.
  • Quality Child Protection (HP and VAC) Program implementation
  • Coordination and collaboration with community volunteers to establish and community-based system and family-strengthening approach
  • Ensure supply and logistics
  • Monitoring, evaluation, and quality assurance
  • Reporting and documentation
  • Supporting in Financial management and capacity building

B. Background:

National trends show that children are subjected to increasing levels of violence. According to the Multiple Indicator Cluster Survey 2019, 89% of children aged 1 to 14 years experienced physical punishment and/or psychological aggression by caregivers in the previous month, up 6.5% from 2012-13 . Buildings on this 35% of parents still believe in using physical punishment as a discipline tool for their children . Child marriage remains prevalent, with 51% of children being married before they reach the age of 18 . Along with the traditional forms of violence, children are now being exposed to violence in a new realm – online. In Bangladesh, the increasing internet penetration rate is increasing children’s risk of exposure to inappropriate content and online violence including other threats like cyber bullying, online sexual abuse, online sexual exploitation, cyber radicalization, online attacks, fraud, and online enticement.

In 2021 UN Agency Child Protection Section has experienced meaningful changes in terms of modality of implementation, which main goal is the scalability and sustainability of harmful practices preventive programs. A significant change has also been a stronger investment in cross-sectoral programming with health and education sectors. Additionally, a revision of UN Agency child protection harmonized resources package is being undertaken to focus further on building child safeguarding systems for children and boosting the community and family strengthening approach. Finally, an expansion in collaboration with several governmental officials, in the framework of a new country program cycle starting from January 2022 until 2026, is bringing the section to invest further in building the capacity of partners in line with the new child protection strategy note and the violence against children strategy.

C. Objectives, Purpose, and Expected Results:

D. Description of Assignment:

E. Deliverables:

  • Establish a sub-national coordination with Working Committees led by Government Child Welfare Board, CP and GBV working group, District Child Marriage prevention committee
  • List of service delivery points and referral system are mapped and developed

  • Service referred mechanism developed for mental health and SRHR at AFHS

F. Reporting and Deliverables Requirements:

Reporting to Child Protection Manager  (Harmful Practices) daily. Weekly plan and reports as well as monthly reports are required and will be planned as per the ToR’s deliverables.

G. Consultancy Cost:

Each Coordinator will get BDT 225,000 per month. Travel cost at actual and DSA as per the decision of the management.      
                                                                                                                                                    

H. Administrative Issues:

  • Ensure payment by E-Zone on due time, the Supervisor will forward Ensure payment by E-Zone on due time, the Supervisor will forward the certified attendance sheet and confirmation of receiving expected deliverables for the respective period.
  • VACW Coordinators will be responsible for paying all taxes as per government rules and regulations. E-Zone will make statutory deductions towards income tax as per government rules and regulations  
  • Base in Dhaka but mandatory two weeks travel in every month in different divisions for field mission on rotation basis including Mymensingh, Khulna, Barishal, Sylhet, Rangpur, Rajshahi and Chattogram
  • Report to Child Protection Manager (Harmful Practices), UN Agency, Dhaka.
  • Transportation costs will be provided at an actual basis for field missions and DSA as per the decision of the management

I. Qualification requirement of the company/institution/organization:

  • University degree in Social Science, Social Work, Psychology, Anthropology, Law or any other relevant discipline.
  • At least 8 years' working experience in the development sectors  (NoB level)
  • Candidates having extensive experience of working in child protection program including Violence against Children and Women and Harmful Practices will be prioritize
  • Demonstrate strong competencies in drive for results, communication, capacity building and working with people. Knowledge of the child protection programmes is essential
  • Experience in working with government counterparts and civil society organizations will be an asset
  • Excellent communication and presentation skills on programmatic perspectives in Bangla & English
  • Fluency in Bangla and English required
  • Willingness to travel frequently, including hard to reach and remote areas

Language Requirements

  • Excellent knowledge of written and spoken Bangla.
  • Working knowledge of written and spoken English is required.

Other requirements

  • High level of Integrity and commitment to responsibilities.
  • Conceptual ability, communication, and coordination skills.
  • Familiarity with UN Agency systems is an asset.
