Child Protection Community Mobilizer

Duty Station: All Districts as per the vulnerability mapping (Magura,Chapainawabganj, Sirajganj, Barguna, Jhenaidah, Narail, Netrokona, Lalmonirhat, Mymensingh, Patuakhali, Meherpur, Panchagarh, Rajshahi, Kurigram, Pabna, Manikganj, Bogura, Natore, Naogaon, Jashore, Cox’s Bazar, Chattagram, Gazipur, Bhola, Sylhet), All City Corporations (Khulna, Rajshahi, Barishal, Mymensingh, Rangpur, Chattagram, Sylhet, Dhaka South, Dhaka North, Dhaka Narayongonj, Gazipur, Cumilla)

Reporting to: Child Protection Officer & Child Protection Manager, Child Protection Section of UN Agency Bangladesh

A. Background

National trends show that children are subjected to increasing levels of violence. According to the Multiple Indicator Cluster Survey 2019, 89% of children aged 1 to 14 years experienced physical punishment and/or psychological aggression by caregivers in the previous month, up 6.5% from 2012-13 . Buildings on this 35% of parents still believe in using physical punishment as a discipline tool for their children . Child marriage remains prevalent, with 51% of children being married before they reach the age of 18 . Along with the traditional forms of violence, children are now being exposed to violence in a new realm – online. In Bangladesh, the increasing internet penetration rate is increasing children’s risk of exposure to inappropriate content and online violence including other threats like cyber bullying, online sexual abuse, online sexual exploitation, cyber radicalization, online attacks, fraud, and online enticement.

Deeply ingrained social norms condone and promote VACW and HP in Bangladesh. To address this, UN Agency adopts social norms-informed interventions. UN Agency Programmes give special attention to the driving factors and underlying causes of people’s decisions at the individual, family, community, and societal levels, to address the root causes of VACW and HP. To this end, UN Agency programmes guide parents on non-violent parenting and the prevention of violence against children, including how to model respectful and equal relationships in all family relationships. UN Agency also supports gender empowerment programmes for children to challenge the harmful stereotypes and norms associated with gender, as well as empower survivors of violence and promote life skills building. In 2022, UN Agency Bangladesh signed a partnership with the Ministry of Youth and Sports. The partnership aims to promote preventive strategies to eliminate Harmful Practices (HPs) and violence against children and women (VACW) through sport for development (S4D) for the empowerment of children including adolescents, their parents, and community members as drivers for positive social change.

This partnership wants to reach at least 5 million children in one year at 25 most vulnerable districts and 12 City Corporations through the effort of 40 Community Mobilizers.

B. Purpose

The objective of this ToR is to hire 40 Community Mobilizers to provide supports, ensure regular monitoring and implementation of the child protection (harmful practices and violence against children) program under the direct supervision of the Child Protection officer (as First supervisor) and Manager (as Second Supervisor) in Dhaka and in close collaboration with MoYS and MoWCA.

UN Agency adopts S4D programming to help achieve progress in child survival and development, protect children from violence, and ensure gender equality, empowerment and overall wellbeing through sport. To realise this, UN Agency has signed a national action plan with the Ministry of Youth and Sport and all its departments to support financially and technically the implementation of football, cricket, swim safe, skateboarding, self- defence, badminton, volleyball and kabaddi in the most vulnerable areas of Bangladesh, with particular attention given to girls and out of school children’s engagement. From 2022 – 2025 the S4D programme aims to reach more than 10 million children around the country.

The Community Mobilizer will be responsible for ensuring that S4D events organized by the Ministry of Youth and Sports (MoYS), in close collaboration with MoWCA with support from UN Agency are reaching the most vulnerable children, with a special emphasis on ensure participation from girls. The ultimate goal os to create an enabling child protection system that can reach the most hard to reach, vulnerable children including those with disabilities. This approach is complementary to reaching children through children and adolescent clubs, where no clubs exist.

C. Objectives, Purpose and Expected Results

  1. Mobilize members from the most vulnerable communities to participate in CP related interventions, including S4D activities within the partnership with the MoYS
  2. Mobilize girls and their families to participate in MoYS S4D events
  3.  Strengthen the capacity of communities in assigned areas by raising awareness on the elimination of Harmful Practices (HPs) and violence against children and women (VACW)
  4. Contribute to the capacity building of community members and government officials on the elimination of Harmful Practices (HPs) and violence against children and women (VACW) before, during, and after events.
  5. Support in logistic management of CP interventions in the most vulnerable districts

D. Description of Assignment

The individual Contractor is expected to provide technical support to the team and MoYS and has to collaborate with the MOWCA for effective implementation, strategy development, coordination, communication, monitoring and evaluation of EU funded project aligning with Rolling Work Plan (RWP), Revise Technical Assistance Project Proposal (RTAPP) and donor’s conditionality.

  • Strengthen the capacity of communities in assigned areas on the elimination of Harmful Practices (HPs) and violence against children and women (VACW ).
  • Organize awareness session in the community
  • Mobilize communities for sports for development, awareness rising on EVACW.
  • Enhance participation of the most vulnerable girls and boys, including those with disabilities, through sports for development programs.
  • Empower children, including adolescent and their communities, to prevent harmful practices (HP) and violence against children and Women (VACW)
  • Provide Coaching and technical support to Community Facilitator for quality implementation in the community.
  • Provide on-the-job training to the frontline staff and monitor their work.
  • Monitor the program in the respective districts, keeping records and create a database of the activities and outcomes.
  • Maintain liaison with SWs local DIFE inspectors, DWA officials and District Sports officers to enhance coordinator among stakeholders to provide effective Child Protection Service.
  • Supports capacity building of District Sports Offices, DWA officials at district and Upazila CRFs, Sws,CFs and PLs.
  • Support UCDOs and City Corporations in field-level coordination with different stakeholders.
  • Prepare program reports and update the 4W matrix.
  • Perform other tasks as required.

F. Consultancy Cost

The contractor will get BDT 54000/- per month as a consolidated package.

G. Administrative issues

  • S/He will be field based, duty station will be anywhere of Bangladesh and needs to stay at duty station.
  • S/He will be reportable to Child Protection Officer, as first supervisor and manager as second supervisor UN Agency, Bangladesh
  • The Community mobilizer will be based at home in her/his assigned area.
  • For payment by E-Zone on due time, the Supervisor will forward the certified attendance sheet and confirmation of receiving expected deliverables for the respective period.
  • Local conveyance bill will be given as actual basis. If the contractors travel outside their duty station, prior approval will be required, then travel costs will be reimbursed at actuals and DSA will be provided at 2500 taka rate per day.
  • Contractor will be responsible to pay all taxes as per government rules and regulations.

H. Qualification requirement of the company/institution/organization

  1. Masters degree in Social Science, Social works, Psychology or any other relevant discipline from any recognized university.
  2. Education requirement could be relaxed if the candidates have sufficient relevant experiences.
  3. At least three years of relevant experience in child protection and/or community program coordination in the donor, NGO or government sector.
  4. Candidates having experience of working with local communities, society partners, and municipal government officials.
  5. Demonstrate working experience in the field of community mobilization, settlement improvement, socio-economic development, training and capacity development.

Language Requirements

  1. Excellent knowledge of written and spoken in Bangla.
  2. Working knowledge of written and spoken in English required.

Other requirements

  1. High level of Integrity and commitment to responsibilities.
  2. Conceptual ability, communication, and coordination skills.
  3. Familiarity with UN Agency systems is an asset.
