E-Zone HRM Limited is now accepting applications from Bangladeshi Nationals for the following vacancies under third party outsourcing contract modality:

MNCAH Officer

Duty Station: Based in Kurigram, Rangpur Division.

Contract Duration: 11.5 Months

Number of Vacancies: 1 (One).

Contract Type: Contract with E-Zone.

Contract Start Date: December 1, 2022  

Reporting to: Zonal Health Officer

A. Objectives:

The overall objective of field officers/MCNAH officers is to supplement the capacity of UN Agency implementation especially at the district and sub-district level.  The officer will have to follow up closely with district/sub-district level health authorities (DGHS, DGFP) and with other administrative authorities for day-to-day implementation of UN Agency supported activities. These include drafting and finalization of financial related documents (e.g., DCT and liquidation), monitoring of activities for quality control and lastly providing technical assistance for overall implementation.

Furthermore, the officer will also coordinate with the UN Agency, save the children and other NGO partners supporting implementation of MNCAH project to achieve the result in MNCAH. MNCAH Officer will be stationed in UN Agency priority districts, however, she/he is also responsible for implementing of UN Agency supported activities in assigned division

B. Background:

Starting from January 2022, UN Agency had started new country program document (CPD) for Bangladesh, in which it is focusing on rapid recovery from the coronavirus disease 2019 (COVID-19) pandemic and health section plays a vital role. The health component of CPD is aimed at ensuring that all children, adolescents, and women have equitable access to and use quality, high-impact health services and adopt appropriate healthy life practices. Most of the focus is towards Universal Health Coverage through support for policies, strategies, investment cases, fiscal space analyses and delivery models for primary health care within the COVID-19 response.

In this regard, through systematic analysis, UN Agency had identified priority districts through which majority of UN Agency support will be provided. Over collaboration with Ministry of health and family welfare, UN Agency had reinforced the care and treatment of maternal, neonatal, adolescent, child and lastly quality of care in the country.

C. Scope of work:

The officer will perform the specific defined task with timeline in collaboration with DGHS, DGFP, and other partners in the assigned districts. The officer will report to supervisor every month focusing on the progress of the overall indicated activities. S/He will ensure timely quality accomplishment of project implementation at the facilities, Quality Improvement initiative and other related activities in the community level. S/He will also coordinate with country office and other MNCH officer in other districts to share the progress as required.

The officer shall be stationed at their assigned district headquarters and travel to the upazila health facilities as per weekly travel plan guideline. The assigned districts may be changed according to program needs however UN Agency will notify the officer in timely manner. The officer will work 5 days a week except government holidays as per GoB policy.

D. Tasks and Schedules

The assignment is designed for the duration of 11.5 months with below key tasks and responsibilities:

1. Overall management, coordination and implementation of UN Agency supported activities in district/sub-district/community level

  • Support district and Upazila manager for improving capacity to manage, implement and monitor maternal, neonatal, child and adolescent health program.
  • Ensure the financial procedures, such as, drafting the DCT and liquidation of DCT within the timely manners. (Timely disbursement, utilization, and liquidation of project fund on the quarterly basis)
  • Closely follow up with district authorities so that all the activities are conducted with UN Agency standards.
  • Preparation and dissemination of technical reports
  • Certify that all UN Agency supported supplies and commodities are delivered timely and utilize effectively at the facilities/areas.
  • Coordinate with district authorities, other UN agencies, INGOS and NGOs to encourage community engagement in the district level activities
  • Participate in other UN Agency‘s supported activities as necessary

2. Monitoring of District level Health Information Management system

  • Act as a key resource person for the quality improvement initiative for MNCAH supported by UN Agency in the assigned districts
  • Support district and Upazila statisticians and nurses for improving capacity for managing data quality, reporting and discrepancies.
  • Support district and Upazila managers to develop capacity on data-driven program reviews in monthly meetings with data-based evidence
  • Support the analysis and interpretation of data for using in the quality improvement process
  • Ensure complete and correct reporting of core QED indicators in DHIS2/other tools

3. Facility On-site support for MNCAH and QII

  • In consultation with ZHOs, plan the monthly workplan including activities, travelling date for facilities under assigned district/division.
  • Identify training needs among facility staff and seek support from ZHOs and country office to organize quality improvement workshops.
  • Enhance the knowledge of the facility staff in Quality Improvement Cycle (PDCA) by acting as coach
  • Support the SCANU service providers with regular mentoring and monitoring to ensure quality small and sick newborn care in SCANUs/NSU services following the QoC standards with provision of adequate, safe, and rational use of oxygen
  • Support District and Upazila EmOC core-committee
  • Support implementation of REM (Reaching Every Mother) strategy through adaptation of ANC microplanning and safe delivery at union and Upazila level with effective referral 
  • Support strengthening BEmONC, CEmONC program, Newborn and child health program with implementation MNH and paediatric quality of care standard in the facilities
  • Support implementation MPDSR program (death notification, review, and response plan development for corrective actions)
  • Support WFHI (Women Friendly Hospital Initiative) action plan implementation in district Hospitals
  • Implement Water Quality improvement model (safe-water plan) in selected facilities to mitigate risk and ensure patient and provider’s safety and reduce AMR including implementation of IPC guideline 
  • Confirm the operationalization of adolescent health related activities, such as, functionalisation of AFHS centre, capacity of service providers, improvement of recording and reporting
  • Support Upazila and District managers for AH programs in schools and communities
  • Supportive mentoring and monitoring of doctors and nurses at the IMCI corner to provide quality IMCI services as per protocol

4. Capacity building on rational use of oxygen

  • Participate in UN Agency supported oxygen related trainings
  • Facilitate the oxygen infrastructure related processes in the facilities
  • Conduct the assessment for oxygen requirement in the facilities
  • Support collection of data for additional indicators including experience of care (key data that is not reported in DHIS2 but required for QoC program)

E. Consultancy Costs:

The consultant will get BDT 150,000 BDT per month for each month as a consolidated package which includes lumpsum travel cost, so consultant will not claim any travel cost in addition to this.

F. Qualification requirement of the company/institution/organization

  • Medical background MBBS (MPH degree preferred) or other medical related degree and people with bachelor’s degree in social science experience in health care are encouraged to apply
  • Minimum 5 years work experience in Medical field/Public Health/INGO/NGO
  • Technical expertise in areas, such as, Quality Improvement, Reproductive, Maternal, Newborn, Child and Adolescent health or nutrition is preferred
  • Good skills in coaching, facilitation, and ability to work as a team player
  • Strong interpersonal, verbal, and written communication and presentations skills
  • Willingness to learn new concepts and methods
  • Ability to engage effectively with a range of different stakeholder groups, including health facility staff of all cadres, partner organizations, public/private sector officials.
  • Ability to travel within the district, between districts and to Dhaka (>75% of time)
  • Experience with management of finances and logistics
  • Special priority will be given to those who has experience in working in the same position
  • Must be able to join on short notice (preferably within two weeks after receiving offer letter)

G. Administrative Issues:

  • Consultants will be located at assigned districts respectively and report to zonal Health Officer, UN Agency‘s field office. The second line supervisor will be Health Specialist, Dhaka.
  • Computer and communication wil bear by the Consultant
  • Stationary and other office equipment will bear by the Consultant
  • The consultant will be responsible for paying tax as per goverment rules. E-Zone will make statutory deductions towards income tax as per government rules and regulations.
