              A. Background: 
              The purpose of hiring National  Consultant is to provide technical assistance to MOH&FW/DGHS to support  contextualising national water safety challenges; Implement and evaluate WSPs  for two (2) hospitals, conduct policy and stakeholder analysis, and support  development strategy/ guideline for scale up of WSP. 
              B. Background Objectives:  
              Functional water  services in hospitals are vital for essential infection prevention and control  practices, to avert healthcare associated infections (HAI). However, water  access alone does not protect patients from HAI. Inadequately managed hospital  water systems that become contaminated are recognised sources of waterborne  outbreaks and HAI. Vulnerable patients with weak immune systems - acquired or  immature (e.g., newborn) or breaches in protective barriers from childbirth,  surgery, or invasive devices - are at the greatest risk from HAI including  wound, bloodstream and urinary tract infections and pneumonia.    
              
                Together with  the University of Oxford (OU) and icddr, b, has initiated an action research  project which aims to develop and operationalize a locally actionable Water  Safety Plan (WSP) for Bangladesh hospitals. 
              
                A principal goal of this  project is to engage political buy-in for sustainable adoption and  institutionalizing of WSP to continuously improve healthcare water services  that will optimally support IPC and quality of care. The project seeks to  address current gaps and barriers through two complementary outcomes:  
              
                - Actionable WSP model for  national scale-up which includes contextually appropriate frameworks for water  system risks assessment and monitoring. 
 
                - Supportive policies,  institutional and cross-sectoral engagement to ensure successful implementation  of the WSP for Bangladesh healthcare facilities and high-risk clinical areas.
 
               
              C. Scope of work:  
              The consultant will  work with the Oxford University researcher to undertake the followings.   
              
                - Review national and  cross-sectoral policies on the installation and management of water services  for HCFs and high-risk clinical areas. 
 
                - Engage and interview key cross-sectoral  stakeholders involved in decision-making and implementation of WASH in HCF  policies at the national, district and facility level. 
 
                - Undertake a stakeholder analysis  to identify interests, conflicts, barriers, and opportunities to inform the WSP  pilot project strategy .
 
                - Engage with  key stakeholders to develop and implement an actionable water safety plan for  two (2) hospitals. Activities will include facilitating a technical workshop  and focus group discussions with national stakeholders and local implementers 
 
                - Develop a  risk-assessment framework for the WSP for Bangladesh HCFs and high-risk  clinical areas 
 
                - Provide  technical backstop for water system management, such as, water treatment and  environmental hygiene management, water infrastructure enhancement if required  according to the developed model. 
 
                - Capacity-building  training at the national and sub-national levels
 
                - Develop a WSP  evaluation framework for implementation sites 
 
                - Analyse of  barriers and opportunities to advance WSP nationally
 
                - Development  strategy and guideline for WSP scale-up.

              E. Consultancy Cost: 
              The  consultant will get BDT 13,500 per day basis and as a consolidated package of 2,007,500  which includes lumpsum travel cost, so consultant will not claim any travel  cost in addition to this. 
              F. Profile Requirements  Qualification Skills 
              
                - Qualifications need Master’s in Public Health or Master’s in Health  Engineering or Civil Engineering (Environmental) 
 
                - At least 10 years working experience in supporting programs that link  with development and costing of national programs, national policy, strategy,  and guidelines development on related health areas
 
                - Preference will be for expertise and knowledge on Water, Sanitation,  Hygiene in Health Service Delivery and Care  
 
                - Keen understanding of Bangladesh government’s hierarchy between  different Ministries and good network with all related cross-sectoral  ministries  
 
                - Excellent English writing skill 
 
               
              G. Administrative Issues:  
              
                - Consultants  will be located at Dhaka office and can work from home as required and conduct  required field travel and report to Health Specialist at Dhaka 
 
                - Computer and communication will be borne by the  Consultant
 
                - Stationary and other  office equipment will be borne by the Consultant 
 
                - Special priority will be given to those who has  experience in working in the same position 
 
                - Consultant  will be responsilble to pay all taxes as per government rules and regulations.  E-zone will make statutory deductions towards income tax as per government  rules and regulations.
