E-Zone HRM Limited is now accepting applications from Bangladeshi Nationals for the following vacancies under third party outsourcing contract modality:

Senior Expert (National Consultant) for Sports for Development (S4D) Programmes to support Ministry of Youth and Sports (MoYS) – One person

Duty Station: Mainly Dhaka with frequent field visits.

Contract Duration: 6 months

Number of Vacancies: 1(One)

Contract Type: Contract with E-Zone.

Contract Start Date: 1st December 2022

Reporting to: Child Protection Manager, Dhaka.

A. Background:

The objective of this ToR is to hire a national consultant to provide technical support to UN Agency Child Protection Section and the Ministry of Youth and Sports (MoYS) to implement S4D programmes in all the UN Agency priority districts including upazillas (200 in nos) and City Corporations (12 in nos). The description of major assignments are as follows:

Description of the major assignments:

  • Coordination and collaboration between UN Agency and MoYS
  • Implementation of 8 categories of sports (football, cricket, swimsafe, basketball, volleyball, kabaddi, skateboarding and badminton)
  • Coordinate with DD-DSO (district sports officers) and Community Mobilizers (CMs) in preparing work plan, budget, and implementation.
  • Support UN Agency and MoYS to organize meetings with all the concerned District Sports Officers (DSOs) as appropriate
  • Coordination of workshops and training with UN Agency for capacity building
  • Monitoring, evaluation, reporting, documentation with quality assurance
  • MS Office Package, (Word, Excel and PPT) as appropriate

S/he will work under the overall supervision and guidance of the Child Protection Manager.

B. Background:

UN Agency and MoYS signed a MOU on 18th April 2022 to work S4D jointly. The present S4D initiative with MoYS will offer a unique opportunity to enhance UN Agency’s partnerships with different GoB, I/NGOs, CSO partners, Private sectors, and sports federations by bringing into limelight the hidden talent scattered across the country with a strong potential to change the lives of children and adolescents. It is not possible to implement S4D interventions solely by the Ministry of Youth and Sports (MoYS), it will require coordinated efforts of multiple ministries and directorates and their offices at divisional, district, and upazilla levels. The potential partners are as follows: i. Ministry of Women and Children Affairs (MoWCA); ii. Ministry of Women and Children Affairs (MoSW); iii. Ministry of Local Government Rural Development & Cooperatives (MoLGRD&C); iv. Ministry of Education (MoE); v. Ministry of Health and Family Affairs (MoHFA); vi. Ministry of Primary and Mass Education (MoPME); vii. Ministry of Information (MoI); viii. Center for Injury Prevention and Research, Bangladesh (CIPRB) and ix. Other sport-led organizations / CSOs.

UN Agency Child Protection section has decided to hire a national consultant who will provide technical support to implement 8 categories of sports in all the UN Agency priority locations at the grassroots level. The consultant will collaborate and coordinate with MoYS and UN Agency with the upcoming activities on S4D on a regular basis.

C. Scope of work

Work closely with the child protection pillar-III team under the supervision of the Child Protection Manager including the MoYS for smooth implementation all the 8-categories of sports under the UN Agency -MOYS partnership. The specific scope of work is as follow:

  • Work with the Joint Secretary from MoYS for implementing the S4D programmes in all the UN Agency priority locations
  • Coordinate and coordinate regularly with District Sports Officers (DSOs) for arranging sports events, and related activities.
  • Coordinate with DD-DSO (district sports officers) and Community Mobilizers (CMs) in preparing work plan, budget, and implementation.
  • Coordination of workshops and training with UN Agency for capacity building
  • Support in the programme implementation in all the possible locations under the MoU of UN Agency ad MoYS including supply and logistics
  • Support the MoYS on monitoring, reporting, documentation with quality assurance
  • Identifying needs of necessary supply and logistics and ensure proper utilization of all supply and logistics and regular reports on status of supplies.
  • Contribute the MoYS to organize regular programme monitoring visits, donors/ GOB visits to ensure mitigating the gaps for quality improvement,
  • Submit progress reports to UN Agency, DD-DSOs as appropriate.

E. Reporting Requirement

The consultant will be reportable to Child Protection Manager, UN Agency, Dhaka.

F. Consultancy Costs

Consultant will get BDT 256,000 per month (Salary BDT 216,000 & TA/DSA BDT 40,000) consolidated including travel and DSA; other cost communication equipment, PC etc. are bear by the consultant.

G. Qualification requirement of the company/institution/organization:

  • Master’s Degree in Social Science
  • Minimum of 10 years of exp in the field of sports
  • Vast experience in programme management, coordination and implementation would be preferred
  • Knowledge on S4D and CP and prevention of violence is an asset
  • Good computer skills in common word processing (MS Word), spreadsheet (MS Excel), and accounting software including PPT preparation skills.
  • Good written and oral communications skills.
  • Demonstrate strong competencies in drive for results, communication and working with people.
  • Experience in working with government counterparts and civil society organizations will be an asset
  • Excellent communication and PPT preparation and presentation skills on programmatic perspectives in Bangla & English
  • Fluency in Bangla and English required
  • Willingness to travel frequently, including hard to reach and remote areas on a weekly basis

H. Administrative Issues

  • Ensure payment by E-Zone on due time, the Supervisor will forward the certified attendance sheet and confirmation of receiving expected deliverables for the respective period.

  • If the consultant required to travel outside their duty station prior approval will be required, then travel costs will be reimbursed at actuals and DSA will be provided at 2,500 taka per day.
  • Consultant will be responsible to pay all taxes as per government rules and regulations.
