National C4D Consultant: Multimedia SBC (NOB)

Duty Station: Based in Dhaka (60% of time with Accelerate Protection for Children (APC) Project Office of MoWCA, 40% with SBC programme of UN Agency).

A. Background:

Bangladesh has made significant gains against its strong commitment towards the attainment of the Sustainable Development goals and improving human development agenda with some significant challenges hindering the survival, development and protection of child rights remaining. The government and development partners are therefore working jointly towards attainment of further equitable results for all children, and to bring substantial change in many child rights indicators in line with the Sustainable Development Goals (SDG) and the Bangladesh 7th 5-year plan.

Bangladesh has more than 64 million children that make up around 40 per cent of the population and approximately 34.3 million of them are adolescents (17.6 million males and 16.8 million females) in the 10-19 years age group (BBS, 2020 population projection). The country is also one of the fastest ageing societies in the world, while children including adolescents and those with disabilities are facing the challenges of living under the poverty line, the mass population is also facing rapid urbanization, climate change and lack of access to basic quality services. These challenges include not completion of secondary education, malnutrition, abuse, and exploitation including sexual harassment, violence at home, in schools, child marriage, child labour, workplace hazards, as well as lack of reliable information and safe spaces to learn and discuss issues related to their own cognitive, emotional, social, behavioural, and physical growth.

Given the context, the government is working with UN Agency and other development partners to ensure long- term change in the lives of young people, and to realize the potential and power of children including adolescents. Several sector specific and cross-sector initiatives been undertaken by stakeholders with a focus on generating evidence to inform policy and programming, formulation of policies, programming to improve services and demand for  health, nutrition, education, protection and participation for children including adolescents & youth. UN Agency Bangladesh has adopted inclusive approach in the current country programme (2022 – 2026) to support the overall wellbeing, development and protection of children including adolescents through integrated programme interventions. There is  an emerging convergence of national and sub-national political will and determination at the highest levels to keep children free from the constraints of harmful practices and negative social norms.

UN Agency in collaboration with different Ministries and Departments of Government of Bangladesh (GoB)has been planning and implementing Social and behaviour Change (SBC) interventions for a range of audiences through evidence generation, capacity development community engagement and multimedia campaign. As an integral part of these approaches, capacity development and engagement of adolescents, their parents and communities including religious leaders have been considered as the effective programmatic intervention to facilitate the prevention of harmful practices and norms including child marriage.

These multipronged SBC strategies and interventions are intended to enhance the reach and engagement of children/adolescents and their caregivers that empower them to seek correct information, learn and express themselves in safe spaces, and act as ‘agents of change’ by motivating their families and communities to trigger positive behavioural and social change for upholding the rights of children including adolescents and their caregivers.

Given the situation, the UN Agency SBC section has a close collaboration with the Ministry of Women and Children’s Affairs through Accelerating Protection for Children (APC) project that has strategic plan to implement an integrated Social and Behavioral Change Interventions through different strategic approaches. The cross-sector SBC programme addressing the child protections issues including prevention of harmful practices and promoting positive parenting for child wellbeing and development. . Hence, SBC section intends to hire a national SBC consultant to provide technical support to Ministry of Women and Children Affairs (MoWCA) and Accelerating Protection for Children (APC) to expedite the planning, implementation, monitoring and documentation of SBC interventions. change. Given this context, the SBC Section of UN Org Bangladesh has been supporting government counterparts to implement the social and behavioural change interventions

B. Objectives, Purpose, and Expected Results

  1. Provide support to APC - MoWCA for timely execution, quality assurance and endorsement of Innovative/multimedia SBCC on key behaviours including prevention of harmful practices and inform the SBC programme planning and contextual implementation.
  2. Provide technical and operation support for SBC evidence generation to inform the SBC programme planning and contextual implementation.
  3. Provide technical and operational support to facilitate SBC capacity development of strategic departments of MoWCA and relevant stakeholders/ partners.
  4. Provide technical and operational support to APC for planning, implementation, and quality assurance of community engagement interventions as per approved rolling work plan in Dhaka and priority areas under field offices of UN Agency.

C. Description of Assignment (Scope of Work):

The consultant will support the SBC Specialist to expedite the implementation of strategic interventions of SBC rolling work plan and the relevant activities to foster prevention of harmful practices including violence against children and ending child marriage, and to adopt positive practices that create enabling environment for children including adolescents. The major duties and responsibilities of this consultancy are to:
  1. Develop an inception report and detailed action plan along with the process to be followed for the key deliverables in line with the SBC strategy note and the Rolling Work Plan.
  2. Provide technical assistance to the APC team of MoWCA for review, technical inputs and quality assurance of the SBC evidence, research and strategic documents on harmful practices and norms that will be used to prevent violence against children including child marriage.
  3. Provide support to APC of MoWCA for adopting SBC capacity building training packages including community engagement and adolescent participation guideline, training modules and orientation through review and consultation with stakeholders.
  4. Technical support to relevant departments of MoWCA to plan and roll out the SBC capacity building and cascade training for national and sub-national officials to foster prevention of harmful practices and promotion of positive parenting behaviours.
  5. Provide technical and operational support to SBC section and MoWCA for planning and implementation of community engagement and social mobilization activities based on the mapping of community-based interventions on prevention VAWC and child marriage in priority districts as per the signed workplan.
  6. Support in quality assurance and monitoring of the implementation of SBC activities on VAC issues including CM and CwD by DWA officials in selected districts, prepare a monitoring plan, ensure the use of monitoring checklists and prepare progress reports.
  7. Technical support to the SBC/C4D Section to collaborate with Accelerating Protection for Children (APC) project of MoWCA, to review, contribution, validation and endorsement of multimedia communication contents on prevention of harmful practices and other relevant integrated SBC packages addressing child protection issues.
  8. Coordination with MoWCA to maintain cross-sectoral partnership and linkages with other SBC stakeholders and foster the priorities SBC issues for children including adolescent protection.
  9. Support to APC team of MoWCA for the documentation of good practices, case studies and lessons learned.Support the SBC Specialist to plan and execute the capacity building of media partners in development of entertainment education based audio-visual productions on gender sensitive and inclusive SBC issues on children, adolescents and women.

D. Deliverables

Standard Key Deliverables:

  1. Inception report and workplan as per Scope of Work of the ToR.
  2. SBC evidence related tools, research and study reports, strategic documentations under the SBC RWP of SBC sections and APC-MoWCA reviewed, inputs provided, and validation facilitated.
  3. SBC capacity building training packages including community engagement and adolescent participation guideline and training modules reviewed, consulted, and adopted .
  4. SBC training and orientation plan for APC project of MoWCA and relevant departments developed, and cascade training facilitated at the national and sub-national level.
  5. Mapping of the community engagement and social mobilization activities on SBC issues in priority districts linking with other community-based interventions as per the signed workplan.
  6. Quality assurance and monitoring plan, checklist and quarterly reports developed and used to track progress of the implementation of SBC activities on VAC issues in selected area.
  7.  Multimedia communication plan, contents on prevention of harmful practices and other integrated SBC packages reviewed, validated and endorsed.
  8.  Cross-sectoral partnership and linkages with other SBC stakeholders maintained to integrate SBC
  9. Documentation and reporting on the status of key deliverables through weekly updates, monthly reports, at least 4 good practices (case stories) based on lessons learned.

E. Payment:

The consultant will get BDT 225,000 (maximum) per month as a consolidated package based on qualification and experience.

F. Administrative Issues:

  • The consultant will work 60% of time with Accelerate Protection for Children (APC) Project Office of MoWCA, 40% with SBC programme of UN Agency. The consultant will conduct needbased field visits to Field Office and project locations to support the implementation, monitoring and documentation of SBC activities as assigned by the supervisor.
  • The consultants will report to the SBC Specialist  and submit the deliverables outlined under-reporting requirement.
  • For payment by E-Zone on due time, the Supervisor will forward the certified attendance sheet and confirmation of receiving expected deliverables for the respective period.
  • If the consultants required to travel outside their duty station, prior approval will be required, then travel costs will be reimbursed at actuals and DSA will be provided at 2,500 taka rate per day.
  • Consultant will be responsible to pay all taxes as per government rules and regulations. E-Zone will make statutory deductions towards income tax as per government rules and regulations.

G. Education, Profile & Qualification Skills:

  • Bachelor’s Degree in social science or any other relevant subject preferable in Social Science.
  • Preferably 5 to 8 years working experience in relevant field.
  • Experience in Windows, Android OS and application, Office package and Computer Literary.
  • Basic knowledge of the internet, network command, emailing, and browsing tools.
  • Good communication skills, the ability to listen intently to customers as they describe their difficulties pairs nicely with clear communication skills.
  • Fluent in Bangla and working knowledge in English.
  • Ability to work under pressure.
