E-Zone HRM Limited is now accepting applications from Bangladeshi Nationals for the following vacancies under third party outsourcing contract modality:

Database Expert

Duty Station: Dhaka-Office of Registrar General for Birth and Death Registration, UN Agency and field missions to all over the country including at Cox’s Bazar.

Contract Duration: 6 months (1 December 2022 to 31 May 2023)

Reporting to:Technical Supervisor of this assignment -Child Protection Specialist, Child Protection Section.

A. Purpose:

The purpose of this assignment is to support the Office of Registrar General for Birth and Death Registration:

  • To upgrade the current system for birth and death registration to make it user friendly and more efficient.
  • To roll out training with local government representatives, local registrars and other key relevant stakeholders.
  • To maintain BDRIS efficiently to ensure optimum performance, data quality and management.

B. Background:

Birth registration is part of the fundamental rights of every human being and provides the legal identity and documentation warranted to every individual. Birth registration offers the right to nationality, school admission, health care, and access to different services like banking, issuance of national passport, property ownership, and voting rights. These statistics are critical to national planning and provide the best source of the denominator for all population-based targets and indicators.

UN Agency supports the Office of Registrar General (ORG) for Birth and Death Registration in Bangladesh to strengthen the birth registration system as well as to promote and create demand for the service within 45 days of birth of children. Currently the ORG developed a new online birth and death registration information system to simplify business process and better data management. It is a web-based software to manage data centrally. UN Agency is supporting the ORG to make the system user friendly and efficient. The ORG’s system needs to be linked with other data bases such as vaccination database under EPI, database of pregnant and lactating mothers and education database. These linkages will leverage the rate of birth registration within 45 days of birth as it will not require additional effort from service providers as well as parents will not have to visit local registration offices several times to do registration. In addition, UN Agency is also supporting the ORG to build the capacity of the user of the system and other key stakeholders at the local level for smooth registration. The consultant to be hired under this TOR will support the ORG in developing the system based on the guideline and instructions from the ORG and UN Agency.

C. Objectives:

The consultant will start working from 1st of December and will continue until May  2022. She or He is expected to work directly with the ORG and maintain database, bring changes in the system as per the instruction from the ORG and UN Agency. In addition to this, the consultant will support the ORG in organizing and conducting training with Local Government Representatives, Local Registrars, and other key relevant stakeholders at the local level.
Specific objectives of this consultancy are to:

  • Support for maintenance of Application Servers of BDRIS.
  • Support reconfiguration of Application Server.
  • Support performance tuning of the BDRIS Database server.
  • Support to recover Database and make it workable disaster if happens.
  • Support in organizing and conducting training with relevant stakeholders.
  • Advise to the Register General’s Office on the security of the BRIS Server, database, and related       applications.
  • Any other technical activity for smooth running of the BRIS system.

D. Description of assignment :

The consultant during the contracting period will support the the ORG to upgrade it’s database system for birth and death registration and will bring changes to the system as per the instruction from the ORG and UN Agency. In addition to this, the consultants will support the ORG in organizing and conducting training with Local Government Representatives, Local Registrars, and other key relevant stakeholders at local level. Payment to the consultant will be made on monthly basis and based on the monthly progress report accepted by the Deputy Registrar General or the Registrar General of the ORG.  The consultant will be overall responsible in line with the jobs as mentioned below.

  • Support for maintenance of Application Servers.
  • Support reconfiguration of Application Server for disaster recovery.
  • Support routine performance tuning of the BDRIS Database server.
  • Support with Database recovery as needed.
  • Advise to the Register General’s Office on the security of the BRIS Server, database, and related applications. Developing and executing processes according to design plans.
  • Integrate software components/ modules into a fully functional easily manageable system.
  • Write well-designed, easy, efficient smart testable code.
  • Integrate software components into a fully functional software system.
  • Develop tools for data completeness according to the process plan.
  • Develop monitoring tools according to given requirements and guidelines.
  • Develop functional modules according to ORG requirements.
  • Develop Store procedure, PL/SQL script, etc.
  • Maintain proper documentation and version control.
  • Ensure the software is developed with the latest tools, versions and features.
  • S/he has to perform under the guideline and supervision of the ORG IT Team and UN Agency.

E. Deliverables:

  • Well-functioned database system and ensure smooth running of the server .
  • New and existing features are developed under the guideline and supervision of the ORG IT.
  • New APIs are developed if needed.
  • BDRIS User management Security and Layer System is developed and updated.
  • Application-level cluster system is developed.
  • Filtering facility on BDRIS running system is developed.
  • Prepare software documentation is available.
  • Local level training with Local Government Representatives, Local Registrars, and other key relevant stakeholders are rolled out

F. Consultancy Cost:

  • The consultant will get BDT 225,000 per month as a consolidated package.

G. Administrative issues:

  • The consultant will report to the Child Protection Specialist, UN Agency and the ORG to submit the deliverables outlined under reporting requirement.
  • For payment by E-Zone on due time, the Supervisor will forward the certified attendance sheet and confirmation of receiving expected deliverables for the respective period.
  • If the consultant is required to travel outside their duty station, prior approval will be required,  DSA costs will be reimbursed  as per International Civil Service Commission rates) and travel costs (at actual)
  • Consultant will be responsible to pay all taxes as per government rules and regulations.

H. Qualification requirement of the company/institution/organization :

  • Bachelors’ Degree in Computer Science, Software Engineering, Computer Engineering, Information Communication Technology, Electronics and Telecommunication or related subject. Masters’ degree preferred.
  • Minimum of 7 years professional experience in ICT.
  • Expertise in Software Development and database (SQL) management.
  • Knowledge on BDRIS database.
  • Implement and maintain database security (create and maintain users and roles, assign privileges).
  • Database tuning and performance monitoring.
  • Application tuning and performance monitoring.
  • Setup and maintain DB related documentation and standards.
  • Plan growth and changes (capacity planning).
  • Sound knowledge of Object-Oriented programming, SOLID design principle.
  • Excellent knowledge of relational databases, schema design, NoSQL, SQL, PostgreSQL, MSSQL Server, ORACLE, Mongo DB, etc.
