Objectives and Purposes: The objective of this ToR is to hire a  national consultant to assist the focal person from the Ministry of Labour  (MoLE) and the Department of Inspection for Factories (DIFE) with the overall UNICEF supported progamme to end child labour. The Consultant is expected to  support overall coordination, financial monitoring and reporting, and  administrative processes under the partnership between UNICEF CP section and the Ministry of  Labour (MoLE) and the Department of Inspection for Factories (DIFE). The  description of major assignments are as follows:  Description  of the major assignments:  
                Coordination  and collaboration between UNICEF, Ministry of Labour (MoLE) and the Department  of Inspection for Factories (DIFE)Programme  implementation including supply and logistics Financial  management including DCTs and liquidations in line with UNICEF HACT framework Monitoring,  evaluation, reporting, documentation with quality assurance Reporting  and documentation with excel and MS  Office Package (Word, Excel and PPT)  Development  of speeches for Ministry officials based on the programme as needed S/he will work under the overall supervision and  guidance of the Child Protection Manager and provide support to the Ministry of  Labour (MoLE) and the Department of Inspection for Factories (DIFE) focal  person, and in direct collaboration with the responsible officials in field  offices under the Ministry. The consultant will support to perform functions  around financial administration, verification of payments, general accounting  duties related to the partnership, managing financial documents and work in  accordance with the financial rules and regulations standardized by UNICEF and the  Government of Bangladesh. B. Background:  UNICEF and the Ministry of Labour (MoLE) and the  Department of Inspection for Factories (DIFE) and Establishments have committed  to a joint programme to improve and harmonize efforts to combat child labour.  The programme works to build the capacity of the government at the national and  sub-national levels to effectively plan, implement, budget for, and monitor  relevant policies, legislation, and regulations for the improvement of working  conditions. UNICEF also engages with DIFE at the  local level to develop and link complementary programs and activities to  enhance the delivery of sustainable, accessible, gender-responsive, and  high-quality social services for child labourers, and their families. The Ministry of Labour (MoLE) and the Department of Inspection for  Factories (DIFE) have requested UNICEF to hire a consultant as a  Programme Coordinator to assist the focal person from the Ministry with  coordination and collaboration, financial management; ensure supply and  logistics, and monitoring, evaluation, and quality assurance. The financial  activities i.e. budget preparation, fund request to UNICEF, fund  disbursement, salary payment, bill voucher collection from field level,  submission of bill voucher to UNICEF, keeping bill voucher for audit etc. have been carried out by Finance  and Admin Manager. The consultant will collaborate and coordinate with the  Ministry of Labour (MoLE) and the Department of Inspection for Factories (DIFE)  and UNICEF with the upcoming activities on  child labour on a regular basis. C. Scope of work Work closely with the focal  person from MoLE and DIFE for smooth implementation all the activities  under the UNICEF-MoLE  partnership. The specific scope of work is as follow: Description  of the major assignments: The consultant will:  
                Work under the guidance of the MoLE and DIFE  focal persons, and the UNICEF focal person in direct collaboration with the  responsible officials in field offices under the Ministry. Coordinate and collaborate between UN Agency and MoLE and DIFE for smooth implementation of  child labour prorgamme in the country. Coordinate with District and Upazila officers  for arranging events, and related activities. Coordinate with district officers  in preparing work plan, budget, and  implementation. Support in the programme implementation in all  the possible locations under the MoU of UN  Agency and MoLE and DIFE including supply  and logisticsPerform functions around financial  administration, verification of payments, general accounting, duties related to  the partnership, managing financial documents and with the financial rules and  regulations following the HACT procedures within time. Overwork on financial management including  DCTs and liquidations.Support the MoLE and DIFE on monitoring,  reporting, documentation with quality assuranceWork on MS Office Package (Word, Excel and  PPT) as appropriateIdentifying needs of necessary supply and  logistics and ensure proper utilization of all supply and logistics and regular  reports on status of supplies.  Prepare quarterly, half-yearly, annual report  (quantities and qualitative) and financial reports. Contribute the MoLE and DIFE to organize  regular programme monitoring visits, donors/ GOB visits to ensure mitigating  the gaps for quality improvement, Submit progress reports to UN Agency, Ministry, and  district officers as appropriate.                 Master’s  Degree in Accounting or related field or mid-level accounting professional  qualification Minimum of 10  years of experience in the field of programme management and coordination as  well as financial management Good computer  skills in common word processing (MS Word), spreadsheet (MS Excel), and  accounting software including PPT preparation skills. Good written  and oral communications skills.Demonstrate  strong competencies in drive for results, communication and working with  people. Knowledge on  child labour and child protection, particularly violence against children and  harmful practices, is an asset Experience in  working with government counterparts and civil society organizations will be an  assetExcellent  communication and PPT preparation and presentation skills on programmatic  perspectives in Bangla & English Fluency in  Bangla and English requiredWillingness  to travel on a weekly basis, including to hard to reach and remote areas F. Consultancy Costs 
                Consultant will get BDT 225,000 per month  as a consolidated package. G. Administrative Issues 
                The consultant will report to Child Protection Specialist, UN Agency and  the DIFE/ MoLE to submit the deliveriables outlined under reporting  requirement.For payment by E-Zone on due time, the Supervisor will forward the  certified attendance sheet and confirmation of receiving expected deliverables  for the respective period.If the consultant required to travel outside their duty station, prior  approval will be required, DSA costs will be reimbursed as per International  Civil Service Commission rates and travel costs (at actual)Consultant will be responsible to pay all taxes as per government rules  and regulations.
