National Consultant at NOD level

A. Objectives :

The purpose of the consultancy is to support the National newborn Health program and IMCI under DGHS for developing the costed action plan based on the existing National newborn Health strategy, National Newborn action plan and maternal health action plan.
The consultants will provide technical assistance to NNHP &IMCI to review the related document and prepare the costing with detailed action plan, organizing stakeholder workshop and finalize the costed national newborn action plan.

B. Background:

Bangladesh has made substantial progress in improving maternal, newborn and child health and reducing mortality, advances that are globally recognized. However, reduction in newborn mortality rate is still a concern. According to the Bangladesh Demographic & Health Survey (BDHS) 2017- 18 report, the neonatal mortality rate is 30 deaths per 1,000 live births. Neonatal mortality rate of the country contributes 67% to under-five mortality. Bangladesh aims to reduce the neonatal mortality to 12 or fewer deaths per 1,000 live births and under-5 mortality to 25 or fewer deaths per 1,000 by 2030. Also the target for Still birth is set to reduce at 12 or less per 1000 Live birth.

The Ministry of health and Welfare recently developed the National newborn health strategy 2022-2030 including a detailed action plan which gives a broad guidance to achieve the results of SDG along with the national targets to improve Newborn health.

Currently, MOHFW initiated to develop of the 5th sector plan for health and newborn action plan needs to be well fitted into the respective operational plans. To allocate adequate budget for newborn and child health, a detailed costing of the national newborn action plan should be done.

C. Scope of work:

Under this contract, the consultant will be responsible for the completion of the costed action plan for newborn health. She/he will collaborate with the MOHFW, DGHS, DGFP and MOLGRD and other key stakeholders, professional bodies and partners to review the detail newborn plan, identifying the targets and costing of plan. At the same time, S/He will support the operationalization of the plan as needed through the National Policy Framework for an improved national system.

E. Consultancy Cost:

  • The consultant will get BDT 2,500,000 as a consolidated package based on deliverables which includes lumpsum travel cost, so consultant will not claim any travel cost in addition to this.

F. Profile Requirements & Qualification Skills:

  • Qualifications can include, Master’s in Health economics/ Public Health, Master’s in Social Sciences.
  • At least 10 years working experience in supporting programs that link with development and costing of national programs, national policy, strategy, and guidelines development on related health areas
  • Preference will be for expertise and knowledge on conducting national plan and budgeting, prior experience in working with high level government authority
  • Keen understanding of Bangladesh government’s hierarchy between different Ministries
  • Well versed in computer costing apps/ programs like one health tool, LiST etc
  • Excellent English writing skill

G. Administrative Issues:

  • Consultants will be located at Dhaka office and can work from home as required and report to Health Manager Dhaka
  • Computer and communication will be borne by the Consultant
  • Stationary and other office equipment will be borne by the Consultant
  • Special priority will be given to those who has experience in working in the same position
  • Consultant will be responsible to pay all taxes as per government rules and regulations. E-Zone will make statutory deductions towards income tax as per government rules and regulations.
