Updating and Development of Nutrition Sector Strategy 2023 to 2025

A. Purpose:

To update an integrated comprehensive N ut r it ion strategy document.

B. Background:

Cox's Bazar District is currently hosting over 909,282 Rohingya refugees, all living in 33 congested  camps in the district (UNHCR July 2022). The nutrition sector partners consisting of UN (UNICEF, UNHCR, WFP), International and Bangladesh NGOs, provide life-saving nutrition services for children under five, pregnant and lactating women through the network of 45 integrated nutrition facilities (INF) in the Rohingya camps of Cox's Bazar.
The prevalence of wasting (malnutrition trends) from the beginning of the crisis (SMART nutrition surveys), both Severe (SAM) and Moderate (MAM) Acute Malnutrition rates in children under five, pregnant and lactating women were dramatically dropped. Between round 1 (2017) and round 6 (2021) SMART nutrition surveys, the SAM and MAM prevalence in children under five decreased from 19.3% to 13.7%, though Global Acute Malnutrition (GAM) rates among children remain in the second-highest category (‘’High”) with an upper confidence level of >15%. As well, representing “Emergency thresholds” and Chronic malnutrition among children was found to be above the Very High/Critical WHO/UNICEF threshold of ≥30%.

Nutrition Sector partners have been providing life-saving essential nutrition services, both curative and preventive, for the target population, including children, adolescents, PLW, and caregivers of children. All activities will be carried out in a gender-sensitive manner through the 45 rationalized integrated nutrition facilities in the camps. Nutrition services are being provided through other Sectors’ service centres, such as primary health care centres, hospitals, disability rehabilitation centres, and learning facilities, and through the Mother, Infant, and Young Child Nutrition (MIYCN) programme approaches.

Nutrition Sector partners are continuously monitoring the malnutrition status of the targeted population. Children under five with acute malnutrition are screened, referred, verified, and admitted to the respective nutrition programme. Children with disabilities will be referred to a disability rehabilitation program to receive stimulation therapy and to be treated jointly with nutrition, protection and disability services.

The Blanket Supplementary Feeding Programme will provide preventive nutrition services to over 145,000 children under five and 42,000 PLW. The Sector is advocate for and support other nutrition services that require inter-sectoral collaboration, including food vouchers in the selected pilot camps, and nutrition promotion and learning programmes in learning centres.

The Nutrition Sector partners are expanding cross-cutting programmes successfully including the inclusive Early Childhood Care and Development programme (ECCD) for children 3-5 years, and the gender- and cultural-sensitive MHPSS programme for mothers and caregivers of children under five and PLWs.

The Nutrition Sector will provide essential nutrition services in the host community through curative and preventative approaches, based on the documented needs of the target population. Activities will include Infant and Young Child Feeding counselling, maternal nutrition, adolescent nutrition, growth monitoring and promotion, screening for SAM/MAM cases, management of malnutrition, and nutrition sensitive programmes (e.g., Early Childhood Care and Development). All services are gender-sensitive and include a focus on promoting mother- and child- recommended feeding practices in line with the national nutrition protocols. Vitamin A and deworming campaigns will regularly cover children under five at least twice per year.

C. Objectives:

The purpose of this consultancy is to support the Nutrition Sector in Cox’s Bazar, Bangladesh, to develop an integrated multi-year nutrition strategy 2023-25. The strategy development process will follow the Global Nutrition Cluster’s (GNC) guidelines and strategies.

D. Scope of Work:

The process for strategy development will be based on a desk review that will then be presented at various consultative and participatory forums, involving sector partners and key stakeholders so that all the efforts must be sector- driven, sector-owned, and sector- led.

E. Description of Assignment/Task and Schedule

  1. Conduct desk review on the Nutrition sector related documents as follows;
    • Nutrition sector strategy 2021-2022
    • IEC materials (UNICEF/WHO protocol)
    • CMAM and IYCF Guideline & protocol
    • Review other relevant sector strategies to align with the nutrition sector multiyear strategy for both specific and sensitive activities like food security, wash, education and health.
  2. 2. Develop the strategy document as informed by the desk review analyses and list key
  3. priority areas for consideration for 2023-2025 sector strategy
  4. Develop an action plan including timelines listing key priorities, sub-activities and
  5. responsible stakeholder accountable for delivery.
  6. The proposed strategy should include key elements of the first 1000 days and how this can be implemented given that this has become a protracted emergency.

The estimated time frame for the contract is 30-40 days with possibility of extension if deemed necessary.

F. Deliveriables

The Nutrition Strategy for children and women from the Rohingya community should be able to project the road map and guide Partners to have top line directions in below areas and with a focus on children U5, adolescent and PLW:

  • Nutrition sensitive intervention,
  • Nutrition specific intervention,
  • Nutrition Information Management,
  • Integration/Complementarity with other sectors such Health, WASH, Edu, CP and others, Streamlining of cross-cutting elements such as GBV, ECCD, Disability Inclusion, PSEA, Child safeguarding, etc…
  • Capacity building.

G. Consultancy Cost:

  1. The Consultant will get  (16,500 * 40) + income tax ~ 735,000 BDT (100% payment upon completion of comprehensive strategy paper)
  2. The Consultant will be responsible to pay all taxes as per government rules and regulations. E-Zone will make statutory deductions towards income tax as per government rules and regulations.

H. Profile Requirements Qualification Skills:

  • An advanced university degree (Master’s or higher) preferably in Nutrition, Public
    Health orrelevant areas.
  • A minimum of 5 years of relevant professional experience in developing nutrition strategies(Nutrition cluster, national nutrition sector plan, nutrition in emergency)
  • Proven and sound knowledge/experience of the cluster approach, OCHA and IASC mechanisms,development of humanitarian response plan (Nutrition in Emergency component)
  • Experience in conducting situation analysis for nutrition in emergencies, nutrition in refugeesettings, nutrition in natural disaster-prone areas, or similar contexts
  • Developing country work experience and/or familiarity with emergency/refugee context
  • Ability to work with multi-stakeholders and affected populations.
  • Demonstrated research, analytical, and report writing skills.
  • Strong communication skills with the ability to effectively and persuasively present information ina variety of settings and formats.
  • Ability to work independently and in a team.
  • Experience working with UN organizations, NGOs and/or Governments, especially the
    Ministry ofHealth and/or Ministry of Relief (or similar)
  • Flexible nature and ability to adapt to changing directions/thinking that may occur during theconsultative workshops.
  • Fluency in English is required.
