National C4D Consultant: Multimedia SBC (NOA)

A. Purpose:

The purposes of this assignment are to:

  • Provide technical assistance to the social communication and creative agencies for development and dissemination of multimedia Social and behavioural change (SBC) messages and contents in collaboration with MoWCA and programme experts.
  • Mapping of existing SBC contents on key behavioural issues and support in maintaining the repository of SBCC packages.
  • Support the timely planning, execution and reporting of multimedia communication including campaign implementation on prevention of harmful practices.
  • Maintain quality assurance of SBC messages and ensure multimedia contents meet the standards followed by approval from key stakeholders including technical experts of UN Org
  •  and technical approval authorities. 

The hiring the consultant will follow a UN Organization’s standard competitive process.

B. Background:

Bangladesh has made significant gains against its r strong commitment towards the attainment of the Sustainable Development goals and improving human development agenda with some significant challenges hindering the survival, development and protection of child rights remaining. The government and development partners are therefore working jointly towards attainment of further equitable results for all children, and to bring substantial change in many child right indicators in line with the Sustainable Development Goals (SDG) and the Bangladesh 7th 5-year plan with a focus on improving human development, reducing child morbidity and mortality, maternal mortality, and achieving gender parity in primary school enrolment etc.

Bangladesh has more than 64 million children that make up around 40 per cent of the population and approximately 34.3 million of them are adolescents (17.6 million males and 16.8 million females) in the 10-19 years age group (BBS, 2020 population projection). The country is also one of the fastest ageing societies in the world, while children and adolescents including those with disabilities are facing the challenges of living under the poverty line, the mass population is also facing rapid urbanization, climate change and lack of access to basic quality services. These challenges include none completion of secondary education, malnutrition, child marriage, sexual harassment, abuse and exploitation, child labour, workplace hazards, violence at home, in schools and in the workplace, as well as lack of reliable information and safe spaces to learn and discuss issues related to their own cognitive, emotional, social, behavioural and physical growth.

The Multiple Indicator Cluster Survey (MICS 2019) showed that about 89% (which is 7% higher than the previous MICS in 2013) of the children aged 1 to 14 year is reported experiencing physical violence and psychological aggression at home. There is a wide acceptability of punitive method for child disciplining as 35% mothers/caretakers believe that a child needs to be physically punished.  Children also face sexual abuse or harassment at home, at schools or learning institutions and workplaces. The ‘Status Report: Violence against Children in Bangladesh’ of Save the Children showed the rights body’s comparative scenario between 2018 and 2019 which indicated the increase of sexual violence incidents (by 70.32%), and the ‘The Child Rights Advocacy Coalition in Bangladesh (CRAC’B)’, also found that young girls are increasingly falling victim to online sexual harassment and abuse as 90% of the victims are pre-teen and teenage girls. Besides, children and adolescent with disabilities are at increased risk of abuse and often there are delays in care-seeking practices from parents for the children with disabilities. Considering the negative societal attitude towards children with disabilities (CwD), children with disability are least likely to receive the basic social services and more at risk of discrimination and violence.

The government is  working with UN Org and other development partners to ensure long-term change in the lives of young people in this era of SDG, and to realise the potential and power of children. In this regard, several sector specific and cross-sector initiatives been undertaken with a focus on generating insights and evidence to inform policy and programming,  formulation of policies, programming to improve services of the health, nutrition, education, protection and participation for  adolescents & youth. Some of these efforts are intended to enhance the reach and engagement of children/adolescents and their caregivers in order to make them empowered to seek correct information, learn and express themselves in safe spaces, and act as ‘agents of change’ by motivating their families and communities to trigger positive behavioural and social change. Given this context, the SBC Section of UN Org Bangladesh has been supporting government counterparts to implement the social and behavioural change interventions through multipronged SBC strategies that are aimed at a range of audiences including children, adolescents and their caregivers.

Evidence from multiple sources suggest that the reach and credibility of mass and social media across Bangladesh, particularly among adolescents and youth, has been growing exponentially. Overall, close to 80 per cent of the country’s population is reached through at least one medium – television, radio, print or internet. UN Org in collaboration with several ministries and stakeholders rolled out several trans-media campaigns and entertainment education at the national, divisional and local level; such as; national campaigns on Ending Child Marriage, #Icchedana that encouraged the engagement of adolescents through several media platforms including Radio, social media and local media or folk media at the community level. For example, to address the overall adolescent wellbeing and empowerment issues, national and sub-national multimedia campaign has reached adolescents and communities through several media platforms. Diverse multimedia based social and behavioral change initiatives been undertaken by government counterparts and sector programme to create awareness, promoting acceptance and building demand for health-nutrition and hygiene practices, prevention of harmful practices including VAWC and foster adoption of care seeking practices.

Against this backdrop, the UN Org SBC section in close collaboration and coordination with the Ministry of Women and Children’s Affairs and the Ministry of Information and Broadcasting plan to implement an integrated Social and Behavioral Change Interventions through different strategic approaches including Innovative Multimedia Communication on children and adolescent rights particularly prevention of harmful practices including VAWC and also to accelerate the SBC interventions on Ending Child Marriage.

C. Objectives, Purpose and Expected Results

Given the background and the C4D Rolling Work Plan 2022 – 2023, Social and Behaviour Change (SBC)/ (C4D) section intends to hire one national consultant at NOA level, to provide technical support for development and execution of multimedia SBC contents and packages on prevention of harmful practices and child/adolescent wellbeing in collaboration with Ministry of Women and Children Affairs, programme experts and media partners. The consultant will also support the quality assurance of SBC messaging and media contents while ensure timely dissemination as per media plan.

The consultant is expected to start working from October, 2022 and work directly with the SBC Specialist responsible for the addressing VAC and ECM prevention of UN Org Bangladesh to support the planning, development and implementation innovative multimedia social and behaviour change contents as per the C4D Rolling Work Plan.

D. Scope of Work:

Support the SBC/C4D Section to oversee the multimedia communication action plan development on prevention of harmful practices including VAWC prevention and ECM by social communication and creative agencies and assist SBC specialist in collaborating with key stakeholders in this regard.

  • Conduct mapping of SBC contents including multimedia communication packages and campaign contents on key behavioural issues and support in maintaining the repository of SBCC packages.
  • Ensure the development of communication packages on key SBC issues including prevention of harmful practices in collaboration with creative agencies, media partners, MoWCA and programme experts.
  • Provide technical support the creatives partners for developing contextualized message contents based on the ‘Value Grid’ (art and science of C4D).
  • Ensure quality in crafting the messages and ensure pretesting for effective communication under trans-media initiatives thus the contents meet the standards for approval from key stakeholders including technical experts of UN Org and technical approval authorities.
  • Work with SBC team to maintain collaboration with SBC technical working groups/task team, such as, IEC technical committee, C4D Coordination Committee under MoHFW, MoWCA; and facilitate the validations of integrated SBC packages development and dissemination/ broadcasting.
  • To maintain regular perusal with SBCC platforms including IEC committee/ advisory committee to get approval on the contents for timely broadcasting and media dissemination.
  • Support the SBC Specialist to plan and execute the capacity building of media partners in development of entertainment education based audio-visual productions on gender sensitive and inclusive SBC issues on children, adolescents and women.
  • Support the development of national and sub-national level media dissemination plan of multimedia SBC messages and contents in consultation with media partners and key stakeholders.
  • Work with SBC officers of field offices for the planning and implementation of sub-national level multimedia activities; such as; dissemination plan of SBC packages in field offices, launching media events and local media use and synchronization with national level plan.
  • Support SBC team to collaborate with communication team of UN Org for promotion and dissemination of audio-visual contents through multiple media platforms, cross promotion through media engagement and monitoring through social media.
  • Reporting and Documentation: Document best practice case stories of effective media engagement and track progress based on a monitoring checklist on the activities and production to be delivered by the creative agencies and follow up accordingly.

E. Deliverables

  • Checklist for tracking and monitoring the development status of the   multimedia communication activities by creative agencies including List of materials of the MM SBC package that will be developed
  •  Key SBC issues/messages identified, messages contents identified, reviewed, ‘Value Grid’(Design Document) developed and validated by technical committees/GoB platforms.
  • Story lines, scripts and designs developed based on ‘Value Grid’ & message contents, reviewed, pretest guide/tools updated, pretest conducted by agency and creative concepts validated
  • by technical members of UN Org and technical committees of government.
  • Approach note and action plan on the capacity development of media partners and number of media agencies capacitated on entertainment education based productions on inclusive SBC issues.
  • SBC packages including audio-visual and promotional package monitored and developed and disseminated as per mass media and social media
  • Documentation and reporting on the status of key deliverables through weekly updates, monthly reports, best practices and completion report.

G. Reporting and Deliverables Requirements:

Reporting to CP specialist (Harmful Practices) daily. Weekly pland and reports as well as monthly reports are required and will be planned as per the ToR’s deliverables.

H. Consultancy Cost:

  • The consultant will get BDT 125,000-160,000 (maximum) per month as a consolidated package based on education and experience.

I. Administrative Issues:

  • The consultants will report to the SBC Specialist  and submit the deliverables outlined under-reporting requirement.
  • For payment by E-Zone on due time, the Supervisor will forward the certified attendance sheet and confirmation of receiving expected deliverables for the respective period.
  • If the consultants required to travel outside their duty station, prior approval will be required, then travel costs will be reimbursed at actuals and DSA will be provided at 2,500 taka rate per day.
  • Consultant will be responsible to pay all taxes as per government rules and regulations. E-Zone will make statutory deductions towards income tax as per government rules and regulations.

J. Education, Profile & Qualification Skills:

  • Bachelor’s degree in social science or any other relevant subject preferable in Social Science.
  • Preferably 5 years working experience in relevant field.
  • Experience in Windows, Android OS and application, Office package and Computer Literacy.
  • Basic knowledge of the internet, network command, emailing, and browsing tools.
  • Good communication skills, the ability to listen intently to customers as they describe their difficulties pairs nicely with clear communication skills.
  • Fluent in Bangla and working knowledge in English.
  • Ability to work under pressure.
