A. Background:
Health Services Division (HSD) of the Ministry of Health and Family Welfare is implementing the ‘Health and Gender Support at Cox’s Bazar District (HGS-CXB)’ OP to provide Health, Family Planning, Nutrition (HNP) and Gender-Based Violence (GBV) including PSEA response services to the host community as well as the Forcibly Displaces Myanmar Nationals (FDMNs) living in the Cox’s Bazar district. As per the Project Appraisal Document (PAD) as well as the financing agreement signed between the Government and the World Bank, the four UN agencies (WHO, UNFPA, UNICEF, and IOM) are implementing the Direct Project Aid (DPA) funded activities of the OPs. As per the signed agreement, UNICEF is designated to implement Maternal, Neonatal, Child, and Adolescent Health, Nutrition, and EPI-related activities and repair & renovation of the Upazilla Health Complexes and adjacent residential building, UNFPA is assigned to implement the Family Planning and Gender-based violence prevention and response services related activities and repair & renovation of the Union Health and Family Welfare Centers and MCWCs, IOM is designated mainly for reconstruction, renovation, and repair of the Community clinics and District Sadar Hospital and to provide support to Cox’s Bazar district hospital. WHO is designated for surveillance and coordination-related activities. There is a provision for the recruitment of a Messenger for the Line Director, HGS-CXB Office under the HGS-CXB OP. To implement the activity, WHO Bangladesh is providing technical assistance and recruitment support to hire the contractual staff for the MOHFW coordination team in Dhaka and Cox’s Bazar.
B. Recipient: Line Director, Health and Gender Support at Cox’s Bazar District (LD, HGS-CXB)
C. Scope of work:
The Messenger will be accountable to the Line Director (LD) of Health and Gender Support at Cox’s Bazar District (LD, HGS-CXB) The Messenger will work under the direct supervision of the Chief Coordinator in Cox’s Bazar Coordination Centre and perform the following functions:
- The Messenger will be based at Coordination Centre HGS-CXB office in Cox’s Bazar to assist in the filling of official correspondences/documents.
- Set up and maintain the office filing system and maintain the register
- Receive, documentation and preservation of official letter and filing
- Distribute letters and documents to different local offices and by courier/ post as well as per directed by the local authority;
- Maintain stores including delivery/ collection of various items, mailing services, and payment of bills to provide administrative support to the office including photocopying and other services;
- Maintenance of office furniture and equipment’s
- Provide services, within the respective field of responsibility and competence and requested by Coordinators
- Maintain cleanliness of the office regularly and as required.
- Perform any other responsibilities/functions assigned by the supervisor.
D. Required Qualifications:
Education:
Essential: Secondary School Certificate (S. S.C) from any Educational Board.
Desirable: Higher Secondary Certificates (HSC) with training.
Experience:
Essential: At least two years of relevant working experience.
Desirable: Experience in working with Government/Development Partner agencies.
Skills:
- Computer skills in MS Word, Excel;
- Ability to work in a team;
- Excellent Coordination, Communication and interpersonal, etc skills.

E. Consultancy Costs:
Monthly salary: Each Messenger will get BDT 37,496 per month (consolidated).
Emergency Special Allowence: The incumbent will get BDT 17,600 per month.
Administrative Issues:
Each Messenger will be responsible to pay all taxes as per government rules and regulations. E-Zone will make statutory deductions towards income tax as per government rules and regulations.
