Field Monitoring Supervisor (2 Positions)

Duty Station: Cox’s Bazar

Contract Duration: 9 Months (possibility of extension). The contract might be extended upon the availability of funds, the necessity of the extension, and based on satisfactory performance and deliverables.

A. Background:

Health Services Division (HSD) of the Ministry of Health and Family Welfare is implementing the 'Health and Gender Support at Cox's Bazar District (HGS-CXB)' OP to provide Health, Family Planning, Nutrition (HNP) and Gender-Based Violence (GBV) including PSEA response services to the host community as well as the Forcibly Displaces Myanmar Nationals (FDMNs) living in the Cox's Bazar district. As per the Project Appraisal Document (PAD) as well as the financing agreement signed between the Government and the World Bank, the four UN agencies (UN Agency, UNFPA, UNICEF and IOM) are implementing the Direct Project Aid (DPA) funded activities of the OPs. As per the signed agreement, UNICEF is designated to implement Maternal, Neonatal, Child and Adolescent Health, Nutrition and EPI related activities and repair & renovation of the Upazilla Health Complexes and adjacent residential buildings, UNFPA is assigned to implement the Family Planning and Gender based violence prevention and response services related activities and repair & renovation of the Union Health and Family Welfare Centers and MCWCs, IOM is designated mainly for reconstruction, renovation and repair of the Community clinics and District Sadar Hospital and to provide support to Cox's Bazar district hospital. UN Agency is designated for surveillance and coordination-related activities. There is a provision of establishing a Coordination Cell at Cox's Bazar comprising a group of Consultants including four Field Monitoring Supervisors for Cox's Bazar district under the HGS-CXB OP. To implement the activity, UN Agency Bangladesh is providing technical assistance and recruitment support to hire the contractual staff for the MOHFW coordination team in Dhaka and Cox's Bazar.

B. Recipient: Line Director, Health and Gender Support at Cox's Bazar District (LD, HGS-CXB)

C. Scope of work:

The Field Monitoring Supervisor will be accountable to the Line Director (LD) of Health and Gender Support at Cox’s Bazar District (LD-HGS-CXB). The Field Monitoring Supervisor will work under the direct supervision of the Chief Coordinator, MOHFW Coordination Cell in Cox’s Bazar, and will perform the following functions:

  1. The Field Monitoring Supervisors will be based at the Upazila level at Cox’s Bazar district to maintain constant liaison and coordination with UH&FPOs, UFPOs, Camp in-Charges, Camp health authorities, community leaders, UN Agencies, and other stakeholders under HGS-CXB OP.
  2. Attend different meetings regarding Health, Family Planning, HNP and GBV-related Meetings, under HGS-CXB OP.
  3. Collect field-level data and update facility-based data on regular basis to ensure standard services under HGS-CXB OP.
  4. Visit and monitor EPI (outreach/ fixed site) sessions to increase vaccination coverage and ensure on-job training among vaccinators under HGS –CXB OP.
  5. Provide support for the activity of Interpersonal communication and community engagement under HGS-CXB OP.
  6. Update UHFPOs, the Chief Coordinator, and Field Coordinators about the status of different health facilities, field findings, and other relevant issues under HGS-CXB OP.
  7. Ensure provision of preventive and promotive health interventions/measures of HGS – CXB OP under HGS-CXB OP
  8. Supportive supervision to the different levels of health supervisors, Community Health Volunteers, and other health workers under HGS –CXB OP.
  9. Provide support to MOHFW CC to prepare different reports under HGS –CXB OP.
  10. Support & assist in formulation and review of different work plans and micro-plan for routine EPI and supplementary immunization activities under HGS –CXB OP.
  11. Organize awareness sessions among Mazi, Imam, and local community leaders about health, family planning, AWD, GBV, safe drinking water, sanitation, personal hygiene, EPI, HIV-AIDS, Hepatitis, etc under HGS –CXB OP.
  12. Provide necessary support for outbreak investigation and response under HGS –CXB OP. OP
  13. Perform any other responsibilities/duties assigned by the LD, HGS-CXB, and HOSO, WHO-CXB.

D. Required Qualifications:

Education:

Essential: Master’s degree in any subject from any recognized University or Institution.

Desirable: Master’s in Social Science/Development Studies would be added an advantage.

Experience:

Essential: At least three years’ relevant working experience.
Desirable: Experience in working with Government/Development Partner agencies.

Skills:

  • Computer skills in MS Word, Excel and Powerpoint, etc;
  • Ability to work in a team;
  • Excellent Coordination, Communication and interpersonal, etc skills.

E. Consultancy Costs:

Monthly salary: Each Field Monitoring Supervisor will get BDT 72,675 per month (consolidated).
Emergency Special Allowence: The incumbent will get BDT 17,600 per month.

Administrative Issues:

Each Supervisor will be responsible to pay all taxes as per government rules and regulations. E-Zone will make statutory deductions towards income tax as per government rules and regulations.
