Management Information Systems (MIS) Officer

Duty Station: Cox’s Bazar district

Contract Duration: 9 Months (possibility of extension). The contract might be extended upon the availability of funds, the necessity of the extension, and based on satisfactory performance and deliverables.

A. Background:

Health Services Division (HSD) of the Ministry of Health and Family Welfare is implementing the ‘Health and Gender Support at Cox’s Bazar District (HGS-CXB)’ OP to provide Health, Family Planning, Nutrition (HNP) and Gender-Based Violence (GBV) including PSEA response services to the host community as well as the Forcibly Displaces Myanmar Nationals (FDMNs) living in the Cox’s Bazar district. As per the Project Appraisal Document (PAD) as well as the financing agreement signed between the Government and the World Bank, the four UN agencies (WHO, UNFPA, UNICEF and IOM) are implementing the Direct Project Aid (DPA) funded activities of the OPs. As per the signed agreement, UNICEF is designated to implement Maternal, Neonatal, Child, and Adolescent Health, Nutrition, and EPI-related activities and repair & renovation of the Upazilla Health Complexes and adjacent residential building, UNFPA is assigned to implement the Family Planning and Gender-based violence prevention and response services related activities and repair & renovation of the Union Health and Family Welfare Centers and MCWCs, IOM is designated mainly for reconstruction, renovation, and repair of the Community clinics and District Sadar Hospital and to provide support to Cox’s Bazar district hospital. WHO is designated for surveillance and coordination-related activities. There is a provision for establishing a Coordination Cell at Cox’s Bazar comprising a group of Consultants including one MIS Officer for Cox’s Bazar district under the HGS-CXB OP. To implement the activity, WHO Bangladesh is providing technical assistance and recruitment support to hire the contractual staff for the MOHFW coordination team in Dhaka and Coordination.

Recipient: Line Director, Health and Gender Support at Cox’s Bazar District (LD, HGS-CXB)

B. Scope of work:

The MIS Officer will be accountable to the Line Director (LD) of Health and Gender Support at Cox’s Bazar District (LD-HGS-CXB). The MIS officer will work under the direct supervision of the Chief Coordinator, MOHFW Coordination Cell in Cox’s Bazar, and will perform the following functions:

  1. The MIS Officer will be based at MOHFW Coordination Cell at Cox’s Bazar district to Provide technical assistance to the Chief Coordinator to coordinate or combine the resources of government institutions, UN organizations, National and International NGOs, or other agencies to enhance the health and family planning intervention support in Cox’s Bazar districts.
  2. Aggregate and maintain health sector information from UN agencies and health partners including contact lists, performance monitoring, health indicator data, health situation data, health response data. Support the timely and high-quality collection, analyses, production, and dissemination of data/information related to the HGSP and prepare final documents as guided by the Supervisors.
  3. Perform basic geographic analysis for maps and other reports. Present data using PowerPoint and other tool aids. Maintain the database/ mapping related to health facilities in the refugee communities and affected host populations in Cox’s Bazar districts;
  4. Managing and maintaining an up-to-date health facility registry completed with facility unique IDs and key facility attributes for mapping purposes, linking with EWARS and DHIS 2 focal point. Manage and maintain other databases maintained by the health sector in Cox’s Bazar.
  5. Support the coordination team in sector, inter-sector (e.g. ISCG), and inter-agency initiatives related to information management, seeking to improve information sharing between partners and institutions, to strengthen access to information from other organizations and sectors, and to contribute to inter-sectoral dashboards and reports.
  6. Institutionalize data review mechanisms with working groups/partners in the health sector.
  7. Support capacity development initiatives from the government and other stakeholders, for the generation, compilation, analysis, use, and interpretation of health-related data for evidence-based policy and decision making.
  8. Provide support in developing sector strategic planning, midterm reviews, multi-sector need assessments, minimum service package, etc.
  9. Assist the PD during the emergency in time developing information products and activities/plans. Provide necessary technical/operational support to Health Sector; and
  10. Perform any other responsibilities/duties assigned by the Chief Coordinator as well as by the LD, HGS-CXB.

C. Required Qualifications:

Education:

Essential: Master’s degree in Computer Science and Engineering (CSE), Statistics and Biostatistics from any recognized University or Institution. 
Desirable: Master’s in Computer Science and Engineering (CSE) would be added an advantage

Experience:

Essential: At least five years of relevant working experience;
Desirable: Experience in working with the Government/Development Partner agencies.

Skills:

  • Computer skills in MS Word, Excel, PowerPoint and Programming: SPSS;
  • Ability to work in a team;
  • Excellent Coordination, Communication and interpersonal, etc skills.

D. Consultancy Costs:

Monthly salary:  The MIS Officer will get BDT 120,263 per month (consolidated).

Administrative Issues:

MIS Officer will be responsible to pay all taxes as per government rules and regulations. E-Zone will make statutory deductions towards income tax as per government rules and regulations.
