Public Health Officer:  Deputy Director for Family Planning Office, Cox's Bazar

Duty Station: Cox's Bazar

Contract Duration: 9 Months (possibility of extension). The contract might be extended upon the availability of funds, the necessity of the extension, and based on satisfactory performance and deliverables.

A. Background:

Health Services Division (HSD) of the Ministry of Health and Family is implementing the ‘Health and Gender Support at Cox’s Bazar District (HGS-CXB)’ OP to provide Health, Family Planning, Nutrition (HNP) and Gender-Based Violence (GBV) response services to the host community as well as the Forcibly Displaces Myanmar Nationals (FDMNs) living in the Cox’s Bazar district. As per the Project Appraisal Document (PAD) as well as the financing agreement signed between the Government and the World Bank, the four UN agencies (WHO, UNFPA, UNICEF and IOM) are implementing the Direct Project Aid (DPA) funded activities of the OPs. As per the signed agreement, UNICEF is designated to implement Maternal, Neonatal, Child and Adolescent Health, Nutrition and EPI-related activities and repair & renovation of the Upazila Health Complexes and adjacent residential building, UNFPA is assigned to implement the Family Planning and Gender-based violence prevention and response services related activities and repair & renovation of the Union Health and Family Welfare Centers and MCWCs, IOM is designated mainly for reconstruction, renovation and repair of the Community clinics and District Sadar Hospital and to provide support to Cox’s Bazar district hospital. WHO is designated for surveillance and coordination-related activities. There is a provision for establishing a MOHFW Coordination Cell in Cox’s Bazar and Dhaka comprising of a group of consultants/Experts including four Public Health Officers under the HGS-CXB OP. To implement the activity, the UN Agency is providing technical assistance and recruitment support to hire the contractual staff for the MOHFW coordination team in Dhaka and Cox’s Bazar.

B. Recipient: Line Director, Health and Gender Support at Cox’s Bazar District (LD, HGS-CXB)

C. Scope of work:

The Public Health Officer will be accountable to the Line Director (LD) of the Health and Gender Support Project in Cox’s Bazar (LD-HGS-CXB) under the direct supervision of Deputy Director – Family Planning, Cox’s Bazar and will perform the following functions.

  1. The Public Health Officer will be based in Dhaka to provide technical support (performance evaluation, analysis, report generation, presentation, etc.) to the Deputy Director of Family Welfare and coordinate with multilateral health agencies for ensuring strengthened HNP and GBV interventions to the host community and FDMNs under HGS-CXB OP.
  2. Maintain liaison with LD office including Civil Surgeon, Deputy Director - Family Planning, Superintendent of Sadar Hospital, UH&FPOs, UFPOs, HED, RRRC, IOM, UNFPA, UNICEF, WHO and other stakeholders to ensure optimum achievement of HNP and GBV interventions under HGS- CXB OP.
  3. Represent MOHFW in different sub-sector and working group meetings under HGS-CXB OP and provide necessary recommendations.
  4. Attend HNP and GBV service-related meetings under HGS-CXB OP and update Civil surgeon/DDFP accordingly.
  5. Provide technical assistance to formulate training materials/guidelines/data collection tool, and to carry out epidemiological needs for host communities as well as FDMNs under HGS-CXB OP.
  6. Compile and analyze service data on program implementation indicators (e.g., health, family planning, nutrition, GBV, water and sanitation) in order to facilitate the preparation of periodic reports of HGS-CXB OP.
  7. Provide necessary technical support for the arrangement of training/workshops under HGS- CXB OP.
  8. Coordinate the work of doctors, nurses, paramedics, and other relevant service providers for optimum, quality HNP and GBV service provision to host communities and FDMNs under HGS-CXB OP.
  9. Provide technical assistance to the Ministry of Health and Family Planning Welfare Health Services Division and coordinate with DGHS and DGFP for planning, implementation, monitoring, and supervision focusing on the quality of services, commodity securities, performance gaps and areas that needs further interventions.
  10. Support relevant authorities to explore health hazards for both communicable and non-communicable diseases for the local population as well as FDMNs.
  11. Perform any other responsibilities/duties assigned by the LD-HGS Project -CXB.

D. Required Qualifications:

Education:

Essential: MBBS with Master’s degree in Public Health (MPH)/Management/Public Administration or any other relevant subject from any recognized University or Institution.

Desirable:  MBBS with Master of Public Health (MPH) with a major in Epidemiology or any relevant field would be added an advantage.

Experience:

Essential:  At least five years of working experience.
Desirable:  Experience in working with the Government/Development Partner agencies will be an added advantage.

Skills:

E. Consultancy Costs:

Monthly salary:  The Public Health Officer will get BDT 120,263 per month (consolidated).

Administrative Issues:

The Public Health Officer will be responsible to pay all taxes as per government rules and regulations. E-Zone will make statutory deductions towards income tax as per government rules and regulations.
