E-Zone HRM Limited is now accepting applications from Bangladeshi Nationals for the following vacancies under third party outsourcing contract modality:

Social Work Consultants (8 positions)-NOA

Duty Station: Dhaka, Bangladesh (Home Based/Office) and monthly 2 weeks’ fieldwork to the assigned Divisions and Upazillas all over the country assigned by the Supervisor.

Contract Duration: 12 months

Number of Vacancies: 8(Eight).

Contract Type: Contract with E-Zone.

Reporting to: Child Protection Specialist, Child Protection Section of UN Agency Bangladesh

A. Purpose:

The purposes of this assignment are to:

  • Improve the coordination, and monitoring of the social service workforce strengthening initiatives of UN Agency and the European Union with the Ministry of Social Welfare and the Department of Social Services.
  • Enhance the capacity of the social service workforce, and community volunteers and strengthen Community Based Child Protection Committee members.
  • Enhance the capacity of local registrars for improving birth and death registration.

B. Background:

Social work is a practice-based profession and an academic discipline that promotes social change and development, social cohesion, and the empowerment and liberation of people. Principles of social justice, human rights, collective responsibility, and respect for diversities are central to social work. Social Workers provide direct services to children including adolescents, families, and communities through a comprehensive case management process, which includes assessment, referral, service planning, family support, follow-up, monitoring, and adjustment of the service plan. In doing so, geographic and other contextual needs are considered, e.g. children including adolescents living in urban particularly living on the street and public spaces, poor slum communities and hard to reach areas, most vulnerable and at risk including those with special needs and abilities. Thus, a well-planned, trained, and supported social service workforce plays a critical role in identifying, preventing, and managing risks, and responding to situations of vulnerability and harm.

The Government of Bangladesh has officially recognized the role of Social Workers in protecting the rights of children at the community level and imposed proactive social work as the core of protection work for children under the Department of Social Services (DSS) of the Ministry of Social Welfare (MoSW) through the enactment of the Children Act 2013. Department of Social Services employs Social Workers at Union and Municipal levels.

UN Agency together with European Union have been providing technical and financial support to the DSS through the “Child Sensitive Social Protection in Bangladesh (CSPB)” project, phase-II for strengthening the social service workforce and community based child protection mechanism to deliver child protection services. Under this project, the DSS employed dedicated Social Workers for Child Protection in selected Upazillas and Institutions and is building the capacity of these social workers including the social workers, probation offices and other officers under the DSS all over the country.  The DSS is also enhancing community based child protection mechanism by forming community groups, training those group members and involving community volunteers to work closely with community based child protection committees.

The Social Work Consultants are expected to support the Child Protection Specialist of UN Agency Bangladesh to improve the coordination between UN Agency, the DSS, and the Office of Registrar General for effective implementation of the committed activities/interventions/initiatives under the Rolling Work Plan, and TAPP/RTAPP at the central and field level. These consultants will support monitoring and capacity-building activities with the social service workforce, community groups, volunteers, and local level birth and death registration offices. The consultants will be based in Dhaka but will visit field locations and support local offices of the DSS and ORG for smooth implementation of the programmes for at least two weeks every month. The locations of field support and collaboration will depend on the programme implementation locations according to the TAPP/RTAPP and RWP between UN Agency and Implementing Partner agencies.  In addition to this, the consultants will extend support to any locations where UN Agency together with Government Partners will decide to extend programme support.

C. Objectives Objectives, Purpose and Expected Results:

The consultants will start working from 30th July 2022 until 30th July 2023. She or He is expected to work directly with the Child Protection Specialist of UN Agency Bangladesh responsible for the implementation of Pillar-II  as per the Child Protection Rolling Work Plan and Child Protection Programme Strategy Note.

D. Description of assignment:

The consultant during the contracting period will support the Child Protection Specialist of UN Agency Bangladesh responsible for improving coordination at the field level, data collection, monitoring and capacity development of relevant stakeholders as guided by the Child Protection Specialist.  The consultants will be overall responsible in line with the jobs mentioned below.

  • Provide technical support to roll out an online case management system.
  • Computer and communication will be borne by the Consultant.
  • Provide technical support for capacity development of social workers, case supervision, data collection.
  • Provide technical support formation and functionalization of Community Based Child Protection Committees and Upazilla and District Child Welfare Boards.
  • Provide technical support for the identification of community volunteers and building their capacity.
  • Take initiative, and develop mechanism for monitoring and tracking of volunteers.
  • Support implementation of the Child Protection (CP) programme in coordination and collaboration with government and other relevant stakeholders. 
  • Enhance coordination and collaboration with UN Agency CP Officers, Social Workers, USSOs, UCDOs, Probation Officers, the DSS’s District and Divisional Offices, birth and death registration local offices and all relevant stakeholders.  
  • Provide technical support for capacity building of parents, caregivers, CBCPC and other relevant Child Protection actors.  
  • Ensure the community’s active participation and engagement with gender and disability inclusion. 
  • Ensure proper distribution of supply items and end-user monitoring.  
  • Reporting and documentation of all activities.

F. Qualification requirement of the company/institution/organization:

  • Bachelor’s Degree in social science or any other relevant subject preferable in Social Work/Social Welfare.
  • Preferably 2 years working experience in relevant field.
  • Experience in Windows, Android OS and application, Office package and Computer Literary.
  • Basic knowledge of the internet, network command, emailing, and browsing tools.
  • Good communication skills, the ability to listen intently to customers as they describe their difficulties pairs nicely with clear communication skills.
  • Fluent in Bangla and working knowledge in English.
  • Ability to work under pressure.

G. Administrative issues:

  1. Each consultants will get BDT 125,000 to 160,000 per month (inclusive) based on education and experience.
  2. The consultants will report to the Child Protection Specialist, UN Agency and submit the deliverables outlined under-reporting requirement.
  3. For payment by E-Zone on due time, the Supervisor will forward the certified attendance sheet and confirmation of receiving expected deliverables for the respective period.
  4. If the consultants required to travel outside their duty station, prior approval will be required, then travel costs will be reimbursed at actuals and DSA will be provided at 2,500 taka rate per day.
  5. Consultants will be responsible to pay all taxes as per government rules and regulations.E-Zone will make statutory deductions towards income tax as per government rules and regulations.
