Emergency Nutrition Officer (Consultant) at NOB level

Reporting to: Nutrition Officer, Cox's Bazar
A. Purpose:
The purpose of this assignment is to ensure regularly monitoring, problem solving and building capacity of local level actors (Nutrition Sector,CS-office,partners NGOs,managers and frontline workers and other relevant stakeholders) for planning, implementation, supportive supervision, monitoring and reporting of emergency nutrition interventions in the FDMN settlements of Cox’s Bazar.
B. Background:
Cox’s Bazar district with a population of 2.3 million people, of whom around 53 per cent are children, is one of the worst performing districts in Bangladesh in terms of Child Protection, Education, Nutrition, WASH and Health indicators. Following the escalating violence and persecution in Myanmar, around 908,000 Rohingyas have crossed the border into Bangladesh and 99 per cent of whom live in camps. The latest SENS surveys -2021 in the FDMN camp and host community reported a global acute malnutrition rate of 11.3 percent which gets categorized as “high” based on WHO/UN Agency global threshold recommendations (more than 10 per cent). Similarly, the prevalence of chronic malnutrition is above 30 percent for both the camps and host community and the gets categorized as “very high” based on WHO/ UN Agency global threshold recommendations.
In order to address the complex emergency situation in Cox’s Bazar due to influx of Rohingya from August 2017, UN Agency is providing technical, logistical, programmatic as well as Human Resource support to Government of Bangladesh to establish and scale up Emergency Nutrition services and ensure accessibility of the services by the Undocumented Myanmar Nationals along with those living in Registered camps and host communities. As a part of human resource support, UN Agency proposes to 01 Emergency Nutrition Officer (ENO) from August 1st, 2022 to July 15th , 2023 to continue providing this crucial technical support.
C. Objectives Objectives, Purpose and Expected Results:
The purpose of this assignment by Emergency Nutrition Officers (ENO), who will working with integratednutrition facilities and health facilities in camps placed in Ukhiya, Teknaf Upazilas of Cox’s Bazar District and is to regularly monitor the program, problem identification and solving, hand holding of local staff and building capacity of local level actors (Nutrition Sector,Civil Surgeon Office, relevant stakeholders, partners NGOs, frontline workers and managers) which includes planning, implementation, monitoring and reporting of emergency nutrition interventions activities. Working as part of the UN Agency Nutrition team in Cox’s Bazar, the incumbents will provide complementary human resource capacity, supporting field monitoring, and strengthening links with local government entities (MOH, agriculture, social welfare etc.) who are responsible for improving nutrition as well as other implementing partners.
To achieve the expected results, the ENO will provide technical support to the Partner NGOs in implementing their projects. In addition, they will support coordination efforts with key stakeholders at the Rohingya camps; strengthening surveillance, reporting and planning. In addition to providing on the job training, timely technical assistance for partner staff, the ENO will establish linkages across key stakeholders, ensure that quality standards are being met during implementation, activities are regularly monitored with recommended actions, and progress reported in a timely manner. Acting as the first line of support for MOH, and other nutrition partners in Camps ENO will identify bottlenecks, undertake corrective actions, report back to the Nutrition Section on results achieved against key indicators.
The ENO will work closely with the UN Agency CXB Nutrition Team, based in Cox's Bazar Field Office, and as appropriate with the Field Services Section of CXB Office. S/he will also coordinate with other ground level actors in different sectors and other sectoral Officials of UN Agency for establishing cross-sectoral linkage of services and interventions. For smooth implementation, the Consultants will maintain close coordination with multiple stakeholders including beneficiaries, UN Agencies and International organizations, implementing NGO and any other relevant parties.
D. Description of assignment :
The ENO will support to UN Agency funded Implementing Partners for Nutrition projects. In addition, they will coordinate with key stakeholders at the Camp level, strengthening surveillance, reporting and bottom up planning. They will provide on-the-job training, timely technical assistance for partner staff and organize different nutrition events including Nutrition Action Week (NAW)/ MUAC Mass screening, facilitate donor visits and provide inputs for donor reports,establish linkages across key stakeholders, ensure that quality standards will be met during implementation, activities will regularly monitor, and progress will be reported in a timely manner. The ENO will be the first line of support for MOHFW, and other nutrition partners at camps identifying bottlenecks, provide corrective actions and feedback to the Nutrition Section on results achieve against key indicators.
E. Deliverables:
i. Program Implementation support
- Support the nutrition programs in Camps in all planning, implementation, monitoring, accountability and quality assurance to attain the expected successful outcomes.
- Work closely with GoB(especially CiC) and implementing partners for smooth implementation of the nutrition programs.
- Support to develop capacity building plans according to results of capacity assessment and execute suitable capacity building strategies to nutrition workers through support to organize formal trainings and supportive supervision.
- Provide technical support for SAM management in OTPs and Stabilization Centres as per
National guidelines.
- Develop capacity building plans according to results of capacity assessment and execute suitable capacity building strategies to GO-PNGO workers through OJT, formal trainings.
- Provide technical and operational support to implementing partners to implement nutrition programme through integrated nutrition facilities in the assigned program areas.
- Provide support in organizing Donor/ GOB visits and reports.
ii. Supply and logistics
- Support implementing partners in forecasting logistics and ensure proper and optimum utilization of therapeutic: Supplies.
- Support SAM Nutrition treatment facilities in assessing logistics need; submission and follow up of demand, appropriate storage, utilization and maintain efficient reporting and accountability systems as per National guidelines.
- Maintain close liaison with GOB and UN Agency Nutrition Implementing Partners for logistics and supply support as per need
- Support Nutrition section to prepare monthly dispatch reports to implementing partners
iii. Coordination and Collaboration
- Maintain coordination with Nutrition sector, Civil Surgeon Office, local partners, and update the program activities regularly
- Coordinate with GoB and partners for arranging trainings for the field level staffs for their capacity building.
- Coordinate with GoB and NGOs for ensuring nutrition supplies through supply request and resource mobilization.
- Maintain communication with the camp in charges and block leaders in the camp for smooth implementation of the nutrition programs.
- Represent UN Agency in different meetings and forums as assigned by the Nutrition Section.
iv. Monitoring, Evaluation and Quality assurance
- Strengthen nutrition information system through data documentation, monitoring coverage &quality of report with nutrition data elements
- Analyse daily, weekly, and monthly reports of the nutrition programs and provide support in mitigating the gaps and quality improvement.
- Conduct Monitoring visits to nutrition facilities to ensure delivery of quality SAM treatment and provide supportive supervision/OJT to the service providers as per the recommendations of the Monitoring site checklist.
- Support Implementing partners on updating 4W mapping and weekly activity trackers
- Ensure accomplishment of program activities with timely and quality outcomes
- Prepare case studies and document best practices.
- Develop and execute robust nutrition inclusive surveillance systems
F. Reporting requirements:
The consultant will report to the Nutrition Officer, Cox’s Bazar and will provide following deliverables:
- Monthly activity reports with detailed information on activities implemented (targets vs. achievements)
- Monthly report on CMAM, IYCF E and multiple micronutrient supplementations, maternal and adolescent nutrition.
- Supply Report (RUTF, F-75, F-100, IFA and medicine for systematic treatment)
- The ENO specific tasks (coordination, technical support, supervision, etc.) (to be submitted by first week of following month). Upon submission and verified by Technical Supervisor, the monthly payment will be processed.
- Field Visit report and follow-up report
- Specific deliverables such as training reports will be submitted on a need-base
- NAW, NVAC and other related events report on their involvement and support
- Other assigned task/s report
G. Qualification and experience requirement:
- University degree in Health, Nutrition, or related technical field.
- A minimum of two years of professional experience in one or more of the following areas is required: nutrition,public health ,nutrition planning and management, or maternal , infant and child health/nutrition care.
- Demonstrated strong competencies in drive for results, communication and working with people
- Knowledge of the local health system is essential
- Experience in working with government counterparts and civil society organizations will be an asset
- Excellent communication and presentation skills.
- Fluency in English required.
- Willingness to travel frequently, including hard to reach and remote areas
H. Administrative issues:
- Consultant will get 2,16,000 BDT per month per ENO(Inclusive).
- Consultants will be responsible to pay all taxes as per government rules and regulations.E-Zone will make statutory deductions towards income tax as per government rules and regulations.
