E-Zone HRM Limited is now accepting applications from Bangladeshi Nationals for the following vacancies under third party outsourcing contract modality:

Logistics Assistant

Duty Station: Cox’s Bazar.

Contract Duration: 12 Months

Number of Vacancies: 1(One).

Contract Type:  Contract with E-Zone.

Contract Start Date: 1 July 2022

Reporting to: Education Manager, Cox’s Bazar Education 

A. Objectives:

To hire a Logistics Assistant to support Education section in logistics related activities. The incumbent will be working under Cox’s Education section and will be primarily responsible for managing education section related logistics activities.

B. Background:

The Logistics Assistant is required to support Education section in logistics related activities. The section is involved in huge supply of teaching and learning materials in support of the Rohingya education response. UN Agency is working with about 10 Education partners to operate and manage about 2,800 learning centers in 33 Rohingya camps. Huge procurements and supplies are done and distributed to ensure teaching and learning, hence the need for a dedicated education logistics assistant to ensure that the projects are efficient and effective through structured procurement and distribution processes.

C. Scope of work:

Planning

  • Support in preparing the supply and distribution plan for Cox Education Section;
  • Update the supply plan in collaboration with implementing partners and Supply focal and ensure that Sales Order’s are raised against the plan;
  • Develop the specification, material numbers, indicative prices for planning and order raising in consultation with supply and procurement section in BCO to prepare;
  • Update materials specification regularly and maintain specification database.
  • Support the warehouse/logistics officer in planning the arrival of Education supplies in warehouse;
  • Review the Education Section stocks and ensure that FIFO policy is implemented and there is no ageing of stocks beyond 6 months;
  • Prepare monthly dispatch plans;

Warehouse

  • Inspect the quantity and quality of education supplies received against the Purchase Orders (PO) or any other relevant documents;
  • Support the warehouse/logistics officer and education team in preparing dispatch plans and organize the distribution of supplies to relevant consignees, inform consignees, ensure space is available before dispatch and follow up on receipt of acknowledgment of goods from partners;
  • Tracking/coordinating supplies receipt in IP warehouses;
  • Participate in full stock counts;
  • Prepare distribution plan for education section related supplies in collaboration with logistics and education program teams;-FIFO

Partner

  • Report systematically/regularly on the IP’s stock levels, expiry items and edging stocks with Education and Logistics teams;
  • Visit partner warehouses for assessments and review, to ensure that warehouses are well organized, requisite warehouse management tools are in place and implemented, prepare reports in the prescribed standard format and update; Follow up on action points and ensure that they are addressed and finalized;
  • Share warehouse visit report with PD managers and seek feedback from PD managers and Supply Focal
  • Visit the distribution points of partners, conduct end user monitoring visits, prepare reports and ensure that action points are fully addressed by partners in consultation with Supply Focal and PD managers
  • Support IPs in maintaining and keeping their warehouses clean and neat. Ensure that safety equipment for warehouses eg. fire extinguishers are available and located in the appropriate areas within the warehouse, and that their expiry dates are regularly monitored, and action taken for replacement/ refill when required.
  • Conduct physical count of the IP’s warehouses at least once in a year in collaboration with the respective IP.
  • Contribute to partner capacity building through partner visit activities and supporting on weak warehouse management areas. Conduct on job warehouse management training for IP warehouse staff;
  • Support to develop distribution plan for warehouse materials in consultation with Supply Focal.

D. Tasks and Schedules:

  • Drafting of supply plan and update on monthly basis;
  • Prepare specifications, search for material numbers in catalogues;
  • Prepare monthly dispatch plan and ensures supplies are distributed;
  • Number of IPs warehouse visited and prepare visit report and update the status;
  • Visit distribution points of IPs;
  • Conduct end user monitoring visits, prepare visit report and follow up on action points;
  • Review education stock reports and take action for distribution of supplies; 

E. Profile Requirements Qualification Skills  :

  • Completion of university degree is required, preferably supplemented by technical or university courses related to supply chain, business administration, contract/commercial law, or another relevant technical field.
  • A minimum of 5 years of relevant administrative experience in supply chain management or a commercial context is required. Understanding of development and humanitarian work is an advantage.
  • Fluency in English is required.

F. Administrative Issues:

  • Consultant will be located at Cox’s Bazar and report to Education Team Lead, UN Agency Cox’s Bazar Field Office. However, the consultant will be needing to travel to camps and host community in Cox’s Bazar.
  • Consultant will get 1,00,000 BDT per month (consolidated) including travel and DSA; other cost of communication equipment, PC etc. are to be borne by the consultant.
  • Officer place, working station will be in Education Section & Warehouse, UN Agency Cox’s Bazar Field Office as per requirement.
  • Computer and communication will be borne by the Consultant.
  •  Stationary and other office equipment will be borne by the Consultant.
  •  Travel cost and travel arrangement in the field, will be borne by the consultant.
