A. Background:
Health Services Division (HSD) of the Ministry of Health and Family Welfare is implementing the ‘Health and Gender Support at Cox’s Bazar District (HGS-CXB)’ OP to provide Health, Family Planning, Nutrition (HNP) and Gender-Based Violence (GBV) including PSEA response services to the host community as well as the Forcibly Displaces Myanmar Nationals (FDMNs) living in the Cox’s Bazar district. As per the Project Appraisal Document (PAD) as well as the financing agreement signed between the Government and the World Bank, the four UN agencies (WHO, UNFPA, UNICEF, and IOM) are implementing the Direct Project Aid (DPA) funded activities of the OPs. As per the signed agreement, UNICEF is designated to implement Maternal, Neonatal, Child, and Adolescent Health, Nutrition, and EPI related activities and repair & renovation of the Upazilla Health Complexes and adjacent residential buildings, UNFPA is assigned to implement the Family Planning and Gender-based violence prevention and response services related activities and repair & renovation of the Union Health and Family Welfare Centers and MCWCs, IOM is designated mainly for reconstruction, renovation, and repair of the Community clinics and District Sadar Hospital and to provide support to Cox’s Bazar district hospital. WHO is designated for surveillance and coordination-related activities. There is a provision for the recruitment of a Coordinator for the Ministry of Health and Family Welfare (MOHFW) under the HGS-CXB OP. To implement the activity, WHO Bangladesh is providing technical assistance to MOHFW coordination team in Dhaka and Coordination.
B. Recipient: Line Director, Health and Gender Support at Cox’s Bazar District (LD, HGS-CXB)
C. Scope of work:
The Coordinator, MOHFW will be accountable to the Line Director (LD) of Health and Gender Support at Cox’s Bazar District (LD, HGS-CXB) and Deputy WHO Representative to Bangladesh. The Coordinator will work under the direct supervision of the LD-HGS-CXB to perform the following functions:
D. Terms of Reference (TOR):
- The Coordinator, MOHFW will be based at LD Office, Dhaka to provide overall support to LD, HGSP, MOHFW for the developments of the operational action plans, outlining the activities and resources (staffing, equipment' s, funding) under HGS-CXB OP;
- Prepare HGS strategy, fleld monitoring action plan and develop the work plan and provide guideline for field operations of MOHFW Coordination Center;
- Support to prepare HNP and GBV related IEC and advocacy materials, review the training modules and lesson plan under HGS-CXB OP;
- Develop supervision /monitoring checklist for MOHFW Coordination Center and other relevant authorities working with MOHFW under HGS-CXB OP;
- Organize stakeholder progress monitoring meetings, collect progress monitoring reports from the UN agencies, and update Line Director and Program Manager of HGS-CXB OP; update program director with coordination for administrative activities at the central level with ensuring logistic managements for field operation;
- Monitor and report on the implementation of health interventious based on local situations/developments make appropriate recommendations to the MOHFW through Line Director HGS project;
- Collaborate with relevant ministries and other stakeholders to undertake the gap analysis to support health system strengthening efforts under HGS-CXB OP;
- Prepare and submit quarterly progress report to LD, HGS-CXB OP and to the focal person based on the submission by four UN agencies;
- Follow up on any technical issues with local level field management and provide oversight to assessments and monitoring in the field under HGS-CXB OP;
- Maintain close professional relations with all the MOHFW officials, UN agencies, and WHO officials when as required;
- Perform such other duties that may be assigned by the supervisor
E. Required Qualifications:
Education:
Essential: Postgraduate/Master’s degree in Public Health (MPH)/Management/Public Administration/Development Studies or any other relevant subject from any recognized University or Institution;
Desirable: Master’s in Development Studies would be added an advantage.
Experience:
Essential: At least seven years of relevant working experience in any health-related Development Project/Programme;
Desirable: Experience in working with the Government/Development Partner agencies.
Skills:
- Computer skills in MS Word, Excel and Powerpoint, etc;
- Ability to work in a team;
- Excellent Coordination, Communication and interpersonal, etc skills.

F. Consultancy Costs:
Monthly salary: The Coordinator will get BDT 153,695 per month (consolidated).

Administrative Issues:
- Office place, the working station will be in LD Office, PMMU, Dhaka.
- The Coordinator will be responsible to pay all taxes as per government rules and regulations. E-Zone will make statutory deductions towards income tax as per government rules and regulations.
