Field Coordinator-Operations for MOHFW Coordination Centre, Cox’s Bazar

Duty Station: Cox’s Bazar

Contract Duration: 9 Months (possibility of extension). The contract might be extended upon the availability of funds, the necessity of the extension, and based on satisfactory performance and deliverables.

A. Background:

Health Services Division (HSD) of the Ministry of Health and Family Welfare is implementing the ‘Health and Gender Support at Cox’s Bazar District (HGS-CXB)’ OP to provide Health, Family Planning, Nutrition (HNP) and Gender-Based Violence (GBV) including PSEA response services to the host community as well as the Forcibly Displaces Myanmar Nationals (FDMNs) living in the Cox’s Bazar district. As per the Project Appraisal Document (PAD) as well as the financing agreement signed between the Government and the World Bank, the four UN agencies (WHO, UNFPA, UNICEF, and IOM) are implementing the Direct Project Aid (DPA) funded activities of the OPs. As per the signed agreement, UNICEF is designated to implement Maternal, Neonatal, Child, and Adolescent Health, Nutrition, and EPI related activities and repair & renovation of the Upazilla Health Complexes and adjacent residential buildings, UNFPA is assigned to implement the Family Planning and Gender-based violence prevention and response services related activities and repair & renovation of the Union Health and Family Welfare Centers and MCWCs, IOM is designated mainly for reconstruction, renovation, and repair of the Community clinics and District Sadar Hospital and to provide support to Cox’s Bazar district hospital. WHO is designated for surveillance and coordination-related activities. There is a provision for establishing a MOHFW Coordination Cell in Cox’s Bazar comprising of a group of Consultants including two Field Coordinators under the HGS-CXB OP. To implement the activity, WHO Bangladesh is providing technical assistance to MOHFW coordination team in Dhaka and Cox’s Bazar.

B. Recipient: Line Director, Health and Gender Support at Cox’s Bazar District (LD, HGS-CXB)

C. Scope of work:

The Field Coordinator-Operations (FC-O) will be accountable to the Line Director (LD) of Health and Gender Support at Cox’s Bazar District (LD, HGS-CXB) and Head of Sub-Office, WSO-CXB. The Field Coordinator-Operations  will work under the direct supervision of the Chief Coordinator, MOHFW Coordination Cell in Cox’s Bazar, and will perform the following functions:

D. Terms of Reference (TOR):

  1. The Field Coordinator, Operations will be based in Cox’s Bazar to maintain constant liaison, coordination, collaboration, and provide technical assistance to the CS, DDFP, Superintendent, UH&FPOs, and UFPOs to implement the activities of HGS-CXB OP;
  2. Support the Chief Coordinator to ensure effective planning, implementation, resource management, and operations of health and Family Planning facilities under HGS-CXB OP ;
  3. Ensure necessary technical assistance to Chief Coordinator and respective local health authorities in HGS-CXB OP and related meetings, Strategic Advisory Group meetings, other health, and family planning sector meetings;
  4. Represent MOHFW in different meetings and provide necessary suggestions    including monthly Upazila Coordination meetings;
  5. Undertake regular field visits to supervise and monitor the implementation of the activities under HGS-CXB OP and visit the different health facilities to ensure standard HNP and GBV services to identify gaps, assess progress, coordinate health interventions, monitor and support program implementation, and take appropriate action based on the findings;
  6. Ensure data collection, collation, management and analysis, interpretation, timely reporting, feedback, and actions required in the implementation of HGS-CXB OP ;
  7. Provide technical, operational, and coordination support on community engagement throughout all phases of the incident management cycle under HGS-CXB OP ;
  8. Facilitate developing communication material, advocacy materials, training materials, MOU, SOP, supervision and monitoring materials, and recording-reporting forms under HGS-CXB OP;
  9. Provide support to prepare different reports and timely reports to the Ministry of Health and Family Welfare, and 4 UN agencies under HGS-CXB OP ;
  10. Support ongoing Immunization activities and Supplementary Immunization Activities (SIAs) for host communities as well as FDMNs;
  11. Provide support in capacity building and training on disease surveillance, and outbreak response under HGS-CXB OP;
  12. Provide technical support in strengthening AFP, Measles, and other vaccine-preventable diseases (VPD) surveillance activities, assess the requirement of EPI vaccine and other logistics under HGS-CXB OP;
  13. Guide, coordinate, and assist relevant sectors and authorities in the appropriate preparedness and response to any emergency and outbreaks;
  14. Support MOHFW leadership  in case of any emergencies in Cox’s Bazar;
  15. Perform any other responsibilities/duties assigned by the LD, HGS-CXB as well as by the Chief Coordinator and HOSO, WSO-CXB.

E. Required Qualifications:

Education:

Essential: Postgraduate/ Master’s degree in Public Health (MPH)/ Management/ Development Studies or any other relevant subject from any recognized University or Institution;
Desirable: Master’s in Development Studies would be added an advantage.  

Experience:
Essential: At least five years of relevant working experience;
Desirable: Experience in working with the Government/Development Partner agencies.

Skills:

  • Computer skills in MS Word, Excel and Powerpoint, etc;
  • Ability to work in a team;
  • Excellent Coordination, Communication and interpersonal, etc skills.

F. Consultancy Costs:

Monthly salary:  Each Field Coordination-Operations will get BDT 153,695 per month (consolidated).

Administrative Issues:

  1. Office place, the working station will be in MOHFW Coordination Cell in Cox’s Bazar.
  2. Field Coordinator will be responsible to pay all taxes as per government rules and regulations. E-Zone will make statutory deductions towards income tax as per government rules and regulations.
