VACANCY ANNOUNCEMENT

Our client, a social enterprise with a clincial network in 63 districts in  Bangladesh, is seeking applications from interested and eligible candidates for Chief Executive Officer positon. This company through its clincial network  provides primary health services to poor and marginalized populations in Bangladesh.  Approximately half of the clinics operate in rural areas; the remaining provide services to urban and peri-urban populations. The range of services currently provided through the organization are family planning, child health and immunization services, limited curative care, tuberculosis identification and treatment, antenatal and postnatal care, and labor and delivery services. This social enterprise is part of the Government of Bangladesh’s commitment to Universal Health Coverage (UHC) and is expected to expand service offerings to include additional family health services, which will entail providing new services in some cases and/or expanding the client base to newly targeted groups in others.

This organization‘s executive management team is headed by the CEO. The tenure of the current CEO will expire in 2020.  A replacement candidate must be identified and able to assume the CEO position no later than the beginning of December 2019.

Chief Executive Officer (CEO)

Job Location: Head Quarter based in Dhaka.

General Summary:

The CEO assumes overall responsibility for the implementation of the companies  mission, strategy, and  annual goals and objectives, specifically ensuring that they are provided in a timely, client-centered, and efficient manner while meeting the highest quality standards possible.  The CEO is responsible for building and maintaining a senior leadership team that can effectively serve the needs of their clients. Specifically, the CEO will supervise direct reports who manage the marketing, revenue generation, financial management, administration, and service delivery functions of the company  The CEO is also responsible for developing the annual budget, securing Board approval, and prudently managing the organization's resources within those budget guidelines according to current laws and regulations. The CEO assures the organization and its mission, programs, products, and services are consistently presented in a strong, positive image to relevant stakeholders. The CEO is responsible for developing strategies and overseeing their implementation for customer- oriented service delivery, service expansion, revenue and business growth, and diversification of revenue sources for long-term sustainability of serving the poor.   Additionally, and with the Board Chairman, the CEO enables the Board to fulfill its governance functions. In addition, the CEO supports operations and administration of the Board by advising and informing Board members and interfacing between Board and staff. 

Reporting to:

  • Reporting to the Board of Directors and supervising the Director of Compliance, the Chief Financial Officer, the Chief Clinic Operations Officer, the Chief Management Officer, the Director of Human Resources and Organizational Development, and the Director of Programs and Marketing. 

Principal Duties and Responsibilities:

  • Providing leadership to the organization and the senior management team.
  • Ensuring effective management of resources including recruitment, supervision and development of policies, and systems and the staff to support them. 
  • Demonstrating and promoting a culture of creative thinking, challenging the status quo, and embracing change for growth and relevance.
  • Developing a mid-long term strategic business plan aligned to HSE’s vision and objectives, bringing the board members along, and implementing.
  • Preparing and presenting (to the  board) an annual operational plan and a budget 
  • Providing  appropriate presentation and reporting on the progress of the organization and matters relevant to the discharge of its obligations
  • Identifying, building, and maintaining business partnerships on behalf of HSE to advance the value propositions by this service delivery network.
  • Maintaining functional relationships with relevant stakeholders including the Government of Bangladesh.
  • Acting as the spokesperson at public events including local, regional, and international.
  • Identifying  and  securing  funding  to  support  delivery  of  the  strategic  business  plan  and maximize income from a mixed portfolio of services to ensure independence and sustainability.
  • Providing sound, clear and timely information and advice to the Board based on professional knowledge and understanding of the field. The CEO assists the HSE Board Chairman and Board to fulfil the mission, vision and objectives of company.
  • Supporting the  Board Chairman to organize and convene Board and Annual General Meetings in a way that is consistent with the HSE Memorandum and Articles of Association.

Job Qualifications:

  • Experience of managing a large enterprise
  • Proven track record of implementing effective strategies to improve and/or expand delivery of health services
  • The ability to measure the results and achievement of company’s  programs and problems and understanding of the importance of making sound management decisions that affect positive change.  
  • Proven track record of recruiting and retaining highly qualified, gender-balanced staff and maintaining gender-sensitive HR policies, procedures, and practice.
  • Creative, versatile and innovative, someone able to create and deliver shared value with partners and businesses to serve the poor and vulnerable. Someone prepared at the leading edge of thinking and willing to work outside the comfort zone.
  • Knowledge of the Bangladesh health system.
  • Has the capacity to convey complex messages verbally and in writing in both Bangla and English.
  • Prior experience securing financing for their business activities strongly preferred.
  • A Master’s degree in a relevant field such as public health, business, health financing or management.
  • A minimum of 15 years of experience managing complex service delivery programs, companies, or social enterprises. Previous CEO experience with a growing company or organization strongly preferred. Prior experience serving on NGO, social enterprise, or health services organization boards of directors encouraged.
