CBM works with persons with disabilities, their families, national and local partner organisations, alliance partners including UN agencies, global organisations, and Disabled Persons’ Organisations. (DPOs).
The current portfolio of projects in Bangladesh ranges through inclusive health care including community mental health, empowerment and rights promotion of persons with disabilities through community based inclusive development approaches, emergency relief and rehabilitation, research, advocacy and inclusive development initiatives.
CBM is currently part of a consortium (led by Concern Worldwide Bangladesh) which is implementing a large scale health programme titled “Essential Healthcare for the Disadvantaged in Bangladesh”, funded by DFID. The programme aims to increase access to quality essential healthcare for the disadvantaged, including people with disabilities, through innovative approaches and covering around 2 million people in urban and rural areas in the underserved, remote coastal areas in the south of Bangladesh. The programme duration is 3.5 years from 2019- 2022 and implementation will be done in partnership with DRRA.

Project Coordinator

Objective
To oversee implementation of CBM programme work in disability inclusive development under “Essential Healthcare for the Disadvantaged in Bangladesh” (EHD) project while ensuring alignment and close working with both internal and external stakeholders. The Project Coordinator will take an active role and is expected to lead in the design, planning, implementation, reporting and MEAL activities for the designated project. This also includes development, strengthening, and management of relationships with all participating stakeholders.
Main duties and responsibilities:
Coordination:
- Support grant management in line with contractual obligations;
- Conduct regular supportive supervision, participatory reviews, capacity building and engagement of key stakeholders as required;
- Develop and maintain excellent working relationship with consortia members, implementing partner, participating stakeholders and line Government Ministries and Agencies;
- Ensure voice of persons with disabilities in the programme through meaningful participation in decision making process;
- Represent CBM in project management committees and relevant working groups and ensure learning is shared as appropriate;
- Work closely with implementing partner to assess project progress on a routine basis and provide support for improvement;
- Support partner in organizing relevant programme events such as meetings, trainings, peer review, workshops among others;
Monitoring and reporting:
- Ensure monthly/quarterly activities planning, forecasting and performance analysis for the EHD project;
- Ensure the funds are spent in accordance with consortium requirements and limits along with government rules and regulations;
- Document lessons learned and good enough practices including development of internal and external mechanisms for knowledge sharing on disability inclusive essential health care for the disadvantaged;
- Collect high quality stories of change and case studies to feed into programme MEAL framework;
- Ensure development of high quality programme reports in collaboration with implementing partners/stakeholders and ensure timely submission of the same;
- In line with the MEAL framework, regularly monitor and report on performance of the programme.
- Orient and support partner to ensure DFID and Concern’s policies and procedural requirements are met;
- Monitor project progress and ensure that payment triggers are realistic and on targets;
- In consultation with partner, plan implementation considering value for money and identify control and delivery risk to guide CBM management to respond appropriately;
Capacity building:
- Liaise with technical advisors and partners to ensure availability of appropriate tools in guiding trainings and other capacity development initiatives;
- Mentor and coach participating teams in the implementation of disability inclusive activities with a view to enhancing awareness and practice on inclusive health among consortium members and target stakeholders;
- Support health facilities to increase their accessibility and inclusiveness;
Required qualifications, competences and experience:
- Relevant degree in Development Studies, Social Sciences, Public Health;
- Knowledge of training tools and methods;
- Minimum of 5 years’ relevant work experience within NGO sector implementing large-scale/complex development program;
- Experience in participatory approaches in disability inclusive health and empowerment programming;
- Demonstrated experience of developing, managing and strengthening partnerships with a range of diverse partners, consortia and alliances in the field of essential healthcare;
- Effective use of IT including Excel, Navision, Word, Power Point and managing database;
- Experience in application of the Human Rights Based Approach (HRBA) in development;
- Working knowledge of disability sector in Bangladesh;
- Excellent writing, communication, facilitation and presentation skills;
