The current portfolio of projects in Bangladesh ranges through inclusive health care including community mental health, empowerment and rights promotion of persons with disabilities through community based inclusive development approaches, emergency relief and rehabilitation, research, advocacy and inclusive development initiatives.

CBM is currently part of a consortium (led by Concern Worldwide Bangladesh) which is implementing a large scale health programme titled “Essential Healthcare for the Disadvantaged in Bangladesh”, (EHD) funded by DFID. The programme aims to increase access to quality essential healthcare for the disadvantaged, including people with disabilities, through innovative approaches and covering around 2 million people in urban and rural areas in the underserved, remote coastal areas in the south of Bangladesh. The programme duration is 3.5 years from 2019- 2022 and implementation will be done in partnership with DRRA.

Finance Coordinator

Job Location: Dhaka (with frequent travel to field locations)

Contract Duration: Two-year renewable contract 

Contract Type: Full time

Contract Start: As soon as possible

Objective

Finance Coordinator is a core member of ‘EHD Project Management Team’ and takes responsibility for overall financial management of EHD Project, provide necessary guidance and support to partner to implement the project, ensure quality control of financial transactions, records, payroll and financial performance reporting. S/he will also be responsible for supervising the financial management, consortium reporting and legal compliance in close coordination with both internal and external stakeholders.

Main duties and responsibilities: 

Budgeting and Planning:

  • Ensure the budgeting, financial planning, forecasting and performance analysis for the EHD project;
  • Ensure that funds are spent in accordance with consortium requirements and limits along with government rules and regulations;
  • Co-ordinate and support CBM and Concern Worldwide in delivering budgets and forecast as required;
  • In coordination with partner, produce monthly management accounts, monthly/quarterly financial reports in a timely, accurate and consistent manner;
  • Liaise with the project team and provide ad hoc financial reports as may be required;

Consortium Reporting:

  • Ensure the effective implementation and oversight of donor’s policies and procedures on consortium partnership management;  
  • Collate and consolidate financial reports on a timely basis for review and feedback;
  • Ensure systems are in place to report on an output based payment model;
  • Be responsible for the collation and generation of monthly invoices to the lead agency;
  • Ensure evidence to support deliverables and payment triggers are verified and assessed to be accurate and allowable;
  • Ensure Value for Money principles are adhered to throughout the project and produce progress reports as required against pre-determined VfM criteria;

Partnership Support & Monitoring

  • Provide advice, support and guidance to implementing partner on an on-going basis;
  • Orient and support partner to ensure DFID and Concern’s policies and procedural requirements are met;
  • Develop the capacity of project staff so that they can meet the consortium compliance requirements;
  • Ensure the financial risks and responsibilities associated with payment by results and project deliverables are fully understood by all concerned;
  • Monitor project progress against payment by result criteria and in conjunction with the Project Coordinator ensure payment triggers are realistic and on targets;    
  • Frequent visit to partner office and field locations to assess financial systems and control and support for improvement;
  • Ensure all consortium requirements are met and adhered to in relation to the procurement of assets, regular inspection and verification of project assets;
  • Perform periodic audits or spot-checks and take corrective actions to ensure strong financial management and controls;
  • Ensure development of quality reports and other financial statements within agreed timelines, verify correctness and provide feedback to partner;
  • Maintain database of reporting records;
  • Report critical financial issues to CBM and partner management and engage actively in the resolution of identified issues;

Fund Management

  • Prepare and share pre-financing/payment requests to consortium lead for approval;
  • Develop a monitoring system for the flow of funds (control of cash flow and pre-financing requirements);
  • Develop documented processes for tracking and monitoring the various project milestones for sign off;
  • Conduct regular support visits to partner project office and field locations to assist with capacity building at various levels;
  • Conduct spot checks and verification of documentary evidence to deter any mismanagement;

Required qualifications, competences and experience:

  • Relevant degree in Finance, Accounting or Business Administration, part qualified professional qualification (Chartered Accountancy) will get preference;
  • Minimum of 5 years’ relevant work experience within NGO sector implementing large-scale/complex development program, consortium project working experience is desirable for this position;
  • Proven experience of working with partners and supporting them to implement financing and accounting principles;
  • Advanced skills with MS Office (particularly Excel) and accounting packages (particularly Tally), knowledge in MS Navision and MS SharePoint solutions advantageous;
  • Excellent writing, communication, facilitation and presentation skills;
