Coordinator - Emergency Response

CBM is an international development organization, committed to improving the quality of life of persons with disabilities in the poorest countries of the world. CBM works with persons with disabilities, their families, national and local partner organizations, alliance partners including UN agencies, global organizations, and Disabled Persons’ Organizations. (DPOs).

CBM has been in Bangladesh since 1972 and formally established a country office in 2006. The current portfolio of projects in Bangladesh ranges through inclusive health care including community mental health, empowerment and rights promotion of persons with disabilities through community based inclusive development approaches, emergency relief and rehabilitation, research, advocacy and inclusive development initiatives.

Since November 2017, CBM and its partner Centre for Disability in Development (CDD) are implementing humanitarian response for the Rohingyas in Cox’s Bazar. The key activities of the response are provision of primary health and rehabilitation services, running of inclusive child friendly space, inclusive education in emergencies as well as technical support to mainstream humanitarian organizations to include persons with disabilities in their humanitarian response.
 

Job Location: At Cox Bazar, Bangladesh (with need based visits to Dhaka) 

Responsibility: to lead the emergency response team at Cox Bazar

Reporting to: Humanitarian & DRR Manager

A. Objectives of the position:

  • The Coordinator - Emergency Response will coordinate the CBM’s Rohingya refugee response through and with its partner organization Center for Disability in Development.
  • To support partner organization in implementing, monitoring and evaluating a coherent, inclusive and quality humanitarian response to Rohingya response in Cox’s Bazaar, Bangladesh.
  • To ensure quality production of weekly, monthly, mid-term and final project completion reports and timely submission to donors.  
  • To prepare itinerary, accompany different visitors/ donors and ensure successful visits.
  • To liaise with different Sectors, Working Groups, Task Forces to ensure effective and meaningful coordination and collaboration.
  • To work with the line manager, Emergency Response Unit and implementing partner (CDD) on new proposal development.

B. Main Tasks

Projects are delivered with maximum efficiency and professionalism to bring a positive change to the lives of people with disabilities through technical guidance and support to the partner:

  • Ensure the Core Humanitarian Standards and Humanitarian Inclusion Standards are implemented within the project(s) and are being followed up by the partner.
  • Capture organizational learning from experience through monitoring and evaluation to continue improving the program quality.
  • Provide leadership, guide and management support the program manager and project managers/ team leaders to ensure that projects are implementing in line with project proposal, log-frame and agreed action plan in line with budget and time.
  • Support CDD in improving the MEAL framework including clear learning opportunities, knowledge products to be captured during the course of project implementation.
  • Support CDD's Program Manager in putting beneficiary feedback/ accountability mechanism in place, jointly monitor the system in order to allow voices of beneficiaries being taken into account.
  • Do regular field visit to ensure projects activities are delivered as per agreed action plan and within the budget.

Ensuring high quality reports with agreed timeline and format:

  • Ensure timely production of quality financial and narrative reports for donors and Situation Reports for Senior Management on project outcomes and overall Rohingya operation as agreed with the different stakeholders.
  • Responsible for management of assigned donor contracts within the portfolio, including ensuring quality and timely reporting to donors and other liaison as needed.
  • Ensuring that the project delivers high quality reports with agreed time line and format to demonstrate the project result.

Monitoring of budget utilization:   

  • Ensure regular monthly monitoring of project budget utilization. Where variances between plans and actual expenditures arise, ensure justifications are provided and future planning is adjusted where required.
  • Ensuring effective and efficient utilization of resource and project specific materials.
  • Review and monitoring of the budget implementation to ensure value for money in collaboration with partner organization

Natural disaster preparedness:

  • Ensuring that project activities are designed, developed and implemented in line with ISCG cyclone/monsoon preparedness, response and Inclusive DRR plan.
  • Support line manager to liaise between Emergency Response Unit (ERU) and implementing partner(s) for ensuring smooth problem solving and decision making.
  • In consultation with line manager and CDD Cox’s Bazar and Kutupalong based colleague develop contingency plan for upcoming cyclone/monsoon season, so that in case of emergency CBM/CDD would able to respond quickly, timely and effectively.
  • Identify appropriate measures for staff and people with disabilities (living in CBM/CDD working camps and host community) to prepare for and respond to cyclone/monsoon season.

Develop, strengthen and maintain strong external representation within Cox’s Bazar:  

  • Participate in relevant Sector (Health, Protection, and Child Protection), Working Groups, Task Forces (Age & Disability Task Force) coordination meetings and building highly collaborative working relationships with mentioned fora in order to explore opportunities for CBM/CDD to promote inclusion of people with disabilities in humanitarian actions.
  • Maintain stakeholder relationships with humanitarian community in Cox’s Bazar (GoB, UN, INGOs, NGOs, donors, consortia).
  • Coordinate CBM Bangladesh representation in external fora in line with CBM core values.
  • Represent CBM during different visits from donor delegates and other stakeholders. 
  • Represent CBM in different fora at Cox’s Bazar level

C. Required qualifications, competences and experience:

  • Master’s Degree in social science, international development, disaster management or any other relevant discipline.  
  • Proven experience in program implementation and management in development and humanitarian setting (minimum five years).
  • Excellent interpersonal communication and coordination skills. Fluent in spoken and written English and ability to prepare quality reports and presentations for a range of key audience
  • Knowledge on disability inclusion, working with people with disabilities will be an asset
  • Good knowledge on computer (MS Word, MS Excel MS PowerPoint)
  • Ability to communicate independently with donors, visitors, advisors.
