About ETI Bangladesh

ETI Bangladesh Ltd. (ETI BD) was established with the aim of designing and delivering workplace and advocacy programmes in Bangladesh that address challenges to achieving decent work, reducing poverty and increasing sustainable economic development of the country. ETI BD is an independently registered subsidiary of the Ethical Trading Initiative (ETI).
Since 2013, ETI Bangladesh have collaborated with factory workers; buyers and suppliers; Trade Unions (TUs); NGO’s and Government to implement solutions that benefit workers within the Ready-Made-Garment (RMG) sector, Bangladesh’s largest export industry.
Within this extremely challenging industry, where labour rights abuses have been commonplace, we follow a rights-based approach, enabling participation by rights-holders to advance respect for workers’ human rights. We therefore focus on the promotion of transversal issues, namely: workers human rights, decent work, gender equality, just transition and social inclusion.
We collaborate with the private sector to implement the ETI Base Code; an internationally recognised code of labour practice founded on the conventions of the ILO. And we advocate for improved regulatory and legal governance of industry, along with better buyer / supplier relations that can embolden manufacturers to improve pay and working conditions.

ETI Bangladesh’s Organizational Strategy focuses on four strategic goals:

1. Social Dialogue: Improving industrial relations by increasing the capacity for Social Dialogue on a supplier level and nationally including with MSME’s and high-potential export industries
2. Gender Sensitivity and Women Empowerment: Lobbying and advocating for policy changes, increasing awareness and capacitating key actors on the supplier level and nationally
3. Climate Change and Worker Rights: Identify challenges occurring in the intersection between Climate Change & Workers’ Rights; designing and implement initiatives based on Just Transition Principles to mitigate them
4. HRDD Principles: Contribute toward Decent Work goals by increasing awareness, capacitating key actors and conveying initiatives based on supply chain HRDD Principles

ETI Bangladesh is looking for enthusiastic and qualified candidates as Programme Manager, based in Dhaka,
Bangladesh for administration of programme activities in its strategic goal area – 3 & 4 stated above.

Job Title: Programme Manager-Just Transition and HREDD
Report to: Sr. Manager-Programme, Evidence & Learning

Job Statement: The Programme Manager will oversee the coordination and administration of all aspects of the ETI Bangladesh programmes, primarily under the strategic goals on climate change & worker rights and HRDD principles including planning, organising, implementing, staffing and managing all programme-related activities.

Main Purpose:
Working closely with the Sr. Manager-Programme, Evidence & Learning and Country Manager, the role is intended to lead successful implementation and growth of ETI’s Programme in Bangladesh, especially but not limited to promoting green transition and environmental sustainability in RMG and Tannery/leather sector based on the just transition framework and HREDD principles. The Programme Manager will be responsible for planning and managing implementation of ETI Bangladesh and JETI’s Programme activities in Bangladesh, which involves developing and maintaining strong and positive relationships with our member brands/buyers and their suppliers, industry and national business associations, trade unions, donors, and other key stakeholders. S/he will also be closely working with ETI Bangladesh Programme Manager-Social Dialogue, gender and women empowerment and other relevant units (Monitoring, Evaluation and Learning, Finance and Admin, Communication etc.).

Key Responsibilities:
Program management:

  • The Programme Manager will be responsible for planning (monthly, quarterly and annual work plan, programme-related procurement plan, programme/project wise budget) and managing implementation of
    ETI Bangladesh programme activities in Bangladesh and working with our member brands, companies, industry associations, trade unions, donors, and other key stakeholders
  • Establish smooth coordination with various programme components and the finance department to ensure activities/interventions are planned and implemented according to the budgetary provisions of various
    projects/programmes. Support with innovative ideas and strategies to utilize the budget for maximizing impacts with value for money
  • Provide advisory /technical support to the programme team for managing consultancy contracts (with individual consultants and/or institutional consultants) and ensure expected outputs/outcomes are delivered
  • Participate in and provide with the update to the project/programme coordination meetings to be organized by the respective donors, consortium, partner organization, ETI secretariat or JETI entities
  • In coordination with the individual pillar/component leads, ensure necessary progress reports are timely prepared and submitted to the respective donors and stakeholders as applicable

Stakeholder engagement and advocacy:

  • The Manager will support the Sr. Manager and Country Manager in developing, managing and strengthening multi-stakeholder partnerships with private sector, government, trade union, research organization, academia, international development agencies, media and civil society organizations. These could be in the form of technical, financial, or implementation focused collaborations
  • Facilitate various working groups/platforms/network with necessary intellectual and organizational inputs/support and represent ETI Bangladesh in various platforms/forums
  • Design and implement the evidence-based advocacy plan with creative tools/techniques to maximize the outcomes from stakeholder engagement and advocacy interventions
  • Lead/facilitate organizing meetings/dialogue with suppliers, brands/buyers, trade unions, government, industry and national business associations and other actors to popularize the issues around green social dialogue, green transition, renewable energy, environmental sustainability, gender, climate change, just transition, HREDD and industrial relationship
  • Participate in ETI Just Transition Working group and provide with necessary insights/country update to make the discussions effective


Communications and events:

  • The manager will stay abreast of key events related to his or her areas of focus, and develop and execute on a communications plan to strengthen the influence of ETI Bangladesh Programme externally.
  • In association with the Communication Unit, make sure that interventions and achievements are wellfeatured on various online platforms including ETI website, and other social media platforms aligning with ETI Bangladesh communication strategies

Monitoring, evaluation, and learning:

  • Work closely with the Monitoring and Evaluation Unit and Sr. Manager-Programme, Evidence & Learning the Programme Manager will take lead on preparing overarching reports for donors and other key stakeholders.
  • The Programme Manager will be responsible for supporting the monitoring and evaluation practices associated with the program, including capturing, analysing relevant information/data to consolidate program learnings and develop new programme approaches to strengthen impact.
  • In association with the PMEL unit, the Programme Manager shall lead smooth coordination with various units to ensure timely data/information are produced, used and updated and/or reported in the relevant platforms (ETI-BD website, PODIO, PMEL tracker etc.) and interpreted properly in the reports and documents
  • Prepare and implement learning consolidation and learning sharing plan targeting both national and international stakeholders using multiple channels including online and offline platforms
  • Coordinate with respective units (i.e. PMEAL, Communication) and lead team members to develop case studies, learning documents, summary reports and make sure these are timely disseminated with the targeted stakeholders.
  • In coordination with monitoring and evaluation unit, update project/programme result framework and contribute to developing M&E framework for new programme/projects.

Training and capacity building:

  • Lead on designing and implementing training and capacity building programmes/initiatives for workers, workers representatives, sectoral level federations, factory managers/supervisors, brand local representatives, business associates etc.
  • Guide project/programme’s team members in conducting TNA, developing training modules, contents, handouts, IEC materials
  • Lead on designing and implementing BCC campaign/awareness-raising interventions
    Design and facilitate training events, workshops, learning events as appropriate.

Institutional development:

  • Work with ETI-BD senior management team for development and implementation of the year-wise
    operational plan of the ETI Bangladesh three-year strategies
  • Contribute to the institutional development and organizational sustainability through exploring scope for revenue generation, providing innovative ideas/concepts, developing new projects/programmes and customized products/services under different workstreams, especially under the strategic goals on climate change & worker rights and HREDD principles
  • Lead on capacity development of the programme team by identifying existing gaps/needs and providing necessary on-job and institutional support to make sure team members are capable to produce expected deliverables on time
  • In association with Sr. Manager-Admin & Finance, initiate on-time steps to receive annual feedback from the team members, conduct annual performance review, design and implement annual staff development plan and lead on preparing inputs for ETI- Bangladesh year in Review event with JETI entities
  • Lead relevant team members under the component of climate change & just transition and HRDD

Other responsibilities: The manager may also be expected at times to contribute to other areas of work based on availability and organizational need.

Qualifications:

  • Master’s degree in environmental science, geography, industrial/chemical engineering, environmental economics/environmental sociology or related subject with proven track record of working on the issues related to climate change, green energy, environmental sustainability and just transition.
  • Minimum seven to ten years’ relevant work experience, preferably in international development, NGO and/or responsible business.

Competencies:

  • Strong project and team management skills, including managing teams and multiple projects distributed in several geographies/locations.
  • Knowledge of, or experience in supply chain issues, labour rights, climate and environmental issues, green transition, renewable energy, just transition, HREDD laws and policy framework, Bangladesh labour and environment related laws/policies, women’s empowerment, and gender equality.
  • Strong time management and organizational skills, including the ability to meet stringent deadlines, communicate progress on projects or event planning, and work with Sr. Manager-Programmes, Evidence
    and Learning, and Country Manager to coordinate multiple projects concurrently.
  • Excellent interpersonal skills for working with both internal and external stakeholders
  • High degree of self-control and self-motivation toward excellent deliverables and strong interest in sustainability issues and role of business in creating a just and sustainable world.
  • Proven experience in training and capacity building interventions including skills in training needs assessment, and training/workshop facilitation
  • Capacity to work and thrive in a growing, fast-paced, entrepreneurial organization with a collaborative environment.
