Start Network is made up of more than 50 aid agencies across five continents, ranging from large international organisations to national NGOs. Together, our aim is to transform humanitarian action through innovation, fast funding, early action, and localisation. We're tackling what we believe are the biggest systemic problems that the sector faces. Problems including slow and reactive funding, centralised decision-making, and an aversion to change mean that people affected by crises around the world do not receive the best help fast enough, and needless suffering results.Our work focuses on three areas to change the system:Localisation: shifting power to those closest to the front line for more effective response.New forms of financing: providing fast, early, and predictable funding to improve community resilience and preparedness. Collective innovation: sharing expertise, insights and perspectives to shape a more effective humanitarian system.

Start Network programmes in Bangladesh are comprised ofStart Fund Bangladesh (SFB), Disaster Risk Financing (DRF) and Organisational System Strengthening Initiatives (OSSI). These programmes are currently supported by several donors and development partners. This pooled fund mechanism has the set-up to provide funding to targeted, pre-selected national and international humanitarian agencies through a national civil society owned mechanism that is governed by transparent, neutral, collective decision making and responsive to humanitarian crisis in any parts of the country. Two of those programme streams i.e., DRF and OSSI are currently hosted by Eco-Social Development Organisation (ESDO), is a member of Start Network Bangladesh.

Eco-Social Development Organisation (ESDO) started its journey in 1988 with a noble vision to stand in solidarity with the poor and marginalized. Being a people` centered organization, ESDO envisioned for a society which will be free from inequality and injustice, a society where no child will cry from hunger and no life will be ruined by poverty. Near about three decades of relentless efforts to make this happen, ESDO has embraced new grounds and opened up new horizons to help the disadvantaged and vulnerable people to bring meaningful and lasting changes in their lives. During this long span, ESDO has adapted with the changing situation and provided the most time-bound services especially for the poor and disadvantaged. A community focused and people centered approach has been adapted by ESDO while consideration was given to the national policy and Sustainable Development Goals (SDGs) as its guiding principle. ESDO is one of the most dynamic organizations expanding its development interventions across 283 upazilas under 49 districts of Bangladesh covering over 10 million poor and vulnerable people.

Embassy of Switzerland in Bangladesh is working to promote broader access for the population to resources, services and political decision-makers. Economic development in rural areas linked with more efficient local government is helping to reduce poverty. Swiss development cooperation aims to improve living conditions for poor and disadvantaged sections of the population. Aspects of good governance and human rights have an important role in this work. Giving disadvantaged population groups more say is expected to bring more social justice.Bangladesh is currently sheltering more than 900,000 people who have fled the violence in neighbouring Myanmar and taken refuge in the border region of Cox’s Bazar. In view of the scale of need, Switzerland has provided CHF 30 million in assistance since the violence escalated in 2017. This humanitarian action has enabled the refugees to gain access to drinking water, food, sanitation and health care. In addition to emergency aid, the SDC is supporting medium-term development activities in the area in order to assist local host communities.

The proposed project will strengthen the capacity of local and national humanitarian agencies operating in Cox’s Bazar, in turn expanding their space to learn and act more independently, negotiating their scope of accessing more direct humanitarian funding from donors, and delivering more effective humanitarian responses.The projectis divided into three main stages of the capacity strengthening journey – the due diligence and onboarding of local and national agencies, the strengthening of organisational systems, and the enabling of direct access to funds for local and national NGOs.

The OS managerwill be working closely with partnership coordinator as well as team of Start Bangladesh and 10 partners/ members of the Start Bangladesh to deliver project activities This particular role requires competencies to : 1) Selected organisations have systematically articulated and recognised their capacity strengthening needs; 2) Selected organisations have improved systems and demonstrated progression in their organisational development indicators; 3) Selected organisations are better prepared and more confident to access funding

To be successful in this role, she/he will perform coordination and communication and play supportive role to complete assign task timely. This role will also have a function with implementing projects with the Partnership Coordinator overseeing DDA process, and also supporting to hire consultant, vendor and provide logistic support to arrange different types of event time to time. This position is responsible for communication and coordination with partner, issues of contract management, and works closely with partner provide them mentoring coaching support and as part of this project he will be responsible to arrange different kind of training, workshop eventand Relationship management with different entity Start Bangladesh, host, partner and government.

Working hours-40 hours per week & contract duration 12 Months (Full time).  ESDO is inviting applications from interested qualified candidates for the position.

Job Responsibilities

Project management and Relationship management

  • Prepare a project implementation plan in coordinating with Start Bangladesh team and ensure that planned interventions are delivered on time within the stipulated scope of project 
  • Establish and maintain regular communication with targeted local NGOs in Cox’s Bazar
  • Assist the Partnership Coordinator in the daily project management both organizational and substantive matters, including budgeting, planning, supervising, monitoring and coordinating the project to ensure its results are in accordance with the Project Document, Annual Work Plan and the rules and procedures established in the SFB Project Implementation Procedures
  • Assist the Partnership Coordinator in preparing terms of reference for consultants and subcontractors in line with relevant host procedures.
  • Analyse the expenditure (budget Vs actual) of project interventions, report and ensure expenditure rate is positive.
  • As per project plan Assist the Partnership Coordinator in preparing terms of reference for consultants and vendor in line with relevant host procedures.
  • Assist partnership coordinator and coordinate with vetting provide to complete DDA for partner and regularly communication with different stakeholder
  • Assure the project’s compliance with the terms of agreement

Strengthening systems of L/NNGO partner agencies

  • Organize workshop to facilitate the co-creation of organisational system strengthening plan (OSSP) for selected member L/NNGOs and ensure that those plans are effectively resourced, implemented and pursued by the member agencies
  • Arrange and provide logistic support in organizing workshops, trainings, seminars, arrangements and any other events, etc.
  • Assist member agencies to support the implementation of those plan
  • Design, contextualise, translate and print specific modules and handbooks, with support from vendors and host agencies
  • Conduct field visit to support members with OSSP, and assist
  • Provide regular mentoring support to the partner agencies to implement their OSSP and other solutions
  • Develop materials and processes for specific areas/topics identified as needed for capacity development of partners, including training, mentoring and coaching of partners, peer learning and other methodologies.

Monitoring, Documentation and Communication

  • Ensure comprehensive and quality monitoring and data collection at each stage of the project as per Result Framework i.e., initiation, implementation, evaluation, and closing phase.
  • Follow-up consultant, partner and service provider to document the progress
  • Prepare Monthly/quarterly/annual and need-based plans and share with partner organizations and relevant colleagues in the project.
  • Ensure reports meet quality standards in terms of language and are fed with appropriate field information,
  • Prepare many Learning documents and case studies to promote the visibility of the project and project learnings.

Educational Requirements Graduation in disaster management, environmental science, social science or relevant field.

Experience Requirements At least 5 year(s)of experience in national humanitarian context.

Essential Skills:

  • Experience in capacity building and mentoring in a relevant sector
  • Relevant theoretical and applied knowledge on capacity building, organizational development at local and national level
  • Proven experience of the humanitarian localisation agenda.
  • Demonstrable track record of success building partnerships and alliances in humanitarian response.
  • Effective stakeholder and relationship management.
  • Solid communications, influencing and persuasion skills.
  • Good writing and editing skills, including fluent written and spoken skills in Bangla and English.
  • Ability to prioritise tasks, meet deadlines and work independently.
  • Highly positive and proactive with high-level influencing and negotiating skills.
  • Capacity to manage demanding workloads, often in complex environments.
  • Aptitude to prioritise tasks, work independently and to tight deadlines.
