Start Network is made up of more than 50 aid agencies across five continents, ranging from large international organisations to national NGOs. Together, our aim is to transform humanitarian action through innovation, fast funding, early action, and localisation. We're tackling what we believe are the biggest systemic problems that the sector faces. Problems including slow and reactive funding, centralised decision-making, and an aversion to change mean that people affected by crises around the world do not receive the best help fast enough, and needless suffering results.Our work focuses on three areas to change the system:Localisation: shifting power to those closest to the front line for more effective response.New forms of financing: providing fast, early, and predictable funding to improve community resilience and preparedness. Collective innovation: sharing expertise, insights and perspectives to shape a more effective humanitarian system.

Start Network programmes in Bangladesh are comprised ofStart Fund Bangladesh (SFB), Disaster Risk Financing (DRF) and Organisational System Strengthening Initiatives (OSSI). These programmes are currently supported by several donors and development partners. This pooled fund mechanism has the set-up to provide funding to targeted, pre-selected national and international humanitarian agencies through a national civil society owned mechanism that is governed by transparent, neutral, collective decision making and responsive to humanitarian crisis in any parts of the country. Two of those programme streams i.e., DRF and OSSI are currently hosted by Eco-Social Development Organisation (ESDO), is a member of Start Network Bangladesh.

Eco-Social Development Organisation (ESDO) started its journey in 1988 with a noble vision to stand in solidarity with the poor and marginalized. Being a people` centered organization, ESDO envisioned for a society which will be free from inequality and injustice, a society where no child will cry from hunger and no life will be ruined by poverty. Near about three decades of relentless efforts to make this happen, ESDO has embraced new grounds and opened up new horizons to help the disadvantaged and vulnerable people to bring meaningful and lasting changes in their lives. During this long span, ESDO has adapted with the changing situation and provided the most time-bound services especially for the poor and disadvantaged. A community focused and people centered approach has been adapted by ESDO while consideration was given to the national policy and Sustainable Development Goals (SDGs) as its guiding principle. ESDO is one of the most dynamic organizations expanding its development interventions across 283 upazilas under 49 districts of Bangladesh covering over 10 million poor and vulnerable people.

The Local Coalition Accelerator is a new platform to support Global South (GS) LNOs to lead in the design and execution of large-scale systems change, and directly access the significant bilateral and multilateral financing that is currently channeled almost exclusively to and through UN or INGO vehicles. The LCA’s mission is to build the infrastructure to shift greater funding and power to local actors, while also changing donor processes and systems to be more conducive to localization.

This project from the LCA supports the development of more resilient, “disaster ready” communities over 3 years in coastal Bangladesh, through a coalition of 16 local NGOS and CSOs. This initiative also facilitates coalition building to demonstrate the strength of a locally rooted coalition as they lead programme design and delivery and receive direct funding from major donors. The position “Lead Facilitator -Sundarban Coalition” will provide intensive coalition building support to all the coalition members, in collaboration with and support from the lead agencies, Start Fund Bangladesh and the Share Trust. The key purpose of this role is to help coalition members to collectively cocreate a coalition building roadmap, support organisational development of the coalition members, so they collectively strengthen the disaster resilience of the communities they work with. This is a Dhaka-based position, with extensive travel to Southwest region in Bangladesh. This position is part of the wider Start programme team in Bangladesh and will be technically supported by the Start Bangladesh Secretariat; and work in close partnership with Coalition leadership and LCA to ensure the key deliverables.

This is a full-time position, with 40 working hours per week &08Monthcontract duration. ESDO is inviting applications from interested qualified candidates for the position.

Job Responsibilities

Design and facilitate the Coalition Building

  • Lead the design and planning of the key meetings that are instrumental to collectively shape the pathways/roadmap for the formation and evolution of the coalition.
  • Review the diagnostic results of due diligence assessments and prepare a SWOT analysis for all the coalition members as preparation for the orientation/retreat.
  • Organise Coalition Orientation and Kick-off Retreat: developing all key content/activities, roles for participants, detailed “run of show” agendas
  • Drafting an “aggregated coalition map” of shared service areas, opportunities for collaboration, group strengths and weaknesses – as an output from the retreat

Establish Coalition Governance and decision-making

  • Lead the planning of an extensive workshop to define the design, principles, protocols, and ways of working for the Coalition Governance
  • Review relevant literature, prepare workshop contents, and design key tools to facilitate the workshop in an inclusive and reflective manner
  • Provide a service function to the Coalition Governance Committee/s to enable equitable participation, and transparent decision-making
  • Conduct relevant induction and training for the Coalition Governance Committee/s

Facilitate the Design of Joint Action Plan (JAP)

  • Design and facilitate workshop to engage Coalition members in the preparation of a joint action plan for the Coalition
  • Prepare detail budget for the implementation of Joint Action Plan
  • Design and facilitate Joint Action Planning Progress Review and Reflection meetings
  • provide troubleshooting and technical assistance throughout JAP implementation as and when required

Coordination and communication

  • Act as a primary contact point of Start Bangladesh for the coalition; and share Coalition updates to the Start Secretariat and seek support from the Secretariat as and when required 
  • Apply both online e.g., videoconference and in-person arrangements for all the meetings and workshops, pending C19 and travel capabilities.
  • Prepare inception report / work plan well in advance of each of the four major sessions for review and approval by Start Bangladesh, Uttaran and Share Trust.
  • Lead on the development of membership engagement materials for Coalition members

Personal profile

  • We are seeking a dynamic humanitarian with good knowledge on localisation, DRR and resilience.  This position will be responsible to facilitate all the orientations, training and workshops for laying the foundations of the Coalition, its governance and joint action plan, in consultation and coordination with all the stakeholders including Coalition leadership team, Start Fund Bangladesh Secretariat and Share Trust/LCA.
  • Track record of facilitating trainings and workshops involving multiple stakeholders
  • Proven experience of working in collaboration and partnership to deliver diversify programmes
  • Strong understanding of emerging trends in the humanitarian sector esp. localisation, community based DRR, climate resilience 
  • Good understanding and experience of interagency collaboration and partnerships
  • Ability to multi-task without less supervisory support and manage competing demands across time zones

Employment Status Full-time 

Workplace Work at office, with extensive field visit at the south-western region of Bangladesh

Educational Requirements Post-graduate degree in relevant discipline (e.g., humanitarian, international development)

Experience Requirements At least 5 year(s)plus experience on humanitarian, international development. Experience in network and consortia is desired
