Eco-Social Development organization (ESDO) Eco Social Development Organization (ESDO) is a well reputed National NGO founded in 1988 and working in 49 districts of Bangladesh. ESDO in Partnership with Plan International Bangladesh is implementing the Gender Responsive School & Community Safety Initiative (GRSCSI) Project project at 3 unions (Keder, Kochakata and Bollober Kash) of Nageswari upazila under Kurigram district. The project is started from July 2021 with view to achieve the set results and was supposed to end in April 2024. Before starting project activities in the field, project need to know present situation of all result indicators that will be measured at the end of project period. The study will be carried out to assess the current situation of targeted right holders and duty bearers and engagement of CSOs, education and disaster management offices to ensure safe and secure learning environment. This will measure the status of the project objectives, as well as outcomes/results and document with findings, learning & recommendations. This will also contribute to developing M&E plan & result matrix for project implementation as well as to guide guide the overall impact indication of the project in the lives of the children, adolescent & young peoples. Base line information on right holders and duty bearers will be used to measure the changes through the project efforts in selected locations in 34-months. So an agency or individual consultant needs to be contracted on behalf of ESDO and Plan International Bangladesh to carry out the Base line study as per these Terms of Reference (ToR).
