Background:

In Bangladesh, the Government of Bangladesh has recently prioritized adolescent health and nutrition in its National Plan of Action for Nutrition (NPAN-2) and issued direction to provide iron-folic acid (IFA) supplements and nutrition education to adolescents. Nutrition International supports (financially and technically) the Institute of Public Health Nutrition (IPHN)/ National Nutrition Services (NNS), DGHS for the adolescent nutrition interventions through its ongoing projects. This includes support in streamlining supply of iron and folic acid (IFA) supplements, education on mens- trual hygiene management for adolescent girls, WASH education in schools, and behavior change intervention (BCI) to improve knowledge, attitudes, and practices of adolescents regarding each of these issues, including nutrition. As Government of Bangladesh’s technical partner for nutrition, Nutrition International also works closely with Directorate of Secondary and Higher Education (DSHE) and provide support on adolescent nutrition and take forward the agenda of adolescent nutrition in Bangladesh.

Job Responsibility:

Objective: The District Coordinator will the focal point for adolescent and women’s health and nutrition program and responsible for leading all program related activities in the district.

This position will report to the National Program Officer, Adolescent and Women’s Health and Nutrition, Nutrition International for program activities and to ENROUTE for administrative purposes.

1. Advocacy and liaison with the government

  • Travel extensively in the Upazilas of the project districts for advocacy activities.
  • Maintain constant and intensive liaison with the district level different government officials of District Education Officer (DEO), Upazila Secondary Education Officer (USEO), Civil Surgeon, Department Women Affairs (DWA) and MOHFW , Deputy Director Family Planning, Upazila Health Complex and Upazila Family Planning to discuss  progress, identify gaps, show evidence and advocate for corrective actions.
  • Advocate to all the government officials and field workers for increasing the coverage of IFA supplements among Adolescents / pregnant women during monthly reviews and field visits.

2. Planning

  • Travel extensively in the upazilas of the project districts to participate in important government planning meetings.
  • Coordinate with District level MoHFW officials, District education officer (DEO)’s , Department of Women’s Affairs (DWA) and  h others to ensure discussion on the IFA supplementation program  during the monthly meetings and the frontline workers are encouraged to discuss this further with pregnant women , Adolescents and their caregivers during home visits.

3. Capacity building

  • Visit Upazila Education office (UEO), School teachers, health facilities, such as   Community Clinic (CC), EPI centre, Satellite Clinic (SC), Union Health and Family Welfare Centre, Upazilla Health Complexes (UHC), Maternal Child and Welfare Centre (MCWC), on a regular basis to discuss process, review constraints and provide suggestions for solutions. 
  • Participate in the monthly district and sub districts/Upazila meeting and update on project progress to the government district and upazila managers of both education department, School Management committee (SMC) Health and Family planning Departments, Department of women’s Affairs (DWA),
  • Undertake on the job capacity building of system functionaries via discussions by on-the-job training, review meetings and field visits.
  • Support the USEO, UH&FPO and or any government official in the preparation of the training reports to be sent to DEO office, IPHN.

4. Strengthening supply and delivery system

  • Facilitate meeting with the head of the schools / guide teacher to maintain records of logistics and distribution of the IFA, communication materials and job aids for the adolescent’s
  • Facilitate meeting with Civil Surgeon, Upazila health & family planning officer to maintain records of logistics and distribution of the IFA, communication material and job-aids.
  • Provide on the job training to health functionaries, School teachers on estimation of requirement of IFA supplements for their catchment areas and to maintain adequate supply.

5. Behavior change communication

  • Negotiate on a one-to-one basis or during monthly meetings with District education officer, District Civil Surgeon, Deputy Director Family Planning, Upazila education officer, Upazilla Health and Family Planning Officer and Upazilla Family Planning Officer to motivate health and family planning functionaries, School teachers to seek out the pregnant women/adolescent through IFA distribution, home visits and providing counseling on benefits, proper dosage, and duration for the same.

6. Monitoring and supportive supervision

  • Support for streamlining the government HMIS reporting system through providing format at all levels to record # of school # of Adolescent # of pregnant women and # of IFA provided to Adolescent / pregnant women on the reporting mechanism.
  • Undertaking field visits for monitoring of health functionaries with help of monitoring checklist and utilizing that information to inform district level discussions and negotiations.

This position requires extensive travel in the upazilas of the project districts for all above program activities.

Compensation & Benefit:

  • Salary: Monthly gross salary for this position is BDT 34,000
  • Travel Expenses: Will get monthly BDT 17,600 as travel expense (BDT 800 for per working day and 22 days per month)
  • Eligible for Festival Bonus, PF, Gratuity & Insurance as per company policy

Educational Requirement: Minimum master’s degree from a recognized university with 3-5 years working experiences in development field.

Experience Requirement:

  • Working experiences in nutrition and health related NGOs experiences will be added advantages.
  • The position based in district level, so extensive field travel (80% ) will be performed each month.
  • Computer skilled in MS word, MS excel and power point is mandatory.
