Purpose

The Project Officer-Protection, under the supervision of Project Manager is responsible for implementation and monitoring of progress and guaranteeing the quality standards of “Protection and Education in Emergencies for Children and Their Caregivers Rohingya Refugees and Host Communities in Cox's Bazar, Bangladesh”.

S/he works closely with partners in project implementation, giving support to project field team and to ensure the quality of deliverables for better impact in the camps on protection including child protection, gender mainstreaming and education. 

Engagement

The Project Officer-Protection will be responsible for implementing the “Protection and Education in Emergencies for Children and Their Caregivers Rohingya Refugees and Host Communities in Cox's Bazar, Bangladesh” project plan and providing support in the implementation. The Project Officer-Protection will also act as a coordination point for community Engagement. Responsible for working closely with partners and ensure effective implementation.  S/he will represent protection including child protection, gender mainstreaming and education component at camp and host community level, amongst humanitarian actors and in the community. S/he is expected to support on sectoral assessment, project planning and coordination. In most circumstances, the post holder will be expected to mentor and/or build capacity of implementing partners on the field.

Delivery
  • Contribute to develop detailed implementation plan (DIP) and is responsible for implementing project activities with the partners.
  • Monitor the project activities, provide technical support for child protection, gender mainstreaming and education and liaison with other service providers in the Camp and host community level.
  • Prepare different periodic (monthly, quarterly) progress reports, event reports, case studies/ good practice and submit to the Project Manager, Cox’s Bazar.
  • Ensure capacity building to the team with working and providing training and/ or mentoring.
  • Supervise Educo supported learning facilities, multipurpose center and community level activities.
  • Develop modules on protection including child protection; collect and document necessary information and data for reporting.
  • Coordinate and participate in different meetings, orientations and workshops organized by Protection and Education sector.

Provide Technical support to project team on protection including CP, GBV and MHPSS.

  • Provide support to development of and technical design for Educo’s protection programming in the areas of child protection, gender-based violence, and mental health/psychosocial support. This includes feeding into design for new projects.
  • Maintain an up-to-date awareness of the protection situation on the ground and inform the Project Manager and other colleagues of any recommended changes in implementation.
  • Participate in protection-related Cluster/Sector/Sub-sector meetings and any relevant technical working groups on behalf of Educo. They will be responsible for supporting to build relationships with protection-mandated agencies and interagency fora at the field level and as required.
  • Provide technical guidance that includes training materials to the volunteers/community mobilizers and teachers to facilitate training, workshop etc.
  • Assess the capacity gaps of project field team and prepare work plan and implementation.

Planning and Ensure Timely Implementation of Project activities

  • Ensure all activities and interventions are conducted and adopted maintaining technical integrity and the deadline.
  • Work closely with partners and field team and provide proper guideline, manage field staffs, and ensure their deliverables are being accomplished within the stipulated time frame while enhancing the organizational visibility on field. 
  • Prepare action plan for effective execution of the project activities.
  • Ensure effective and efficient implementation of planned and approved activities.
  • Ensure smooth operation of the assigned learning facilities and multipurpose center collaboration with partners.
  • Provide technical support to the field team to ensure safety security of the learners, children and adolescent of the humanitarian project.
  • Take initiatives to enhance the capacity of the teachers, facilitators, children and adolescent.

Liaison and Communication with Relevant
Stakeholders and local government

  • Develop and maintain professional relationship with local government agencies, NGOs, Child Protection, GBV and Education Sectors and Sub-Sectors, along with other stakeholders in camp and host.
  • Pro-actively contacts the different governmental authorities at the camp and host community to provide updates, ensure good relationships and smooth coordination with them, explaining Educo activities, policies and guidelines.
  • Attend camp level meetings and disseminate/share it update to the Line Management and concerned colleagues.
  • Support to the Project team with the communication to the local authorities and acts as the main focal point for all kind of local authorities

Enhance Capacity of Community Stakeholders

  • Coordinate with stakeholders at the host and Rohingya community.
  • Facilitate the field staff for enhancing the community engagement initiatives for efficient functioning of programme activities.
  • Enhance capacity of the community members for ensuring a safe community for the children working with partners.

Documentations

  • Provide technical assistance in preparing Concept note, Project Proposal on protection including child protection, GBV and Education to Project Manager on his/her specific area of specialization.
  • Support in preparing administrative documentation and addressing any other authorities’ solicitations as needed at the national, local, and camp level.
  • Prepares the administrative documentation (i.e., Need Assessment, assist in preparation of FD7, NGOAB reports, letters, completion reports, reports to CiC etc.) with support from the program teams and collects the appropriate signature(s)

Reporting

  • Assist the Project Manager, and relevant staff in monitoring, documentation and developing the donor reports.
  • Deliver any required change of activity assigned by Management.

Education

Post-graduation in Development Studies/Education/Child Protection/Social Science and/or any other relevant subject. Any degree from foreign universities will be highly appreciable.

Experience and Requirements

  • At least 2 – 3 years working experience in protection including Child Protection in Emergency (CPiE) and GbV
  • Experience facilitating training and developing training modules and materials and working with partners/PNGOs.
  • Having experience sectoral approach and developing JRP proposal
  • Experience in working at camp and host community in Rohingya emergency response.
  • Experience in developing necessary reports and case studies.
  • Ability to develop creatively program vision and planning
  • Ability to follow procedures, meet deadlines, and work cooperatively with team members
  • Be patient and have team building attitude by being respectful to others

Salary and Benefits

 

Monthly Consolidated Salary:
