Since 1999, in Bangladesh we have been implementing development programs in the marginalized urban and rural areas and with time we expanded our works to broader geographical areas. Currently, Educo Bangladesh is implementing large number of development and humanitarian projects which are funded by different internal and external donors; like KOIKA, EU/UNOPS, Child Fund Alliance, ADEY, Barnfonden, AECID, Mango etc. in various districts of Bangladesh.

Currently, we are looking for a ‘Project Officer’ under Educo Humanitarian Response based at Cox’s Bazar.

Title Project Officer
Purpose The Project Officer, under the supervision of the Project Manager of Humanitarian Response, Cox’s Bazar is responsible for providing the overall programmatic and technical support to Project Manager and Implementing Partners in monitoring of progress and guaranteeing the quality standards of humanitarian projects in Cox’s Bazar. S/he also provides guidance to the MPC In-charge, Facilitators/Volunteers and contributes to project/program activities for better impact in the camps on child protection, gender mainstreaming, DRR and CCA activities.
Engagement The Project Officer will be responsible for implementing the humanitarian project planning and providing overall guidance, technical support/advice to the implementing partners. The Project Officer will also act as a coordination focal point for Community Engagement. S/he will represent child protection, gender mainstreaming, DRR and CCA component at camps and host community level, amongst humanitarian actors and in the community. S/he is expected to support on sectoral assessment, project planning and coordination. In most circumstances, the post holder will be expected to mentor and/or build capacity of implementing partners on the field.
Delivery The position holder must accomplish the below deliveries but not least
  • Contribute to develop detailed implementation plan (DIP) and is responsible for implementing projects activities with the partners in line with sectoral and donor guideline.
  • Monitor the partners’ project activities, provide technical support for child protection, gender mainstreaming and DRR and CCA and liaison with other service providers in the Camps and host community.
  • Coordinate and participate in different meetings, orientations and workshops organized by different relevant sectors and internally.
  • Prepare different periodic (monthly, quarterly) progress reports, event reports, case studies/good practice and submit to the Project Manager of Humanitarian Project, Cox’s Bazar.
  • Supervise Educo supported learning facilities, multipurpose center and community level group and its activities.
  • Develop modules on protection, DRR and CCA; collect and document necessary information and data for record keeping and reporting.

Job Summary:

The Project Officer will work closely with program and support staff including finance, administration to assist Project Manager, so that the intervensions will be implemented according to timeframe, budget and quality.

Provide Technical Support to Partners on CP, DRR & CCA and Education.
  • Provide support to development of and technical design for Educo’s protection programming in the areas of child protection, gender-based violence, and mental health/psychosocial support. This includes feeding into design for new projects.
  • Maintain an up-to-date awareness of the protection situation on the ground and inform the Project Manager of Humanitarian Response, Cox’s Bazar and other colleagues of any recommended changes in implementation.
  • Organize training, orientation workshop for partner on project issue so that partner staff can implement the project activities with standard and quality.
  • Provide technical guidance that includes training materials to partners to facilitate training, orientation, workshop etc.
  • Assess the capacity gaps of partner staffs and define detail work plan for capacity building and timely implementation.
  • Provide necessary supports in organizing DRR and CP related Day Observance and campaign events for successful completion.

Planning and Ensure Timely Implementation of Project Activities
  • Ensure project activities and interventions are conducted and adopted maintaining technical guidelines, integrity, and the deadline.
  • Provide proper guideline, coordinate with field staffs, partners and ensure their deliverables are being accomplished within the stipulated time frame ensuring organizational visibility. 
  • Prepare action plan for ensure effective execution of the project activities followed the project’s guideline and timeline.
  • Organize dialogue events between children, A&Y, parents/caregiver and duty bearers in camps and host community.
  • Facilitate the tree plantation related to DRR resilience in coordination with relevant stakeholders and authorities.
  • Ensure smooth operation of the assigned learning facilities and multipurpose center in collaboration with partners and govt. authorities.
  • Provide technical support to partner to ensure safety security of the learners, children, adolescent, and staffs of the projects.
  • Take initiatives to enhance the capacity of the volunteers, facilitators, children, and adolescent.

Liaison and Communication with Relevant
Stakeholders and Local Government
  • Develop and maintain professional relationship with LGAs, NGOs, Child Protection, GBV and other relevant Sub-Sectors, along with other stakeholders in camp and host community.
  • Maintain active coordination with different governmental authorities at camps and host community to share updates, strengthen professional relationships and smooth coordination, explaining Educo activities, policies and guidelines
  • Attend governmental authorities' meetings and disseminate/share it’s update to Line Management and relevant colleagues
  • Participate in protection-related Cluster/Sector/Sub-sector meetings and any relevant technical working groups on behalf of Educo to build relationships with protection-mandated agencies and interagency forum at field level and as required.
  • Participate in livelihood, DRR and CCA related workshop, meetings organize by humanitarian actors and sectors in camps and host community level in Cox’s Bazar.
  • Support to the Project team communicating with local authorities and acts as the main focal point for all types of local authorities

Enhance Capacity of Community Stakeholders
  • Ensure capacity building of partner staffs through providing coaching, orientation, training and/or mentoring.
  • Plan and organize capacity building trainings on DRR and risk assessments at the camps and community level.
  • Develop DRR action plan through community resource mapping led by CBDMC and school DRR groups.
  • Facilitate the partner’s staff for enhancing the community engagement initiatives for efficient programming.
  • Facilitate community participation and accountability in humanitarian crises and   natural disasters and disaster risk mitigation measures to ensure community protection.

Documentations
  • Support technical assistance to Project Manager, Partner and colleagues in developing Concept note, Project Proposal on Child protection, DRR & CCA and Education as of expertise.
  • Support in preparing administrative documentation and addressing any other authorities’ solicitations as required.
  • Prepares the administrative documentation (i.e., Need Assessment Form, assist in preparation of FD7, NGOAB reports, letters, etc.) with support from the program teams and collects the appropriate signature(s).

Education:

Post-graduation in Development Studies/Education/Child Development/Social Science and/or any other relevant subject.

Experience and Requirements:
  • At least 3–4 years working experience in Child Protection/Child Protection in Emergency (CPiE) and DRR mainstreaming programme and WaSH.
  • Experience facilitating training, developing training modules and materials and working with partners/PNGOs.
  • Proven knowledge of DRR and CCA initiatives at both micro and macro level as well expertise in information collection on DRR.
  • Experience in working at camps and host community in Cox’s Bazar in Rohingya emergency response
  • Experience in developing necessary reports, case studies.
  • Ability to develop creative program vision and planning implementation guidelines

Salary and Benefits:

Monthly Consolidated Salary is BDT 75,725 (Taka Seventy-Five Thousand Seven Hundred and Twenty Five only) with all benefits. In addition, entitle for Insurance benefits, Yearly Leave Encashment and Mobile Allowance as per Educo People and Culture Policy.
