Educo Bangladesh is looking for a Project Manager for Rohingya Response Program

We are Spain based global development NGO with more than 25 years of experience that works for the interest of Children and in defense of their rights, especially the right to a quality education. Our institutional philosophy (Mission, Vision, Values and Principles) is firmly established on a commitment in pursuit of Children’s wellbeing. We have three strategic development goals, which center on the Right to Education, the Right to Protection, and Governance.

In Bangladesh, Educo has been working since 1999 with aims to empower Children to express their views, ideas and opinions, and to exercise leadership. At the same time, Educo works with duty bearers, especially Parents and Local Government Institutions, to create an enabling environment for Children where they can influence the decisions that affect them.

However, Educo Bangladesh is going to launch a new Program at Cox’s Bazar, named “Rohingya Response Program", subject to the approval of the Government of Bangladesh. The Organization is now looking for a Project Manager for this new Project.

  • Advise programme staff on the development of project budgets and financial proposals ensuring that these comply with Educo and Donor requirements.

  • Assesses effectiveness of business/programme, systems and procedures.

JOB SUMMARY:

The Project Manager, under the supervision of the Head of Mission, Cox’s Bazar, will be responsible for the day-to-day implementation of project implementation, will work closely  with program and support staff including finance, administration to ensure the day-to-day activities are implemented according to schedule, budget, and required quality; and will provide substantive inputs in outlining a strategic plan for the implementation of program/project/s including identifying target areas/projects, approaches of operation for effective programming and achieving maximum results.

RESPONSIBILITIES:
  • Take the lead in the implementation of project/s that is adapted with the needs of the stakeholders, ensuring its coherence with the Program Framework along defined standards of quality, integrity and timeliness, ensuring relevance, efficiency and positive impact in the lives of the children;
  • Conduct analysis and deliver the periodic review of project execution of various project components  to ensure coherence with Educo and external funding donor approved results, budget and regulations; monitors (including periodic field trips) and evaluates issues and concerns, new opportunities related to project implementation to support quality implementation of the project and optimal service delivery; and recommends appropriate courses of actions to address the same; 
  • Provide oversight functions and advise team members in the submission, consolidation and preparation of timely monthly and quarterly reports as needed and submits the reviewed & consolidated report to the Head of Mission;
  • Provide leadership in building sustainable and mutually-beneficial partnerships, collaboration, cooperation with local authorities (CIC, RRRC, etc), networks, implementing partners and village camp leaders/protection units towards strengthening the child protection mechanism to reduce exposure of children to risk in the Rohingya refugee camp;
  • Plan activities, projects and intervention in collaboration with the Project staff with optimum use of human, material and financial resources ensuring positive outputs and outcome at all times;
  • Ensure continuous learnings and improvement in project management to further build team member’s capacity in humanitarian implementation and innovation;
  • Sustain consistency in the preparation and submission of project reports ensuring compliance with Educo and donor regulations/requirements.

COMPETENCIES:
EDUCATION:
  • Master’s Degree in Management, Social Sciences, public administration, social work/dev’t work and / or any related field.
EXPERIENCE:
  • 5-8 years of experience focused in the management of development/humanitarian Projects involving communities to promote child rights and child protection, including supervisory experience required.
  • Experience in project management related to child rights, child protection in emergency (CPiE), education in emergency
  • Demonstrated the ability to manage team, budgets and programs.
  • Demonstrated ability to successfully initiate and maintain positive relationships with different stakeholders is vital to effective performance.
  • Demonstrated attention to detail, ability to follow procedures, meet deadlines, and work cooperatively with team members is required.
LANGUAGE:
  • Position requires language skills in both English and Bangla at an advanced level. Knowledge about local dialect of CXB is preferred.
  • Excellent communication skills, both verbally and in written.
KNOWLEDGE:
  • Knowledge on project management
  • Knowledge and experience on Child Protection/Child Protection in Emergency, Education in Emergency, child rights
  • Knowledge of Sphere standards and other training in humanitarian response preferred
  • High computer literacy with a full knowledge of office applications

SALARY:
Consolidated monthly salary will be BDT. 130,000. Salary is negotiable based on Competency, Experience and Salary history.
