Purpose

The position supports Project Managers of the Adolescent and Youth Development Program to ensure quality project implementation in line with GIF, GPF, and CPF. It leads the update of national A&Y Development guidelines and promotes a systematic approach to mainstreaming adolescents and youth across programs.

The role provides technical guidance for designing, implementing, and monitoring A&Y and gender equity interventions. It contributes technical inputs for concept notes, proposals, and technical documents, and offers field-level support to partners and operational teams. The position acts as the technical focal point for all A&Y Development and mainstreaming initiatives within Educo Bangladesh.

Engagement
  • Contribute in developing/preparation organizational level planning process like country strategy, Annual Operational Plan and so on. Provide leadership supports to project managers and technical inputs for the designing, developing, and implementation of A&Y development initiatives for Educo.
  • Review and update Adolescent and Youth guidelines and gender policy and roll out the policy to country level.
  • Connect with the multi-disciplinary program teams and other relevant departments to incorporate youth development and gender equality as cross cutting issue.
  • Maintain relationship with government line departments and other like-minded I/NGOs, UN bodies for effective coordination and policy dialogue in the field of A&Y empowerment and Gender equality issues.
  • Support the design and implementation of capacity building activities for Educo and partner staff and this could include training, on-the-job-training, coaching, mentoring, simulations etc. in the A&Y related activities.
  • Attend in different networks and fora related to A&Y empowerment and gender equality promotion, while representing Educo Bangladesh to uphold the visibility of Educo and related advocacy on behalf of children, adolescents and youth.
  • Support other program specialists/coordinator/managers to integrate A&Y empowerment and gender issue in their respective program areas where applicable. 
  • Communicate and support Resource Mobilization and Communication Team to incorporate adolescents & youth development and gender issues in new concept note/proposal submission and IEC materials/ visibility resources development.
Delivery
  • The Project Officer – Adolescent & Youth Development will assist in application of youth development strategy within the organization through different policy/procedure and capacity building.
  • S/he will be responsible to assist in development of projects focusing on youth development and gender equity and incorporate these as cross-cutting issues in other project proposals.
  • Assist in preparation of concept note, budget, annual project plan, project implementation plan and other strategic documents of A & Y and Gender equity.
  • Provide technical supports in planning different forms, guidelines and IEC materials related to A&Y development and gender issues. 
  • Support implementation teams and MEAL team in preparation of monitoring report as required.
  • S/he will be responsible to meet Management/HO/donors’ queries related to youth development issues.

Establish networking and linkage for advocacy and communication/ visibility

  • Actively participate with Advocacy unit to advocate for empowering youth, adolescent women so that they can raise their voices in different Govt. and other stakeholders/authorities.    
  • Participate and support planned advocacy activities, meetings and engagements at district and community level relevant to these areas relevant to A & Y development and Gender Mainstreaming.
  • Build strategic networks, coalitions and alliances on the project advocacy agenda focusing on developing the youth and adolescent and gender mainstreaming.
  • Document and share lessons and learning’s from advocacy engagements in the mentioned areas.
  • Represent and place Educo in relevant forum, network and coordination group.
  • Promote cooperation across Educo working countries to be an active player in the area of A&Y dev and gender equality.
  • Provide strategic and technical support to develop communication materials focusing A & Y development and Gender Mainstreaming.

Fund raising and donor communication

  • Provide technical supports in funding proposals and briefing documents for donors, organize donor briefings for resource mobilization.
  • Develop strategic partnerships with donors, different organizations and NGOs to ensure effective implementation of the A&Y dev programs and ensuring Gender as cross cutting issue.

Comply with the donor reports both physical and financial as per the reporting requirements.

Establish monitoring mechanism for relevant projects

  • Provide technical support and guidance to MEAL team to design and establish MIS system for adolescent and youth development and gender-based projects.
  • Document intervention wise case studies or other significant issues for next project preparation.

Education

Post -Graduation with good understanding or pertinent to the specialized field (including but not limited to international law, development studies, economics, international relations, anthropology, sociology, political science, social work, public health, or humanitarian affairs) etc.

Language

Position requires both Bangla and English at advance level

Experience and Requirements

  • Minimum 3 years of working experience including field work in the area of development project implementation in national or international development organization preferable in child rights-based organization.
  • Proven working history of community engagement, partnership management and A&Y development project management is required. 
  • The candidate must have strong technical knowledge in the science and application of social and behavioral change in the area of adolescent and women rights, health services, youth and adolescent development and gender issues. Knowledge on project management and reporting.
  • Experience working with program teams in developing humanitarian protection strategies and approaches that fit unique contexts.

Salary and Benefits

Monthly Gross Salary:
   
BDT 60,076/- (Taka Sixty Thousand and Seventy-Six) only.
