S/he will be based in Educo office, Cox’s Bazar with frequent field visits in camps and host community of the project areas

Purpose

The Project Officer, under the supervision of the Project Manager of Humanitarian Response, Cox’s Bazar is responsible to support for implementing and monitoring of the project’s progress and guaranteeing the quality standards of Education and protection interventions in humanitarian program, Cox’s Bazar. S/he will also ensure the on-job training and guidance to the MPC In-charge, Vocational Instructor, Field Organizer, Education Supervisor, ECE Mentor, Teachers, Facilitators and Community Volunteers to contributes to project/program activities for better impact in the camps and host community on education, child protection, life-skill development and gender mainstreaming activities.

Engagement

  • The Project Officer will be responsible for developing the details implementation plan and ensure effective implementation, and providing overall guidance to the field level staffs for implementing the project’s activities.
  • The Project Officer will also act as a coordination focal point for community Engagement. S/he will participate in different stakeholders’ meetings, forums, sessions and represent education, child protection, and gender mainstreaming components at camps and host community level, amongst the humanitarian actors and in the community.
  • S/he will liaise and coordinate with the Unions/Camps/UNO officials, relevant actors and sectors in working camps and host communities on project related components.
  • S/he is expected to support in sectoral assessment, coordination and activity implementation. S/he will also maintain active liaison and communication with relevant stakeholders and local authorities to comply the compliances, requirements and to ensure the project clearance.
  • The Project Officer will manage project budget according to the plan of project implementation. S/he will keep the line management updated regarding the project progress.

Delivery

  • Lead the development of project implementation guideline (PIG) and is responsible to implement project activities as per guideline/PIG.
  • Lead the development of detailed implementation plan (DIP) and is responsible to implement project activities with the support of line manager.
  • Regularly monitor the project activities, provide on-job training and guidance for quality education and child protection and liaison with relevant service providers in camps and host community level. 
  • Management and supervise of Educo supported learning centers, multipurpose center, CBLFs, ECE centers and community level activities.
  • S/he ensures all Purchase requisition (PR) based on allocated budget and ensure its quality and distribution on time.

  • Ensure effective planning and efficient implementation of planned and approved activities following the budget. 
  • Manage field staffs, provide guidelines and ensure the deliverables are being accomplished on time enhancing the organizational visibility in field.  
  • Ensure smooth operation of the assigned LCs/CBLFs/ECE centers and multipurpose center (MPC) in collaboration with sectors, relevant actors and local govt. authorities. 
  • Provide technical support and guidance to the field staffs to ensure safety security of the learners, children and adolescent of the project.
  • Assess the needs of capacity building of field staffs and initiate and implement accordingly to build their capacity.
  • Ensure Educo’s Child Safeguarding policies are maintained in the implementation of the activities.

  • Support to generate innovative ideas/context in development of program in the areas of Education, CP and DEI.
  • Participate and represent Educo in education and protection-related sector/sub-sectors, working groups meeting and build relationships.
  • Provide inputs and technical support in the development of inclusive training materials for volunteers/field organizers/mentors and teachers to facilitate training, workshop etc.
  • Participate in the needs and gaps analysis assessment when and as conducted from organization/sectors level from planning to implementation level.

Enhance Capacity of
Community level Stakeholders

  • Communicate, coordinate and linkage with community level participants, stakeholders at camps and host community.
  • Design and facilitate training/orientation/session for different group members, participants and project stakeholders for efficient implementation of project activities.
  • Ensure the engagement of the community and targeted stakeholders at different level awareness session/campaign /meeting and workshops to enhance their knowledge on Education and Child Protection.

  • Develop and maintain professional relationship with local government agencies, I/NGOs, Education sector, Child Protection sub-sector, and relevant actors and stakeholders. 
  • Liaison with different govt. authorities in camps and host community and provide updates and ensure good relationships.
  • Attend different coordination meeting organized by governmental authorities' and represent Educo and share the updates to the supervisor and concerned colleagues.

Support to Project Development, Documentations and Reporting

  • Input support in the development of concept note, project proposal by providing data, information and needs and gaps on education, CP and GBV to RMT.  
  • Ensure the compliance of internal and external audit, document and archive, reports, data, learnings for future development and use.
  • Collect and prepare case studies, case stories, lessons, and good practices and share with line manager.
  • Support and prepare the administrative documents like Need Assessment (NAF), FD7, NGOAB report, project completion report, CiC report etc including approvals.
  • Support to Project Manager in preparing progress report by giving all the data and information.

Education

Graduation/Post-graduation in Social Science/Development Studies/Education/Child Protection and/or any other relevant subject from any reputed university.

Language

Position requires both Bangla at advance and English and Local Language (Chattogram/Cox’s Bazar) at intermediate level

Experience and Requirements

  • At least 04 years working experience in Education/Education in Emergency (EiE), Child Protection/Child Protection in Emergency (CPiE).
  • Proven experiences in facilitating training/orientation and developing training modules and materials and working with partners/PNGOs.
  • Practical working experience both in Rohingya camps and host community in Humanitarian Response.
  • Skilled and experienced in different report preparation, article, case story, data collection and management, documentation and archiving.  
  • Integrity, hardworking, team player, flexible, and ability to develop creative program vision and planning.
  • Demonstrated ability to write high quality reports and other project documents.

Salary and Benefits

Monthly Consolidated Salary:
   
BDT 78,408/- (Taka Seventy-Eight Thousand Four Hundred and Eight) only.
