Objectives of the Consultancy:

To review accessibility status of 09 primary health centres at Khulna and Barishal Divisions of project areas (04 Community Clinic, 04 Union Health & Family Welfare Centres and 01 Upazila Health Complexes).

Main Activity Title & Working Area:

Conduct accessibility audit of Health Facilities by Disable People Organizations (DPOs)/Self Health Group (SHG) - Guideline and Training

Period of Assignment:

Consultant will work 23 Working days (in between September 15th to 31st December 2020)

DRRA invites application from the interested candidate(s)/ firm/ organization/ department for conducting accessibility audit that supported by CBM UK. In this regard, DRAA is requesting to submit ‘Expression of Interest (EOI)’, Concept Note along with timeline and financial proposal to conduct accessibility audit on or before 14 September 2020 to the Executive Director, House # 2/5, Road # 1, Shyamoli, Dhaka. DRRA reserves the right to accept or reject any or all the proposal without assigning any reason whatsoever.

Terms of Reference (TOR) for Expression of Interest:

Background:

Essential Healthcare for the Disadvantaged in Bangladesh (EHD 2019-2022) project is a consortium project led by Concern Worldwide where CBM-DRRA is the implementing partner for inclusion of the persons with disabilities in all aspect of the project initiatives. The overall goal of the project is to improve health, family planning and nutrition indicators for the disadvantaged people by reducing mortality and morbidity by increasing access to 'Universal Health Coverage'. In this case, it is necessary to ensure the basic health care of the disadvantaged people including the persons with disabilities. Through this project initiative, all the basic health needs of the targeted people will be ensured through availability, accessibility, affordability and quality inclusive health facilities at 15 Upazila of 6 districts under the Khulna and Barishal Divisions. CBM and DRRA are responsible for ensuring the inclusion of persons with disabilities in all aspect of the project initiatives by the downstream partners in those targeted area. The local implementing partners also will have the capacity on disability inclusion in the services through the initiatives. CBM and DRRA also will closely work with icddr,b and Digital Healthcare Solutions for introducing the disability inclusive health technology and finding out the effective approaches for disability inclusive health practices and will conduct national advocacy for making the disability inclusive services package for all, including the disadvantaged and persons with disabilities.

As part of the project, a monitoring plan, tools and guideline with appropriate orientation mechanism will be developed for the project period to fulfil both learning and accountability purpose.

1. Purpose of the Assignment:


To review accessibility status of 09 primary health centres at Khulna and Barishal Divisions of project areas (04 Community Clinic, 04 Union Health & Family Welfare Centres and 01 Upazila Health Complexes).

Target audience: Relevant stakeholders including government health managers of respective facility and Person with disabilities or risk to disabilities of the targeted area of EHD project.

2. Scope of Work

    Methodology/strategy:

Accessibility audit tool development:

Hired expert/team will develop the accessibility audit tools. Project team will collect suggestions from DPOs through an online workshop. The draft tools will be validated through online workshop.

Orientation for the DPOs on accessibility audit tool:

After finalizing the tool, the consultant will conduct 2 days online orientation for DPO members along with DICBMs and DIOs. 

Conduct accessibility audit:

With the consent of facilities authority, total 9 accessibility audits will be done in 04 CC, 04 UH&FWC and 01 UHCs by DPOs with the support of DIOs.
Accessibility audit report with set of recommendations will be shared with relevant stakeholders.

3.  Responsibilities of Nominated Consultant (Candidate(s)/ firm/ organization/ department)
Hired expertise should have vast knowledge and experience to work in accessibility for the person with disabilities.

5. Timeline of the Work

The Work is required to complete within the date of 31st December 2020 and within the same date the final report with all proven documentaries have to be submitted by the appoint consultant or organization to DRRA. The expected date to start the work is September 15 of 2020.

7. Cost and Payment

Payments are based upon output, i.e. upon delivery of the services specified in the TOR and the transfer of payment can be made to the hired team upon clearance of the final report by DRRA-EHD Project team.

All logistic costs besides professional fees shall be paid upon receipt of proper invoices. Payments can only be processed based on an invoice, including an overview on payments and supported by receipts of all expenditures and time sheets.

DRRA and CBM reserve the right to terminate the contract in case that the agreed team members are not available at the agreed commencement of the assignment and if no adequate replacement can be provided.  

8. Ownership of the Report or Produced Knowledge

Ownership of the produced knowledge and report is DRRA. The nominated consultant will submit all the original documents both in soft and in hard copy to DRRA. The nominated consultant is prohibited to use any information for any purposes without the prior consent of DRRA.
