Regional Finance Specialist

About the job
The Regional Finance Specialist is responsible for all finance related tasks within the operations of the DRC Asia Regional Office. This role has a regional focus and ensures compliance to DRC procedures and guidelines as per DRC operation handbook within the regional office operation. This position provides overall advice, coordination and technical support to the finance team in the country operations and contribute to budget development, budget and donor reports review. This position also provides capacity building support to the DRC’s partners.
Your main duties and responsibilities will be:
Financial Management
- In close cooperation with project managers reinforce existing procedures and systems for financial management and control in compliance with guidelines of country’s regulations, DRC’s Operations Handbook, internal guidelines and donor requirements.
- Support timely delivery of quality financial reports to donors and internal reports to colleagues and HQ.
- Ensure compliance with relevant country statutory and other financial obligations such as tax, levies and statutory returns.
- Ensure financial briefings to relevant project manager including budget follow ups, variances in spending and budget monitoring status.
- Ensure thorough and effective budgetary control in the programs.
- Liaise with relevant managers on key financial issues for all programs in the RO operations, including co-funding, financial reporting, key variances, and any remedial action.
- Ensure day-to-day accounting functions, including regular cash verification, cash/bank reconciliation, monthly cashbooks closing, advances’ reconciliation, timely submission of accounts to HQ business controller and accountant.
- Collecting cash forecasts from all managers and requesting funds in a timely manner.
- Ensure all required documentation for financial audits in cooperation with coordination staff and HQ.
- Prepare for local audits and reporting as per the requirement of FD6 and FD7.
- Contribute to the development of proposals with regards to budgeting in cooperation with managers
- Ensure an ongoing, accurate both physical & digital data filing system for all finance vouchers.
- Ensure DRC Dynamics (ERP System) is used to its full capacity for RO operation.
Capacity Development
- Works closely with the Implementing Partners and program platforms to improve and maintain financial management policies, systems, structures, and procedures in line with requirement of DRC and donor.
- Proactively identify and act upon capacity building needs of non-finance staff providing training and other capacity-building where necessary to ensure that non-finance staff capacity is continuously developing.
- Conduct training for Budget Holders, guiding them through Budgeting, donor compliance and compliance to DRC handbook.
About you
To be successful in this role we expect you to have experience working with finance management from the NGO/INGO sector. Moreover, we also expect the following:
Required
- At least 3 years' experience in a financial management position
- Proven experience in managing large budgets
- Competence in providing technical guidance and training
- Proven experience in working with national implementing partners, local/government authorities
- Working experience with relevant donors (e.g. UNHCR, ECHO, DANIDA, FCDO, USAID and BPRM guidelines)
- Proven experience on working on FD6, FD6 audit and other tax related tasks in Bangladesh
- Advanced proficiency in Excel as well as experience working in a financial IT system
- Full professional proficiency in English
