Terms of Reference for animation and video editing Consultant

About DRC: The Danish Refugee Council (DRC) has been operating in Bangladesh since 2017, when the first team started providing emergency assistance to the Rohingya population arriving from neighbouring Myanmar. The Cox’s Bazar district in Bangladesh is hosting what today is the world’s largest refugee camp complex. As of 2020, DRC works in ten Rohingya camps and one host community sub-district, Ukhiya in Cox’s Bazar with activities covering four sectors: Site Management Support (general camp management and site development/rehabilitation); Protection (Case Management, Protection Monitoring, Community-Based Protection plus Gender-based Violence and Child Protection); Livelihoods (income-generation, vocational training, environmental protection such as plantation and land stabilization); and Shelter and Site Development (shelter repair and maintenance). DRC is particularly active in Kutupalong-Balukhali, known today as the world’s largest refugee camp and home to hundreds of thousands of Rohingya refugees living in makeshift bamboo and tarpaulin shelters. DRC works here to improve infrastructure, provide shelter, and develop alternative livelihoods for refugees, all in desperate need in this impoverished, under-resourced region.

Objectives of Consultancy 
DRC is looking for ‘Animation and video editing consultant’, the objective is to edit videos or/and produce animations on Rohingya Response programme. 

Deliverables: 

For animation:

  • Consultant is expected to illustrate and deliver animations according to the requirements by DRC.
  • Consultant is expected to provide final sound mix of the animation.
  • Consultant is expected to provide final coloured version. 
  • Consultant is expected to receive feedbacks from DRC and obliged to incorporate feedbacks by deadline.

For video editing:

  • Consultant is expected to edit the footages (will be provided by DRC) and deliver the video rigorously.
  • Consultant is expected to provide final sound mix of the video. 
  • Consultant is expected to provide final coloured version. 
  • Consultant is expected to incorporate subtitle which will be provided by DRC.
  • Consultant is expected to receive feedbacks from DRC and obliged to incorporate feedbacks by deadline.

DRC Obligations: 

  • DRC will provide script (for animation and video) and footages (for video)
  • The DRC Supply Chain team will be focal points for technical/administrative and consultancy aspects respectively. 
  • The payment schedule will follow standard practice for DRC in comparable consultancies, to be specified on the service contract. 

Minimum Requirements:

  • Proven track record of producing minimum 25 animations productions for Rohingya Response Program (in Rohingya and Chittagonian language).
  • Experience in producing animation on sensitive topics (GBV, GP, CP, gender diverse population) and Livelihoods, Shelter and Site development sectors.
  • Proven track record of working for INGO (especially for Rohingya response) providing video editing support as service.
  • Demonstrative experience in delivering high quality content for digital, outreach and other activities for INGO.
  • Proven record of working in graphics designs for development organizations.

Selection criteria:
Technical evaluation: 70% (Animation and video)
Financial Proposal: 30%
