Call for Submission of Expression of Interest (EoI) for Partnership with DRC Bangladesh (Roster)

Background: The Danish Refugee Council (DRC), one of the world’s leading NGOs, with a focus on responding to displacement, have been registered in Bangladesh since 2013. In 2017, in response to the Rohingya influx, DRC launched an integrated program to support to the government in site management, shelter/NFI, Livelihoods and Food Security and protection including GBV and Child Protection. In 2018, DRC started implementing aid projects in support of the host communities most affected by the influx of refugees/FDMNs, providing multi-sector and holistic assistance. DRC's global mandate for working in partnership with civil society is rooted in a rights-based approach to programming. DRC's aim is to protect refugees/FDMNs and internally displaced people from persecution and to promote durable solutions for refugees based on humanitarian principles and human rights.

Scope of Work: DRC Bangladesh invites Expressions of Interest (EoI) from eligible and registered local NGOs, CSOs, CBOs, and private sector entities for potential inclusion in its 2025 Partnership Roster. Call for Partnership is to identify and document potential local CSOs, NGOs, community-based groups (CBO), Private Sector Organizations that can play a vital role in achieving the objectives outlined in DRC's Bangladesh Country Strategy 2025 and beyond. Through this exercise, DRC Bangladesh does not commit to a funding opportunity, instead, local actors with potential for partnerships will be systematically documented and included in a roster list for prospective future engagements, upon possibilities. Partnerships with CSOs/NGOs will be mainstreamed within DRC core sectors and geographies, where possible.  Selected organizations may be considered for future collaboration under DRC’s programming across Three core sectors:

  • Sector 1: Livelihood and Food Security: Including Economic Recovery, Nature Based Solution, Climate and Environment and Disaster preparedness and Response 
  • Sector 2: Shelter, Settlements and Camp Coordination/Camp Management 
  • Sector 3: Protection (Including Child Protection and GBV) 

Eligibility Criteria:

  • Legally registered in Bangladesh
  • Minimum 5 years sector-relevant experience
  • Proven financial capacity with audited reports
  • Operational presence in Cox’s Bazar district
  • Prior collaboration with national/international agencies and implementation of donor funded projects (for the sector/s applying for)

Submission Requirements:

  • Separate EoI Letter (max 5 pages) per sector (One Per Sector, max 2 Sectors will be accepted)
  • Organization Snapshot Form (filled in and following the page/word limit) (One Per Sector, max 2 Sectors will be accepted)
  • Signed and Stamped Code of Conduct by organization’s authorized representative.
  • All submissions should be done in English, via email: tender.bgd@drc.ngo
  • The EOI number “EOI-BGD-CXB-2025-008 Call for Submission of Expression of Interest (EoI) for Partnership with DRC Bangladesh (Roster)” shall be inserted in the Subject Heading of the email
  • Clarifications & Q&A: Submit questions to bgd.procurement@drc.ngo by 29 May 2025, 16:00PM

SUBMISSION PROCESS:

We kindly request all eligible and interested applicants to submit the following. 

  • Expression of Interest as per the template (Max 5 page/scanned/pdf)  
  • Organization Snapshot Form (Attached) and sent to (4 MB Max size) which will be exploring how your organizational capacity, expertise, and geographical presence align with those of DRC in Bangladesh as per the attached template.
  • One or a single EOI covering the Multiple Sector might lead to rejection of the EOI.   
  • Please note that each section should not exceed the word/page limits: Submissions exceeding the page/word limit may lead to disqualification.

Please note that: Each organization will be able to submit EOI for a maximum of 2 core Sectors (listed in section 1.1 of call document/Scope of work). For each of the sectors, the submitting organization will require to submit separate EOIs.

  • Bids received after the stated deadline or not submitted as per the manner of submission instructions in the ITB documents shall be disqualified.
  • Successful partners will receive a notification if the submission is screened and taken to the next level for assessment by the Evaluation Committee.
  • DRC reserves the right to select partners at its sole discretion and submission of an Expression of Interest does not guarantee selection or funding.
