Express of Interest (EOI) for Financial Service Provider

Danish Refugee Council is an International NGO that re-established its presence in Bangladesh when an estimated 721,944 Rohingya were forcibly displaced from Myanmar to Bangladesh, bringing the total Rohingya population in Bangladesh to approximately one million. DRC provides a comprehensive response package in 10 camps meeting critical operational needs across these camps and neighbouring host communities in Ukhiya Upazila, Cox's Bazar district. This will cover DRC’s program sectors: Camp Coordination and Camp Management (CCCM), Economic Recovery (EcRec), Protection and Disaster Response Interventions 

Through Cash and Voucher Assistance (CVA) Programme’s, DRC’s goal is to implement cash assistance and cash-based programing.  It also intends to provide choice and flexibility to beneficiaries for usage of cash as per their needs. DRC seeks an EOI from competent and licensed Financial Service Provider (FSPs) in support of the implementation of DRC’s CVA through signing of a framework agreement.  Selected institution(s) will be required to provide the most effective and efficient cash and/or voucher delivery mechanisms in support of DRC’s CVA. The proposed mechanisms include the following.

  • OPTION 1: Bank accounts 
  • OPTION 2: Mobile money – via Mobile Network Operators (MNOs) or banks 
  • OPTION 3: Delivery through an agent/over the counter (OTC) – through a formal or informal institution acting as an intermediary – including money transfer agents and traders.

Manner and Date of submission:

The EOI Proposal shall be sent to tender.bgd@drc.ngo on 7th March 2023, 4.00 pm, Bangladesh Time.
Your EOI submission must contain fully filled documents as per the selection criteria in the Expression of Interest tender document section (V). FSPs that pass the Call for EOI shall be invited for the Request for Proposal (RFP) will be asked to submit their financial proposal. Financial proposals should not be submitted with the EOI.
