Economic Recovery Officer (Re-Advert)
The Danish Refugee Council (DRC), one of the world’s leading NGOs, with a focus on responding to displacement, have been registered in Bangladesh since 2013. In 2017, in response to the Rohingya influx, DRC launched an integrated program of support to the government in site management, shelter/NFI and protection. In 2018, DRC started implementing aid projects in support of the host communities most affected by the influx of refugees. As a key part of this, DRC opened an area office in Cox’s Bazar, and a main office in Dhaka.
POSITION PROFILE
The Officer is responsible for day-to-day operations of the economic recovery project activities, monitor and managing the assigned interventions and partners activities at the field level. The officer entails supports and overall implementation of DRC’s Economic Recovery activities in refugee camps and host community settings on the Bangladesh/Myanmar border. This includes exploring, identifying, and implementing innovative green agriculture, livelihoods, and skill development activities with local stakeholders and partners at field level. The primary objective of the position will be, under the overall supervision and guidance of Economic Recovery Manager, to implement the routine and daily administration of the emergency livelihoods/economic Recovery project, to ensure the timely and effective delivery of DRC’s livelihoods activities including the monitoring and guidance the partners intervention, supervision of the beneficiary selection, distribution and monitoring in the assigned locations and ensuring activities complying with technical standards.
DUTIES & RESPONSIBILITIES
- Assist in implementation of the Economic Recovery projects/programme with implementing partners.
- Assist to Economic Recovery Manager in the preparation or drafting concept notes/project documents/reports as necessary.
- Provide timely inputs and feedback and compile and submit regular project updates to the line manager.
- Plan and facilitate capacity development training workshop for implementing partners staff, CBO representative, government officials with developing curriculum/ modules and delivery guidelines.
- Assist to manager for drafting Memorandum of Understanding (MoU), different guidelines/ tools for partners and Terms of Reference (ToR) for hiring consultants.
- Monitor the IP’s activities at field level with proper guidance and facilitation where applicable.
- Develop different livelihoods project related technical specifications on the product/inputs for procurement in compliances with sector and government line agencies.
- Ensure participation in different sectoral forums (EETWG, FSS, LSDS) and exploring opportunities to work with other internal sectors (protection, SMS) as required.
- Support in resolving any emerging problems and issues in the field.
- Make field arrangements for planned visits/ high level visitor/donor official to project locations.
- Set up a clear beneficiary follow -up mechanisms and ensures appropriate follow-ups are made to support beneficiaries.
- Coordinate activities with relevant stakeholders-UNO/UP Chairman/CICs/civil societies/actors at field level with establishing synergic linkages.
- Ensure that the DRC Code of Conduct and PSEA reporting mechanism is understood, acknowledged in writing, and adhered to by stakeholders/partners.
- Perform any other duties as assigned by the line manager.
SKILLS AND EXPERIENCES
- 2 years’ experience working with an NGO in an emergency response/development setting.
- Strong experience in community engagement including participatory approach of data gathering (PRA, RRA) and facilitating participatory tools for identifying targeted is an advantage.
- Sound knowledge on Training of Trainers (ToT), training facilitation and supervisions on skill development- vocational and life skill, Waste management concept and interventions, Cash for Work (CFW) and Income Generating Activities (IGA).
- Experience of working with implementing partners on livelihoods and skill development project, Eco based Adaptation and green livelihoods.
- Experience in concept notes/report writing an advantage.
- Experience designing and maintaining records of experiments accurately and systematically.
- Demonstrated effective communication and coordination with other NGOs and external stakeholders.
- Excellent skills in Microsoft Office Excel with demonstrated ability to design and maintain appropriate tracking tools.
- Knowledge of inventory management and logistics.
- Must be willing to work on Fridays and holidays if requested.
EDUCATIONAL QUALIFICATIONS
- University degree in Agricultural Sciences/Rural Development/Social sciences.
LANGUAGES
- English (Fluent in writing and speaking).
- Bengali (Fluent in writing and speaking).
- Chittagonian (Fluent in speaking).
